For proving personnel status, vendor should provide following documents:

— Statement from the economic operator that in the last 5 years, has not been a subject of legal verdict for participation in criminal organization, corruption, fraud or money laundering,

— Confirmation that no insolvency procedure of any kind is taking place against the economic operator,

— Confirmation that no bankruptcy-liquidation procedure of any kind is taking place against the economic operator.

.- Confirmation for clearance for taxes, contributions and other public duties, issued by the relevant authority of the country of registration of the economic operator.

— Certificate from the Register of penalties for criminal acts of legal persons that the economic operator has not been imposed…

… penalty ban on participation in procedures for public announcement, assignment of public procurement contracts and contracts for public-private partnership,

… minor penalty temporary or permanent prohibition of certain activity,

— Certificate that it was not being announced sanction for misdemeanor with an effective court decision, resulting in prohibition for pursuing professional activity or duty, i. e temporary prohibition for performing professional activity.

In order to prove its capacity for realization of the professional activity, the economic operator submits the following documents:

— document for registered activity – DRD form, as proof that he is registered as legal person for performing of the activity related to the subject of the public procurement contract, or proof that he is member of the relevant professional association, in accordance with the regulations of the country of registration. In the Republic of Macedonia the relevant authority to issue this document (DRD form) is the Central Register of Republic of Macedonia,

— document for a current status, as a prove that there are at least 5 (five) years professional experience connected with the subject of the public procurement contract, issued by the Central Register of Republic of Macedonia,

— certified copy of License A for designing premises of first and second category issued by the Ministry of Transport and Communication.

Техничка и професионална способност:

In order to prove the technical or professional activity, the economic operator submits the following documents:

Copies of contracts of minimum 2 (two) designs of facilities of social infrastructure (health premises, schools/educational institutions, prison institutions, boarding schools/houses and alike) and positive revisions for them,

— Minimum 3 (three) statements or recommendations issued by the vendors for good quality and on time realized designing services in the last five years,

— Certified copies of the certificates/licenses for all professional staff – team members, engaged in the documentation preparation,

— List with described structure of the expert teams, with noted designers and other experts, producers of the technical documentation, especially for each described project tasks in the procurement subject (this form - list, which is attached to the tender documentation, is filled by the economic operator by himself. If needed, he can prepare and submit an additional list in accordance with the available number of experts),

— Statement for engaged experts/technical staff regardless if they belong to the economic operator directly (issued by the economic operator himself), with attached statements from the staff as a prove that they are a part from the team, Statement from the staff that they were not subject to court verdict in effect for involvement in criminal organization, corruption, fraud or money laundering, as well and a Confirmation that he/she is not subject to imposed measure – prohibition from performing of the profession, activity or duty i. e. interim prohibition for performing of specific activity.

The technical and professional capacity of the economic operator can be supported by other entity, regardless of the business relations and the legal links between the economic operator and that entity. If the economic operator is proving his technical and professional capacity by referring to support by another entity, he is obliged to prove the support with valid proof that, that entity will make available to the economic operator the necessary technical and professional resources. The entity that expresses the technical or professional support must not be subject to legal verdict in effect for involvement in criminal organization, corruption fraud or prevention of money laundering.

The economic operator have to provide professional team, i. e. minimum number of professional staff consisted of:

— Expert- team coordinator,

— 5 architects – designers,

— 4 civil engineers (structural),

— 4 civil engineers (hydro-techniques),

— 2 civil engineers (road building),

— 3 electrical engineers,

— 3 mechanical engineers,

— 1 engineer for issues of geodesics,

— 1 engineer for issues of geotechnics (geomechanical explorations and analysis),

— 2 experts for appraisal of environmental impact assessment,

— 1 expert for safety and labour protection issues.

If the economic operators submit a bid as a group of economic operators, the technical and professional capacity is proved by taking into account the resources of all group members. If the group of economic operators performs with the technical or professional capacity from a third entity, the technical and professional capacity is determined according to the above.

Bid guarantee 0,5 % of the offered price;

Guarantee for quality realisation of the contract 5,00 % of the contract value.
