— certificate for paid taxes, contributions and other public taxes by an authorized body in the country where the economic operator is registered,

— assessment of the Registry for fines for crimes f the legal entities that they were not issues with a minor penalty - prohibition for participation in procedures for public bidding, awarding contracts for public procurement and contracts for public-private partnerships,

— certificate of the Registry for fines for crimes of the legal entities that they were not issued with a minor penalty - temporary or permanent prohibition for performance of certain activity,

— certificate that there is no effective court decision for crime sanction - prohibition on performance of profession, activity or duty respectively temporary prohibition for performance of a certain activity,

— document for registered activity.

The registered activity related to the subject of the contract - building - DRA form.

Економска и финансиска состојба:

Necessary documents for validation of the economic condition of the economic operator:

— report on the balance sheet certified by an authorized body respectively revised balance sheet or excerpts balance sheet for the situation in cases when the publishing of the balance sheet is foreseen with the law in the country where the economic operator was registered,

— report of the overall profit of the company (data of the profit and loss account) and where appropriate, of the commerce in the area covered with the contract on public procurement, mostly for the past three financial years for which there is available data depending on the date when the company was established or started working and depending on the availability of such information.

The minimal criteria for assessment of the economic and financial condition of the economic operator:

— minimal overall income for the past 3 years, no less than 180 000 000,00 MKD in the area of construction.

Техничка и професионална способност:

— A or B License for performance of constructions of first or second category according to the Law on construction ("License C for constructor and License D for Constructor issued before the Law on construction entered into force continues to be valid until the expiration of the deadline for which they were issued and the same will allow construction of building of the second category referred to in article 57 of the Law on construction"),

— list of works - built object of building contractions of first and/or second category that were built in the past 5 years with the stated: category, floors, built net area, validity, period of construction, location of construction and investor,

— minimum 5 (five) certificates (recommendations) for quality and timely performed work of building of first and/or second category - building contractions within the last 5 years, of the list, issued by former investors out of which at least 3 (three) certificates (recommendations) should relate to the contracts submitted,

— statement for engagement of the current contracts in the country and abroad with the overall value and deadline of completion,

— statements for educated and professional qualifications of the economic operator or their management staff and especially the people who are responsible for the performance of the stated work,

— statement of the economic operator for the professional staff that will be engaged for the realization of the subject of procurement, at least two engineers (BA) with an A or B authorization for work (at least 1 construction engineer - BA and at least 1 engineer - architect, BA), stated with their name and surname.

* Form M1/M2 for the professional staff that will be engaged for the realization of the subject of procurement.

* Referent list of realized objects (with the time and place of realization) within the past five years of the professional staff that will be engaged in the realization of the subject of procurement.

— Statement of the economic operator for the average annual number of employees and the number of the technical staff within the past three years among which there should be at least 40 (forty) employees where at least 4 (four) should have BA in construction engineering and/or architects and at least 30 (thirty) employees in the construction area (technicians, masons, carpenters, reinforcers etc) given on a list with their name, surname, qualifications and copies of M1/M2,

— statement for engaged technical staff and technical bodies especially those for quality control no matter whether they belong to the economic operator,

— statement for the technical equipment that the economic operator has at their disposal for performance, with a list of the proposed building equipment for realization of the subject of procurement,

— report for the elements of the contract that the economic operator intends on transferring to sub-contractor/s, with a list of subcontractors (who fulfill the criteria for performance of the errands, referred to in the Law on construction).

Standards for quality systems:

— the economic operator must submit a statement that they will deliver examples with A-tests for the quality of the materials that they install, prospects, samples of A-tests for the elements and the equipment that they install and that the same will be in accordance with the Macedonian standards which are in accordance with the European standards,

— the economic operator should deliver a statement that if they are awarded with the contract for realization of the procurement, they will engage appropriate technical bodies for continuous quality control (quality of the concrete, reinforcement etc) with a preparation, revision and delivery of periodical and final reports for the controls performed to the main surveillance engineer.

Минимално ниво(а) на стандарди:

The minimal criteria for assessment of the technical and professional condition of the economic operator:

— A or B license for performance of the constructions in first or second category according to the Law on construction; (License B for constructor and license D for constructor issued before the Law on construction entered into force continue to be valid until the expiration of the deadline for which they were issued and the same will enable performance of the constructions in the second category referred to in Article 57 of the Law on construction),

— at least 3 (three) realized contracts for construction of objects of first and/or second category - building contraction within the past 5 years, of the list, with a total build net area of at least 9.000 m2,

— at least 5 (five) certificates (recommendations) for quality and timely performed work, of buildings in first and/or second category - building contraction, within the past 5 (five) years, of the list, issued by the former investors out of which at least 3 (three) certificates (recommendations) refer to the submitted contracts,

— at least professional staff that will be engaged for the realization of the subject of procurement, at least 2 (two) graduated engineers with A or B authorization for construction (out of which at least 1 (one) construction engineer (BA) and at least 1 (one) engineer architect (BA) stated with their names and surnames,

— at least 40 (forty) employed out of which at least 4 (four) construction engineers (BA) and/or architects and at least 30 (thirty) employees of the construction field (technicians, masons, carpenters, reinforcers etc), stated on a list, with their name, surname, qualifications and a copy of M1/M2 form.
