Public enterprise for management of residential and commercial properties of Republic of Macedonia

Construction works of multi-story garage 5.13 “Mal Ring” in Skopje – mechanical part that consists of complete provision of equipment for the multi-story garage with automated parking systems (installation, equipment, software, training for the operators, maintenance of the system and the equipment during the warranty period), and for that purpose a preparation of project documentation is needed regarding mechanical and electrical installations, equipment and software – technological project, in context of supplying the multi-story garage for public usage (for non-residential users).
The public procurement contract has to provide procurement, delivery and installation of mechanical and electrical installations, equipment and software, assessment working test of the equipment, subject of this public procurement contract, training for the operators, maintenance of the system and the equipment during the warranty period. More detailed description is provided in the tender documentation.

The public procurement contract has to provide procurement, delivery and installation of mechanical and electrical installations, equipment and software, assessment working test of the equipment, subject of this public procurement contract, training for the operators, maintenance of the system and the equipment during the warranty period. — statement by the economic operator than it has not been sentenced, in the last 5 years, with effective court decision for participation in criminal organization, corruption, fraud or money laundering,

— certificate that it is not subject to bankruptcy procedure issued by competent authority,

— certificate that it is not subject to liquidation procedure issued by competent authority,

— certificate for paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established,

— certificate from the Legal Entities Penal Registry that it is not being imposed a side sanction…

… – prohibition to participate in public competitions, contract award procedures and PPP award procedures,

… - temporary or permanent prohibition to perform certain professional activity,

— certificate that it is not being sanctioned for misdemeanour with an effective court decision, resulting in prohibition for pursuing professional activity or duty, i.e. temporary prohibition for performing professional activity,

— document for registered activity in conjunction with the procurement subject of this notice (DRA Form).

Економска и финансиска состојба:

— report on the balance sheet notarized by a competent authority, i.e. audited balance sheet, or excerpts from the balance sheet in cases when the disclosure of the balance sheet is prescribed by law in the country where the economic operator is registered,

— statement of the total turnover of the enterprise (information from the income statement issued by a competent authority, i.e. audited income statement) and, if appropriate, statement of the turnover specific to the area covered by the public procurement contract, for the latest three years for which such data are available depending on the date when the enterprise was established or has begun to work and depending on the availability of such information,

— valid bookkeeping evidence.

Минимално ниво(а) на стандарди:

— minimal total income in the past three (3) years of not less than 2 000 000,00 EUR in the area of installed parking systems for public usage, and this has to be confirmed and proved by valid bookkeeping evidence.

Техничка и професионална способност:

— minimum certificate of meeting quality standards iso 9001:2000,

— list of construction works performed in the last five years, from installed buildings with multi-story garages and automated parking systems including the following information,

— location of the object,

— investing party,

— capacity of the parking system,

— number of floors (number of parking levels),

— time of construction (time amount of production and installation of the equipment),

— type and characteristics of the automated marling system.

Necessary time for filling the car park;

Necessary time for emptying the car park, i.e. emptying of full car park with continuous process flow;

Necessary time for vehicle retrieval (without user induced time);

Number of parked and retrieved vehicle units per hour;

Speed of acceptance, transportation and storage – parking of the vehicle.

— minimum brochures and other materials, including video presentation of the suggested system from already installed total of at least 3 multi-story garages with automated parking systems for public usage, already in operational working order and enclosed contracts,

— minimum three executed construction contracts of installed and delivered equipment for multi-storage garages with automated parking systems for public usage in the last 5 years from the list,

— minimum three references for quality of installed automated parking systems in the objects, multi-story garages with automated parking systems for public usage, issued by former investment parties in the last 5 years from the list of submitted contracts,

— minimum three confirmations for quality and on-time delivery of construction works for multi-story garages with installed automated parking systems for public usage, issued by former investment parties in the last 5 years from the list of submitted contracts,

— statement for minimum 3 (three) year warranty period which starts from the date of technical acceptance of the system, and during this warranty period, the economic operator possess the obligation for maintenance of the system and the equipment that was installed,

— statement for currently engaged contracts in the country and abroad with information about location, capacity of the multi-story garages, type of the systems and the installed equipment, investor, contract value and deadline for execution,

— statement regarding education and professional qualification of the management staff of the economic operator particularly regarding the employees responsible for execution of works,

— statement of the economic operator for average annual number of employees and number of technical staff in the last three years,

— statement of the economic operator regarding professional staff responsible for execution of works, subject to this contract notice,

— reference list of multi-story garages equipped with automated parking systems and equipment (with information about capacity, time and place of execution) in the last 5 years of the professional staff that will be responsible for execution of works, subject to this contract notice,

— statement for hired technical personal and technical entities, especially for those that are responsible for quality control, regardless of that if they belong to the economic operator,

— statement regarding possession of technical equipment by the economic operator (regarding production and installation of automated parking system including transportation) with list of construction equipment which will be used to execute the subject of this contract notice,

— report of the economic operator regarding its intention to delegate certain elements of this contract notice to subcontractors with enclosed list of subcontractors,

— statement which confirms that the automated parking systems, subject of this contract notice fulfills all the relevant regulations considering en/din and vdi 4466 standards for automated parking systems, and that the system will be also designed the meet the specification in compliance with den/en 14010.
