— Statement by the economic operator that it has not been sentenced, in the last 5 years, with effective Court decision for participation in criminal organization, corruption, fraud or money laundering,

— Certificate that it is not subject to bankruptcy procedure issued by competent authority,

— Certificate that it is not subject to liquidation procedure issued by competent authority,

— Certificate for paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established,

— Certificate from the Legal Entities Penal Registry that it is not being imposed a side sanction…

… – prohibition to participate in public competitions, contract award procedures and PPP award procedures,

… - temporary or permanent prohibition to perform certain professional activity,

— Certificate that it is not being sanctioned for misdemeanour with an effective Court decision, resulting in prohibition for pursuing professional activity or duty, i.e. temporary prohibition for performing professional activity,

— Document for registered activity (DRA Form).

The DRA form has to be in conjunction with the subject of this procurement: construction.

Економска и финансиска состојба:

— Report on the balance sheet notarized by a competent authority, i.e. audited balance sheet, or excerpts from the balance sheet in cases when the disclosure of the balance sheet is prescribed by law in the country where the economic operator is registered,

— Statement of the total turnover of the enterprise (information from the income statement issued by a competent authority, i.e. audited income statement) and, if appropriate, statement of the turnover specific to the area covered by the public procurement contract, for the latest 3 years for which such data are available depending on the date when the enterprise was established or has begun to work and depending on the availability of such information.

Минимално ниво(а) на стандарди:

Minimal total income in the past three (3) years of not less than 8 200 000,00 EUR in the area of construction.

Техничка и професионална способност:

— A or B License for performing construction works from first and second category according to the law on construction,

— List of construction works performed in the last five years, from first and second category, including category, number of floors, total net occupying area, value of the contracts, time and location where the works were performed and investing party,

— Minimum 5 executed construction contracts of performed construction works from first or second category - construction of high buildings in the last 5 years with included list of total net occupying area of minimum 20 000,00 m

— Minimum 5 references for quality and on-time execution of construction works from first or second category - construction of high buildings in the last 5 years from the list, issued by former investment parties for the signed contracts,

— Statement for currently engaged contracts in the country and abroad with contract value and deadline for execution,

— Statement regarding education and professional qualification of the management staff of the economic operator particularly regarding the employees responsible for execution of works,

— Statement of the economic operator regarding professional staff responsible for execution of works, subject to this contract notice, that will be responsible for execution of works, with minimum three graduated engineers with A or B authorization for execution (from which at least 1 construction engineer - construction department, 2 architects), with name and surname,

— M1/M2 forms for the professional staff that will be responsible for execution of works in compliance with this contract notice,

— List of references of construction projects (with time and place of execution) in the last five years of the professional staff that will be responsible for execution of works in compliance with this contract notice,

— Statement of the economic operator for average annual number of employees and number of technical staff in the last 3 years, with at least 30 employees (thirty) from the construction profession (engineers, technicians, masons, carpenters, concrete workers and others), represented with list including name and surname, qualifications and copy of M1/M2 form of the staff,

— Statement for hired technical personal and technical entities, especially for those that are responsible for quality control, regardless of that if they belong to the economic operator,

— Statement regarding possession of technical equipment by the economic operator with list of construction equipment which will be used to execute the subject of this contract notice,

— Report of the economic operator regarding its intention to delegate certain elements of this contract notice to subcontractors with enclosed list of subcontractors (that are fulfilling the conditions for performance of works prescribed by the construction law).

Минимално ниво(а) на стандарди:

— A or B License for performing construction works from first or second category according to the law on construction,

— Minimum professional staff that will be responsible for the execution of works, subject of this contract notice (minimum three (3) graduated engineers with A and B authorization for construction from which minimum one (1) construction engineer – construction department, two (2) architects with name and surname),

— Minimum 30 employees (thirty) from the construction profession (engineers, technicians, masons, carpenters, concrete workers and others) with list containing name and surname, qualifications and copy of M1/M2 form of the staff,

— The economic operator is obligated to submit a statement…

… for certification of the quality of the materials and the equipment, including samples with quality certificates, which will be installed that the prescribed Macedonian standards MKS EN are met, which are in compliance with the European standards, European technical approvals (European technical certificates), common technical specifications that are used in the European Union, international standards and other technical guidelines introduced by the European standardization authorities,

… that if the economic operator is awarded with the contract, then the economic operator is obligated to hire proper technical authority for quality control (quality of the concrete for example) including the obligation for preparing, audit and submission of periodical and final quality reports to the main supervising entity.
