— statement by the economic operator that it has not been announced, in the last 5 years, effective court decision for participation in criminal organization, corruption, fraud or money laundering,

— certificate that it is not subject to bankruptcy procedure issued by competent authority,

— certificate that it is not subject to liquidation procedure issued by competent authority,

— certificate for paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established,

— certificate from the register of penalties for committed criminal acts of legal entities that a minor penalty…

… ban on participation in procedures for public announcements, awarding of public procurement contracts and contracts for public private partnership has not been imposed,

… temporary or permanent ban on performing certain activity has not been imposed.

Certificate that it is being announced sanction for misdemeanor with an effective court decision, resulting in prohibition for pursuing professional activity or duty, i.e. temporary prohibition for performing professional activity.

— Document for registered activity.

Економска и финансиска состојба:

— Balance sheet report certified by authorized body i.e. revised balance sheet; (for the last three years),

— Statement for the entire company turnover (information from the profit and loss account issued by authorized body i.e. revised profit and loss account) (for the last 3 years),

— Auditors reports for the foreign tenderer, which should be positive and should be issued by foreign well known institution, registered for performing audit. Auditors reports should contain data for the overall economic operation of the foreign tenderer for the last 3 years.

Минимално ниво(а) на стандарди: — minimum annual income from 2.000.000 EUR/per year for the last 3 years.
Техничка и професионална способност:

— tenderers list of main services performed in the last 3 (three) years with ensuring certificate for successfully performed (completed) services issued by the recipients (with (name, description, value, date of completion of the services) (according to the requirements in the tender documentation),

— educational and professional qualifications of the economic operator, or to its professional personnel, and especially of the persons responsible for providing the particular service (according to the requirements in the tender documentation),

— statement for the engaged technical personnel and technical bodies regardless if they directly belongs to the economic operator (according to the requirements in the tender documentation),

— statement by the economic operator for the average annual number of employees and the number of the leading personnel for the last 3 (three) years, and,

— statement for the technical equipment and capability of the economic operator and for the other potentials by which he disposes for performance of the particular services and quality assurance.

Минимално ниво(а) на стандарди:

— the company must posses a license “B” for carrying out supervision on construction of structures, prescribed with the actual Law on construction in Republic of Macedonia, issued by the Ministry of transport and communications and is applicable for each member of the group if the tenderer is a group of economic operators in joint venture,

— the supervising engineers should posses authorizations “B” for carrying out supervision on construction of structures, prescribed with the actual law on construction of Republic of Macedonia,

— for foreign legal and natural persons the provisions of article 42 from the Law on Construction (Official Gazette of Republic of Macedonia no. 130/2009, 124/2010 and 18/2011) will be applicable,

— minimum 30 employees, graduated engineers (VII/1), with enclosed M1 and M2 forms for employment, as evidence,

— 2 completed contracts for carrying out supervision on construction or rehabilitation or reconstruction of roads and/or bridges according to FIDIC or other internationally accepted conditions of contract each with individual amount of minimum 500 000,00 EUR (in the last 3 years). As support (evidence) of the validity of this condition the tendrer is obliged to submit certificate for successfully performed (completed) services issued by the recipients (with (name, description, value, date of completion of the services).

Package 1: west region.

A. Personnel/ experts

Main supervising engineer – (1 graduated civil engineer).

Authorized with authorization “B” for carrying out supervision on construction of structures and shall fulfill the following minimum requirements:

— University degree in civil engineering,

— Working experience in the area of civil engineering of at least 12 years,

— Knowledge in English (reading, writing and speaking),

— Able to work with computer and computer programs (Word, Excel, AutoCAD and Microsoft Project).

In addition to the already mentioned, the expert shall have specific experience in:

— supervision on construction, reconstruction or rehabilitation of roads and/or bridges,

— Main (responsible) supervising engineer of at least (1) one project for construction, reconstruction or rehabilitation of roads and /or bridges realized in accordance with FIDIC conditions of contract.

Deputy supervising engineer for materials (2 graduated civil engineers) - for each separately.

— Working experience in the area of civil engineering of at least 10 years,

— experience in testing of materials and participation in function of engineer for materials in at least (1) one project for construction, reconstruction or rehabilitation of roads and/or bridges.

Surveying engineer (2 graduated geodetic engineers) – for each separately.

Should fulfill as the following minimum requirements:

— University degree in geodesy (surveying),

— Working experience in the area of civil engineering of at least 5 years,

— Able to work with computer and computer programs (Word, Excel, AutoCAD).

In addition to the already mentioned the expert shall have specific experience in:

— Experience as surveyor on construction, reconstruction or rehabilitation of roads and/or bridges,

— Experience in recording/measuring in at least (1) one project of construction, reconstruction or rehabilitation of roads and/or bridges.

Technical person for documentation (one civil technician).

— Civil technician,

— Experience in managing documentation for construction, reconstruction or rehabilitation of roads and/or bridges,

The evaluation of technical ability will be executed in accordance with the score table enclosed in the tender documentation.

Package 2: east region.

Deputy supervising engineer for materials (2 graduated civil engineers) - for each separately-.

Surveying engineer (two graduated geodetic engineers) – for each separately-.

The minimum criteria’s for determination of the economic and financial condition, as well as the minimum criteria’s for determination of technical and professional ability are eliminatory in the evaluation phase.

— Copy of the certificate for ISO 9001 or equivalent.

After completion of the evaluation of the technical proposals, the Contracting authority will schedule a public opening of the financial proposals for the tenderers whose technical proposals are determined as acceptable (responsive) and who will satisfy the minimum number of scores from the technical proposal. For the date, time and place of the financial proposal opening the tenderers whose technical proposals are acceptable (responsive) will be informed in a written form. Persons who will attend at the public opening of the financial proposals should posses authorization.
