The deadline for submission of tenders is until 12:00 o clock on 5.5.2011. Following the deadline for submission of the tenders the Commission for Public Procurement shall perform the opening and evaluation of the technical offers. The economic operators that meet the terms and conditions of the technical offer will be notified in written about the date, time and place of the public opening of the financial offers.

To prove the capability to perform a professional activity, the economic operator will have to submit a document for a registered activity as a proof that the operator is registered as a natural person or a legal entity to perform an activity related to the public procurement contract or proof of membership in an appropriate professional association in accordance with the regulations of the country where the operator is registered.

Економска и финансиска состојба:

— An appropriate bank statement, not older than 30 days from the date of submission of bids,

— Report on the balance sheet notarized by a competent authority, i.e. audited balance sheet, or excerpts from the balance sheet in cases when the disclosure of the balance sheet is prescribed by law in the country where the economic operator is registered,

— Statement regarding the overall turnover of the undertaking (information from the profit and loss account issued by a competent authority, i.e. audited profit and loss account) and where applicable, regarding the turnover in the field of activity covered by the public contract, for the last 3 financial years (2008,2009 and 2010) for which such information is available, depending on the date on which the undertaking was established or started operating and depending on the availability of such information and,

— minimum average turnover of 120 000 000,00 MK Denars annual turnover for the last 3 years for each year separately (year 2008, 2009 and 2010).

Техничка и професионална способност:

Educational and professional qualifications of the economic operator and its qualified staff, obligatory for the experts that are responsible for provision of determined services by submitting the following documents for the proposed key experts (М1/М2 form or other proof for employment by the economic operator, copy of a diploma, stated in their CV, certificates or copies of certificates by the employer or references as an evidence for professional experience in the field of subject-matter of the procurement stated in their CV) and the following obligatory profiles of minimum 3 experts:

Key expert: team leader;

Key expert: senior expert for model development;

Key expert: junior expert for model development.

— The referent list for implemented services (not less than 2) of the economic operator, referring to the development and implementation of bottom - up LRIC model for bitsream services,

— Statement for additional engaged technical staff and technical bodies (not less than 3 years working experience in development and implementation of the bottom-up LRIC model for bitstream services,

— Statement of the economic operator for the average annual number of employees and for the number of managing staff for the last 3 years,

— Statement of the economic operator for its technical equipping and capability as well as for other potentials available for performing certain services and provision of a quality.

As a part of the bid, the economic operator shall be obliged to provide a bid guarantee (guarantee to participate) in the amount of at least 3 % of the total bid value excluding VAT.

The appeal shall be submitted within 8 days as of the day of:

— Publishing the notice for awarding of public procurement contract related to the data, actions or not taking actions of the notice,

— Opening of the tenders related to the actions or not taking actions concerining the tender documentation, i. e opening tender procedure,

— The reception of the decision which decides about single right of the procedure for awarding of public procurement contract related to the determination of the ability of the tenderers for participation or evaluation of the tenders and decision or,

— The awareness about illegal carrying out of the procedure for awarding of public procurement contract within one year of the day of completion of the performed procedure at the latest.

Notice: the appeal must be submitted in person or by registered post to the Contracting Authority and to the state commission together.
