For proving the personal condition, the economic operator should submit the following documents:

— statement of the economic operator that in the last 5 years he is not declared with a verdict in effect for participation in criminality organizations, corruption, fraud or laundering money,

— confirmation that a procedure for bankruptcy of the authorized body is not being opened,

— confirmation that a procedure for liquidation of the authorized body is not being open,

— confirmation for paid taxes, contributions and other public tributes by the authorized body from the country where the economic operator is registered,

— confirmation from the Register of punishments for done criminal acts of the legal persons that he is not declared with a negligible sentence…

… prohibition for participation in procedures for open call, awarding contracts for public procurement and contracts for public-private partnership,

… temporary or permanent prohibition for carrying out separate activity,

— confirmation that with a verdict in effect he is not declared a crime sanction – prohibition for carrying out a profession, activity or obligation i.e. temporary prohibition for carrying out separate activity.

Економска и финансиска состојба:

Needed documents for proving the economic situation of the economic operator.

— report for the balance sheet notarized by the authorized body i.e. revise balance sheet or fragment of the report for the balance sheet in cases when the publication of the balance sheet is law regulated in the country where the economic operator is registered,

— extract from the total turnover of the enterprise (information of the success balance issued by the authorized body, i.e. revise balance of the success) and there where it is suitable of the turnover in the area that is covered with the contract for public procurement and for the last 3 financial years at most for which this information is disposed in dependence to the date at which the enterprise is established or has begun with work in dependence to the availability of that information.

Минимално ниво(а) на стандарди:

— 25 000 000,00 denars annual turnover in the last 3 years of the economic operator (separately for 2008, 2009 and 2010).

Техничка и професионална способност:

Needed documents for proving the technical or professional capability of the economic operator:

— list of translated editions as from the type of the procurement (published translations on Macedonian language of literature works from foreign authors) of the economic operator in the last three years stating the name of the edition, publisher, year of publishing and circulation,

— providing at least 3 (three) confirmations of conducted activities issued by recipients or if such confirmations can not be provided by reasons out of the control of the economic operator, only with his statement for conducted activities,

— samples of at least three editions as from the type of the procurement (published translations on Macedonian language of literature works from foreign authors) issued in the last three years with a circulation of over 1 000 samples by an edition,

— confirmation for the number of employees (authorized organ for issuing a confirmation for the number of employees in the Republic of Macedonia is the agency for employment of RM),

— professional editor’s office with bio-bibliographical note (in which should be listed the works with title, editor and year of publishing fro which a professional editor’s office is conducted) enclosed in the offer for each work separately from the project program,

— translators with bio-bibliographical note in which there should be a list of conducted and published translations on Macedonian language of literature works from foreign authors from the language of the original of the work and if there is no qualified translators from the language of the original then the translations of the languages in international need will be reviewed. At the same time, it is necessary for each title in the bio-bibliographical note to be stated from which language the translation is conducted, to indicate who is the publisher and the year of issuing. For each interpreter should be submitted a diploma or certificate for appropriate philological education or high education from the field of social and humanistic sciences and if he won a prize he should submit a photocopy of it and has to be attached to the bid for each work separately from the project program,

— lectors with bio-bibliographical note (in which there should be a list for conducted lectures of literature works from foreign authors translated on Macedonian language). For each lector should be submitted a certificate for passing lecturer exam enclosed in the offer for each work separately from the project program,

— proverb author with bio-bibliographical note (in which there should be a list of scientific and professional texts in the area of the theory of literature noting the title, year of publishing and where the text is published) enclosed in the offer for work separately of the project program),

— educational and professional qualifications of the economic operator or of his professional stuff and especially of the persons responsible for execution of the concrete service,

— statement for engaged technical staff and technical organs for realization of the subject procurement without reference whether they directly belong to the economic operator including the persons who will be engaged for professional editing and computer processing,

— statement for the technical equipment and capability of the economic operator and for the other potentials with which he is on disposal for conducting concrete services and providing quality,

— announcement for the elements of the contract which the economic operator has intention to assign to the under contractor.

Минимално ниво(а) на стандарди:

— issued at least 3 translated editions in the last 3 years as from the subject of the procurement (published translations on Macedonian language of literature works from foreign authors) with a circulation of over 1 000 samples by edition,

— at least 5 employed persons in regular working relation,

— the selected professional editor’s office by the economic operator should be composed by eminent professional persons in this area with minimum of 2 conducted professional editor’s offices from the type of the procurement (published translations on Macedonian language of literature works from foreign authors),

— the selected translator by the economic operator should have…

… appropriate philological education or to be with high education in the field of the social-humanistic sciences (evidence diploma or certificate) or a person with a status of established translator which will be confirmed with possessing relevant awards in the area of translation or critic published in the period. The distinguished translators in the literature translation that have submitted confirmations for their professionalism (awards or issued critic) should not submit confirmation for finished high education,

… conducted translations from the appropriate language of editions as from the type of the procurement (published translations on Macedonian language of literature works from foreign authors),

— the selected lector by the economic operator should have a certificate for passing lecturer exam and should have experience in lecturing of literature works,

— the selected author of proverbs by the economic operator should be a person that has published scientifically and professional texts from the appropriate area.

The economic operator should submit a document for registered activity as an evidence that is registered as physical or legal person for carrying out the activity connected with the subject of the contract for public procurement or evidence that it belongs to appropriate professional association in accordance to the regulations of the country where it is registered.
