— confirmation stating that no bankruptcy procedure has been initiated by a competent body,

— confirmation stating that no liquidation procedure has been initiated by a competent body,

— certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered,

— confirmation from the Registry of penalties for committed acts of crime by legal entities stating that the economic operator has not been issued an additional penalty…

… - ban on participating in procedures for open calls, for awarding public procurement contracts and for public-private partnership contracts,

… – temporary or permanent ban on performing a particular activity,

— confirmation stating that an effective verdict has not been issued to the economic operator imposing misdemeanour sanction – banning the economic operator from conducting a business, activity or duty, i.e. a temporary ban on performing a particular activity.

Document for registered activity (DRD form).

Економска и финансиска состојба:

— balance sheet report verified by a competent body, i.e. an audited balance sheet, or extracts from the balance sheet report, in cases where the disclosure of the balance sheet is regulated by law in the country where the economic operator is registered,

— extract from the overall turnover of the enterprise (datum from the profit and loss account issued by a competent body, i.e. an audited profit and loss account) and, where appropriate, from the turnover in the area covered by the public procurement contract and for maximum of the last three financial years for which such information is available depending on the date when the enterprise was established or commenced operations, and depending on the availability of such information.

Минимално ниво(а) на стандарди: Positive financial operation in the last three years.
Техничка и професионална способност:

— The economic operator submits a B Licence for designing a second category constructions, in accordance with the Law on modification and amendment to the Law on Construction (Official Gazette no. 18/11, 36/11 and 54/11), or the valid "C" Licence for designing third category constructions (Official Gazette no. 130/09, 124/10) issued by the Ministry of Transport and Communications,

— The economic operator submits a referential list for performing services of the same or similar type with the respective procurement, with data on the vendors, value of the contracts and dates, by enclosing at least:

a) copy of one (1) contract on performed project for traffic regime (traffic solution) for city backbone thoroughfare;

b) copy of one (1) contract on performed project/case with traffic micro simulations and traffic analyses for city backbone thoroughfare;

c) copy of one (1) contract on performed project/case for traffic safety with risk analysis which would prove the fulfilment of the minimum condition from sub item 2.5.1 indent 2.

— The economic operator submits a list of engaged persons with a copy of “B” authorisation for preparation of the project documentation from the area of traffic engineering issued by the Chamber of engineers and architects of RM for the main designer, as well as a Curriculum Vitae - CV for all team members, thus proving the fulfilment of the minimum condition from sub item 2.5.1 indent 3. (The bid form specifies the form of the Curriculum Vitae – CV for all team members),

— The economic operator submits an evidence for possessing a software license for micro simulation of traffic flows.

Минимално ниво(а) на стандарди:

— The bidder should be registered for designing second category constructions and possessing an appropriate licence for such constructions, in accordance with the Law on Construction (Official Gazette of RM no. 130/09, 124/10, 18/11, 36/11 and 54/11),

— The economic operator should have prepared at least:

a) one (1) project for traffic regime (traffic solution) for city backbone thoroughfare.

b) one (1) project/case with traffic micro simulations and traffic analyses for city backbone thoroughfare.

c) one (1) project/case for traffic safety with risk analysis.

— The economic operator should provide qualified and competent members of the team which should consists of 1 main designer (team leader) and 5 collaborators of the main designer (team members) for preparation of the project.

The main designer should have a B.Sc. in traffic engineering with at least 5 (five) years of working experience in traffic engineering and to possess “B” authorisation for preparation of project documentation from the traffic engineering area and to have prepared at least 5 (five) project documentations from the traffic engineering area.

The team members should possess the following qualifications:

a) 1 (one) graduated Bachelor of traffic engineering, with minimum 5 (five) years of working experience in the traffic engineering and minimum 2 (two) prepared projects/cases from the area of traffic engineering.

b) 1 (one) graduated Bachelor of traffic engineering, with minimum 5 (five) years of working experience in the traffic engineering and minimum 2 (two) prepared projects/cases with micro simulation of traffic flows.

c) 1 (one) graduated Bachelor of traffic engineering, with minimum 5 (five) years of working experience in the area of traffic safety and minimum 2 (two) prepared projects/cases for traffic safety.

d) 1 (one) graduated Bachelor of civil engineering with minimum 5 (five) years of working experience in designing roads and tunnels.

e) 1 (one) graduated Bachelor of electrical engineering for telecommunications with minimum 5 (five) years of working experience in designing telecommunication systems.

— The economic operator should possess software for micro simulations of traffic flows.
