— Certificate that no liquidation procedure has been initiated before a competent authority,

— Certificate of paid taxes, contributions and other public duties from the competent authority of the country where the economic operator is registered,

— Certificate from the Registry of penalties for criminal offences of legal persons that no secondary penalty has been issued against…

… for participation in open call procedures, awarding of public procurement contracts and private-public parnetership contracts,

… them such as temporary or permanent ban on the performance of a certain activity,

— Certificate that no effective judgment has been issued regarding a misdemeanor sanction - ban on exercising profession, activity or duty, i.e. temporary ban on the performance of a certain activity,

— Document for registered activity: DRD form.

Економска и финансиска состојба:

— Balance sheet report registered by a competent authority, i.e. reviewed balance sheet or excerpts from the balance sheet report in cases when the balance sheet publication is prescribed by law in the country where the economic operator is registered,

— Extract from the overall operations of the enterprise (data from the profit and loss account issued by a competent authority, i.e. reviewed profit and loss account) in the last financial year.

Минимално ниво(а) на стандарди: Positive financial performance in the last financial year.
Техничка и професионална способност:

— The bidders shall submit licence B for designing of second category constructions in accordance with the Law on amending the Law on Construction (Official Gazette no. 18/11, 36/11 and 54/11) or a valid licence C for designing of third category constructions (Official Gazette no. 130/09, 124/10) issued by the Ministry of Transport and Communications,

— The bidders shall submit a list of hired personnel with authorizations for all engineers required, as follows:

—— Regarding the 5 civil engineers an authorization B for the creation of design documentation - construction is submitted to be issued by the Chamber of Engineers and Architects of RM,

—— Regarding the 2 civil engineers - geotechnics, an authorization B is submitted for the creation of the design documentation - geomechanics issued by the Chamber of Engineers and Architects of RM,

—— Regarding the 1 electrical engineer required, authorization B for the creation of design documentation is submitted to be issued by the Chamber of Engineers and Architects of RM,

—— Regarding the 1 mechanical engineer required, authorization B for the creation of design documentation is submitted to be issued by the Chamber of Engineers and Architects of RM,

— Regarding the 2 geodetic engineers, authorization B for the creation of design documentation - geodetics is submitted to be issued by the Chamber of Engineers and Architects of RM.

— The bidders shall present proof of having at their disposal a laboratory for construction material (contract for engaging a laboratory from another legal person or a list of fixed assets of the bidder if they own a laboratory or any proof that they own a laboratory for the examination of construction material),

— The bidders shall submit a reference list of projects performed on tunnels in an urban environment of at least 1 km length and diameter of 14.0 meters and projects performed on urban thoroughfares with diameters of more than 14 meters by indicating the basic data to prove the fulfilment of the minimum requirements,

— The bidders must present at least three certificates for timely and high quality performance of the contracts for tunnel designing in an urban environment of at least 1 km length and 14.0 meter diameter and they should refer to contracts that are part of the reference list submitted to prove the fulfilment of the minimum requirements,

— The bidders must present at least 3 certificates for timely and high quality performance of the contracts for urban thoroughfares designed with more than 14.0 meter diameter and they should refer to contracts that are part of the reference list submitted to prove the fulfilment of the minimum requirements,

— Foreign natural and legal persons may perform in R. Macedonia designing work and this is prescribed by the Law on Construction (Official Gazette of RM no. 130/09, 124/10, 18/11, 36/11 and 54/11), of which the tender documentation stipulates a more detailed clarification,

— Statement from the bidder that during the selection of a most favourable bidder they shall be insured against designer error regarding the project and an unlimited number of events.

Минимално ниво(а) на стандарди:

— The bidder should be registered for the performance of second category construction designing and possess the relevant B licence thereof in accordance with the Law on Construction (Official Gazette of RM no. 130/09, 124/10, 18/11, 36/11 and 54/11),

— The bidder should have at their disposal the listed staff for which they shall submit the relevant authorizations:

—— 5 civil engineers - construction,

—— 2 civil engineers - geotechnics,

—— 1 electrical engineer,

—— 1 mechanical engineer,

—— 2 geodetic engineers - geodetics.

— The bidder should have at their disposal a laboratory for examination of construction material,

— The bidder should have at least 3 contracts for designed tunnels in an urban environment at least 1 km long and 14 meters wide,

— The bidder should have at least three contracts for designed urban thoroughfares with diameters of at least 14 meters,

— The bidder should, if they are selected as the most favourable bidder, obtain insurance against any designing error regarding the project for an unlimited number of events.
