Tender documentation may be obtained from the Ministry of Transport and Communications, street Crvena Skopska Opstina No. 4 in Skopje, every working day from 09:00 to 14:00 hours for the duration of the announcement. Tender documentation is available free of charge. Only operators who obtained tender documentation are eligible to submit bid.

For proving of the personal condition, the economic operator, together with the quotation, must deliver the following documents, which must not be older than 6 months, and should be delivered in the original copy or in a copy certified by the economic operator. The documents are as it follows:

1. Statement of the economic operator that in the last five years they were not imposed with a verdict for participation in a criminal organization, corruption or money laundering;

2. Confirmation from the Registry of penalties for criminal activities of the legal entities that they were not imposed with a penalty on participation in the procedure for public announcement, contracts for public procurement and contracts for public private partnership;

3. Confirmation from the Registry of penalties for criminal activities of the legal entities that they were not imposed with a temporary or permanent ban on performing certain activities;

4. Confirmation that they do not have an open procedure for bankruptcy by a competent authority;

5. Confirmation that they do not have an open procedure for liquidation by a competent authority;

6. Confirmation for paid taxes, contributions and other taxes by a competent authority in the country where the economic operator was registered;

7. Confirmation from the Registry of penalties for criminal activities of the legal entities that they were not imposed with a penalty on participation in the procedure for public announcement, contracts for public procurement and contracts for public private partnership;

8. Confirmation from the Registry of penalties for criminal activities of the legal entities that they were not imposed with a temporary or permanent ban on performing certain activities;

9. Confirmation that the economic operator was not imposed with a verdict for criminal sanction for performing the work, activity or duty respectively temporary ban on performing certain activity.

If the country in which the economic operator was registered does not issue the documents referred to in sub-items 2, 3, 4, 5, 6, 7, 8 and 9, the economic operator is obliged to deliver a Statement, verified by a competent authority in which they confirm that they were not imposed with an open procedure for bankruptcy respectively liquidation, that they settled the taxes, contributions and other public taxes towards the state and that they were not imposed with a penalty for ban on participation in procedures for public announcements, contracts for public procurement and contracts for public private partnerships, penalty on temporary or permanent ban on performing certain activity and that they do not have a ban on performing work, activity or duty or another appropriate documentation issued by a competent authority in the country where the economic operator is seated.

The contracting authority excludes from the procedure the economic operator that has not delivered the documents referred to in sub-items 1 to 9.

Економска и финансиска состојба:

For proving of the economic and financial condition, the economic operator together with the quotation, delivers the following evidence:

— report for the balance certified by a competent authority respectively revised balance or excerpts from the balance in cases where the publication of the balance is determined by law in the country where the economic operator was registered and,

— statement of the overall profit (data from the profit and loss account issued by a competent authority respectively profit and loss account) and, where it is appropriate, of the profit from the field which is covered by the contract for public procurement for the last three financial years for which there is available information depending on the date on which the firm was established or has begun working and depending on the availability of the information.

Техничка и професионална способност:

For proving the technical or professional capability of the economic operator, the operator, together with the quotation delivers the following evidence:

— list of same or similar services which were performed in the last 3 (three) years, by attaching a confirmation for satisfying performing of the services, including value, time and location of performing of the services and whether the services were performed according to the regulations for business working and whether they were appropriately completed or, if there are no confirmations of that kind due to reasons beyond the control of the economic operator, only a statement for performed services,

— profile of the economic operator, organization and staff,

— Referent list of educational and professional qualifications of the staff included in the team of consultants which should realize the subject of this public procurement (individual CV which will contain: name, profession, field of expertise, years of work experience, position planned for the team etc.).

Минимално ниво(а) на стандарди:

— At least 3 realized projects in the field of consultant services in the domain of navigational issues (copy of Contract and/or confirmations for satisfying performing of services.

— The economic operator in their team for performing of the subject service must have experts that will meet the following criteria:

— 1 expert in legal affairs (Faculty of Law) with international experience in the field of navigational issues, international conventions on sea navigation and the European legislation and at least five years of working experience in the profession,

— 1 expert, BA in engineering for sea navigation, maritime and at least 5 years of work experience in the profession,

— 1 expert, BA in mechanic engineering - ship machine and at least five years of work experience in sea navigation or navigational management,

— 1 expert, BA in economics with at least five years of work experience in the profession.
