2.2.1 The procurer shall exclude from the procedure for awarding public procurement contract every economic agent:
— against which legally effective court decision for participation in criminal organization, corruption, fraud or money laundering in the last 5 years is stated,
— that is in a bankruptcy or liquidation procedure,
— that has unpaid taxes, contributions or other public fees,
— against which an additional penalty - ban on participation in open invitation procedures, awarding contracts for public procurement and contracts for public private partnership, is stated,
— against which an additional penalty - temporary or permanent ban on performing certain activity, is stated,
— against which misdemeanor sanction - ban on performing profession, activity, duty, i.e,
— temporary ban on performing certain activity is stated, and,
— that gives false information, or fails to submit the data required by the procurer.
2.2.2 For proving its personal standing, the economic agent shall submit the following documents:
— statement of the economic agent showing that it has not been stated any legally effective court decision for participation in criminal organization, corruption, fraud or money laundering in the last 5 years,
— confirmation issued by a competent body stating that no…

… liquidation procedure has been instigated,
— confirmation issued by a competent body in the domicile country of taxes, contributions and other public fees being paid,
— confirmation that it has not been stated an additional penalty -…
… ban on participation in open invitation procedures, awarding contracts for public procurement and contracts for public private partnership issued by the Registry for penalties for criminal acts committed by legal entities,
… temporary or permanent ban on performing certain activity, issued by the Registry for penalties for criminal acts committed by legal entities,
— certificate that it has not been stated any legally effective court decision for interdiction of profession, business activity or duty, i.e. temporary interdiction of performing certain activity...
Техничка и професионална способност:
— list of major deliveries of the economic agents or candidates performed in the last three years, with the values, dates, purchasers (contracting bodies or economic agents), by providing confirmation for the executed deliveries issued by the procurers, or if such confirmations fail to be provided due to causes that can not be controlled by the economic agent, only by its statement for conducted deliveries.

— minimum 1 (one) confirmation for delivery of such type of goods with value of at least 10 000 EUR.
Извршување на договорот
Потребни депозити и гаранции:
— as part of the bid, the economic agent should obligatory provide bid guarantee (participation guarantee) in the amount of at least 3 % of the total bid value,
— precondition for signing a contract with the most favorable economic agent is providing contract quality performance guarantee by the carrier of the procurement in the amount of 15 % of the contract value, from a bank in accordance with the conditions stipulated under item 4.6.2 of the bid documentation.(4.6.2 The guarantee shall be in form of bank guarantee, issued by reputable bank, selected by the economic agent. All domestic banks shall be acceptable for the procurer. Foreign bank considered as acceptable for issuing guarantee shall be a bank which according to the credit rating system of one of the following agencies: Moody's, Standard and Poor's, Fitch.
