The subject of the contract is the procurement of an electronic system to manage the registers of births, marriages and deaths in the Republic of Macedonia.

— statement by the economic operator that it has not been pronounced an effective court decision for participation in a criminal organisation, corruption, fraud or money laundering in the past 5 years,
— certificate that it is not subject to bankruptcy procedure issued by a competent authority in the country where the economic operator is established,
— certificate that it is not subject to liquidation procedure issued by a competent authority in the country where the economic operator is established,
— certificate for paid taxes, contributions, and other public duties issued by a competent authority in the country where the economic operator is established,
— certificate issued by the Penal Registry for crimes committed by legal entities, that it is not pronounced secondary penalty - prohibition for participation in public invitation procedures, awarding public contracts and public-private partnership contracts,

— certificate from the Penal Registry for crimes committed by legal entities, that it is not pronounced secondary penalty - temporary or permanent prohibition for pursuing certain activity,
— certificate that it has not been pronounced misdemeanour sanction resulting in prohibition to pursue professional activities or duties, i.e. temporary prohibition for performing professional activity by a competent authority in the country where the economic operator is established.

— balance sheets certified by a competent authority, i.e. audited balance sheets or extracts from the balance sheets, when publication of the balance sheet is required under the law of the country where the economic operator is established; and
— statements regarding the overall turnover of the undertaking (information from the profit and loss account issued by a competent authority, i.e. audited profit and loss account) and, where applicable, regarding the turnover in the field of activity covered by the public contract, for 3 years at most for which such information is available, depending on the date on which the undertaking was established or started operation, and depending on the availability of such information,

— a proof of an actual annual turnover of minimum 5 000 000,00 EUR on an annual level, for the past 3 years,
— a proof of positive financial reports for the past 3 years,
— evidence that it owns or has access to at least 200 000 EUR - finances that are needed to start the activities in accordance with the procurement stated in this procurement procedure (a statement issued and verified by a bank).

Техничка и професионална способност:
1. A document guaranteeing authorised service of the offered equipment;
2. An authorization document issued by the manufacturer of the offered equipment showing that the tenderer is authorized to sell, integrate, and maintain its products;
3. Professional qualifications of the candidate or its expert staff, especially of the persons in charge of providing the respective service. The following criteria must be met:
a) At least 5 (five) full-time employees who have ITIL certificate;
b) At least 2 full-time employees who have certificates to service the offered server equipment;
c) At least 2 full-time employees who have certificates to service the offered storage;
d) At least one full-time employee who has lan/wan network design certificate;
e) At least 2 full-time employees who have professional level network certificates;
f) At least 3 full-time employees who have basic-level routing and switching certificates;
g) At least 2 full-time employees who have database administrator certificates and who have worked on at least 2 similar projects in the past 5 years. The names and scope of the projects shall be stated;
h) At least one full-time employee who has a platform virtualization certificate;
i) At least 3 programmers who have certificates in the offered programming languages;
j) At least thirty full-time employees who work on development, implementation, and maintenance of software solutions;
k) At least 2 full-time employees who have at 5 years professional experience in the field of IT project management. Projects and the used project methodology must be stated.
In order to prove the full-time employment of employees, the candidate shall submit copies of the employment registration form. In order to prove employees’ professional experience, the candidate shall submit their CVs;
4. Statement on the employed staff and the staff’s competencies in the project - the project structure - and proof of full-time employment (copies of employment registration forms);
5. Statement from the company that the employees shall be always available regarding all project-related issues in the process of project implementation;
6. Statement for the technical equipment planned for the project, regardless whether the economic operator is the direct owner of the equipment;
7. Statement by the economic operator on the average annual number of employees over the past 3 years;
8. A list of major services performed over the past 3 years, including the amounts, dates, and suppliers who received the service of a similar type and size to the subject of this procurement, followed by a certificate of provided services issued by the recipients of the services, together with the recipients’ contact details;

9. Acceptance statement regarding the conditions of the call;
10. Confidentiality statement regarding the content of the documents;
11. A statement obliging the candidate to submit a bank guarantee in the amount of 3 % of the tender value or deposited fund in the amount of 3 % of the tender value, only if the candidate is selected to participate in the second phase of submitting tenders;

12. Statement that the candidate shall provide technical support, 5x10 to support the database management, and 5x10 to support the software solution management, contact details for the technical support (contact centre), and the possibility of reporting, following up on, and troubleshoot problems in accordance with their reporting number (ticket system). 5x10 stands for 10 hours per day, each workday, i.e. from 8:30 am to 6:30 pm, one year after the project implementation has been finalised.

Минимално ниво(а) на стандарди:

h) At least one full-time employee possessing platform virtualization certificate;
i) At least 3 full-time employees - programmers certified in the offered programming languages;
j) Employment registration forms and CVs of at least thirty full-time employees of the candidate who work on development, implementation, and maintenance of software solutions;
k) Employment registration forms and CVs of at least 2 full-time employees of the candidate who have at least 5 years experience in managing IT projects. The names, scope, and the used project methodology shall be stated.
In order to prove the full-time employment of employees referred to in 3a, 3b, 3c, 3d, 3e, 3f, 3g, 3h, 3i, 3j, 3k, of Point 2.5.2, the candidate must submit copies of the employment registration forms. In order to prove the employees’ professional experience, the candidate shall submit their CVs;

The public procurement contract - subject of this procedure have the status of a multi-annual public procurement (2012,2013,2014).
The economic operator shall take into consideration all regulations in force regarding taxes and other public duties, labour relations, and standards for protection at work in the process of preparing the request to participate. All regulations are available in the corresponding numbers of the Official Gazette of the Republic of Macedonia. The economic operator can get additional information regarding regulations in force of the aforementioned domains from the Public Revenue Office, the Customs Office, and the Ministry of Finance (for issues related to tax and public duties), the Ministry of Labour and Social Policy (regarding labour relations, work conditions, and standards for protection at work).

The appeal shall be lodged within 8 days from the day of:
— publication of the public procurement contract notice, regarding the information, actions or failures to undertake actions under the contract notice,
— last submission date of the requests to participate regarding the actions or failures to undertake actions related to the tender documentation,
— receipt of the formal decision on an individual right in the contract award procedure, regarding the establishment of the qualifications from the requests to participate or the evaluation of tenders, as well as the decision; or
— acknowledging illegal implementation of the contract award procedure, within one year after the day of completing the contract award procedure.
