The “Nature Protection Programme in Macedonia” will assist the country in conserving its outstanding biodiversity and natural ecosystems by promoting their sustainable management and use

1. Mandate 1.1. Tasks 1.1.1. Preparation of the programme document this preparation phase has a duration of 3 months and includes:
— Initiate a participatory programme development process involving key stakeholders in order to elaborate the programme,
—Elaboration of a programme document with detailed analysis of each of the proposed interventions on national, regional and local level, with annexes, like logframe, time schedule (sequencing of components), budget, etc., including:
——feasibility of the proposed intervention (modifications of the intervention, if deemed necessary)
——elaboration of impact hypothesises and result chains, including outcomes, outputs, activities, cost benefit of each intervention;
——programme organisation, tasks and responsibilities of all stakeholders and facilitators, steering mechanisms, monitoring system;
——detailed stakeholder assessment
——risk management: assessment of opportunities, risks and mitigation strategies,
——reflections on how to use the country system and if not, the reasons to establish and/or use parallel implementing units;
——strategy for improving sustainability and opportunities for up scaling, including exit strategy
-Required resources: personnel, technology, know how, finances in relation to interventions;
-Reflections on cost-effectiveness, cost-benefit
— Definition of the tools/manner for cooperation and collaboration with the River Bregalnica Management project and other SDC programmes, like community forums and environmental education;
— Close cooperation and discussions with the SDC HQ, the SCO Macedonia and the local stakeholders; 1.1.2 coordination/implementation of the programme The duration of this implementation phase is 42 months.
This part of the mandate is subject of the prior approval of the SDC internal programme credit and will be contracted only after. However, the mandate agreement will provide a respective clause considering this aspect.
In general, it is important to stress that the PCT will mainly coordinate the activities for the implementation of the interventions, and not “doing” the work or “implement” the interventions itself. The definition of the tasks for coordination/implementation of the programme will depend on the nature of each intervention. The general list of the tasks and responsibilities of the PCT includes (but not limited to):
—Coordination & management, communication:
——to establish a Programme Coordination Office in the targeted area,
——to coordinate the whole “umbrella” Programme,
——to be the main counterpart to SDC and the national stakeholders,
——to apply PCM (project cycle management),
——to prepare annual operation plans for the programme,
——to organize the selection process of external service providers for each intervention/measure together with the national stakeholders, if necessary,
——to prepare ToRs and contracts with each partner,
——to be responsible for the quality of the delivered products by each partner,
— Steering,
——to organize the Steering Committee meetings and to provide preparatory and secretarial services for the Steering Committee,
— Expertise,
——to provide different type of expertise depending on the measures of intervention,
——to provide additional expertise to institutional partners, if needed,
—Monitoring:
——to monitor the implementation of the interventions/measures,
——to support the process of reviews and evaluations,
—Reporting,
——to approve reports of the individual partners,
——to report (narrative and financial reports) to SDC on bi-annual basis,
— Financial management,
——to be responsible for funds management according to international standards —Public relations (PR) -to ensure the visibility of the programme at local, regional and national level.
1.2 Competences Since the focus of the Programme and proposed interventions is on nature conservation and the creation of an enabling environment, the long-term coordinators should have adequate expertise and work experience. Given the importance of inter-institutional co-operation, target group participation, ownership and empowerment, the key persons should have experience in:
——holistic approach for nature protection,
——elaboration of national strategic documents,
——mainstreaming biodiversity conservation into tertiary education,
——participative sustainable land use planning and management,
——empowerment of the local authorities and communities regarding nature protection,
——development of the sustainable tourism in low-level protected areas,
——trans-boundary cooperation on nature protection,
——management of large donor funds.
The PCT should be familiar with the context on nature protection in Macedonia and the national legislation on nature, environment, decentralisation, regional development etc. Also, the PCT should be familiar with the actors/stakeholders in the area of nature protection in Macedonia, their roles, obligations, strengths and weaknesses. The PCT shall be fluent in English and Macedonian language.
1.3. Responsibilities The main responsibility of the PCT will be to coordinate the whole “umbrella” programme and to be the counterpart of the SDC/SCO.
The contractor will be the main counterpart towards the local stakeholders.
