In order to participate in the procedure, you should register in ESPP (e-nabavki.gov.mk), as well as to possess digital certificate. The registration in ESPP is free of charge. The economic operator shall be registered in ESPP by completing a registration form, which is the integral part of ESPP. After the registration, ESPP automatically processes the data obtained from the registration forms, generates a code, and send that code to registered economic operator’s electronic mail. More details about the manner of registration and usage of the system, you will find in the Manual for usage of ESPP intended to economic operators, which can be overtaken from the ESPP front page, in the part “HELP”. Applications may only be submitted by bidders who obtained the tender documentation from the ESPP. The Contracting Authority can also accept a application by an economic operator who did not obtain the tender documentation through the ESPP but it is not obliged to submit the eventual changes and amendments in the tender documentation also to these economic operators. The economic operator submits his applications electronically through the ESPP at least 14.3.2011 12:00 pm (local time). The application submitted through the ESPP must be electronically signed by the economic operator by using digital certificate issued by registered issuer of certificates in the Republic of Macedonia or reputed and recognized international issuer.

1. Statement of the economic operator that in the last 5 years they were not imposed with a verdict for participation in a criminal organization, corruption or money laundering

2. Confirmation that they do not have an open procedure for bankruptcy by a competent authority

3. Confirmation that they do not have an open procedure for liquidation by a competent authority

4. Confirmation for paid taxes, contributions and other taxes by a competent authority in the country where the economic operator was registered

5. Confirmation from the Registry of penalties for criminal activities of the legal entities that they were not imposed with a penalty on participation in the procedure for public announcement, contracts for public procurement and contracts for public private partnership

6. Confirmation from the Registry of penalties for criminal activities of the legal entities that they were not imposed with a temporary or permanent ban on performing certain activities

7. Confirmation that the economic operator was not imposed with a verdict for criminal sanction for performing the work, activity or duty respectively temporary ban on performing certain activity

Економска и финансиска состојба:

— The report for balance sheet should be certified by the competent authority, i.e. audited balance sheet or excerpts of the report of the balance sheet in case when the issuance of the balance sheet is stipulated by law in the country where the economic operator is registered for the last 3 financial years (2008, 2009 and 2010),

— Excerpt of the overall turnover of the enterprise (data of the balance sheet issued by the competent authority, i.e. audited balance sheet) for the last 3 financial years (2008, 2009 and 2010).

Минимално ниво(а) на стандарди:

Minimum annual turnover for the economic operator in the last 3 years (2008, 2009 and 2010) of 5 000 000 EUR.

Техничка и професионална способност:

— List of already completed facilities of same or similar type for construction of facilities of high-construction in the last five years, by listing the facilities, investors (referent list), dates and amounts,

— At least five certificates issued by Contracting Authorities beneficiaries of previously completed construction works of the same or similar type of construction of buildings in the last five years or a certificate of quality realization of the building if the building is under construction, proving that the bidder has completed the works appropriately, timely and in good quality, accompanied with catalogues, photos,

— Certified statement of the bidder`s authorized entity for the number, qualification structure and working experience of technical staff and other experts who will be responsible for implementation of the agreed works,

— Statement for the persons (number, qualification structure, work experience, professional skills) in charge of quality control in accordance with applicable standards for that type of work activities,

— Filled Form for the team members (engineers) with attached CV for the same,

— Statement of the management team (number, qualification structure, experience, professional and managerial competence) in charge of the subject matter of procurement,

— List of the minimum machinery, technical and transport means available to the bidder, which will be engaged in the implementation of the construction contract,

— A written statement of the bidder’s authorized person…

… allowing the Contracting Authority or other person authorized by him, if necessary- to perform testing of manufacturing and construction capabilities of the bidder,

… regarding the performed work, giving a guarantee of two years after completion of construction works.

Минимално ниво(а) на стандарди:

— Relevant construction permit pursuant to the Law on Construction (Official Gazette of RM No.130/2009 and 124/10) foreseen for such type of construction and all required authorizations stipulated in the Law on Construction needed for the engineers that perform the construction,

— At least 50 employees (with accompanying M1/M2 form) out of which at least 10 should be engineers,

— Minimum three already completed facilities of high-construction in the last five years or facilities in phase of construction in the country or abroad, whose size is not less than 5 000 m2 and whose value is above 2 500 000 EUR (as enclosed the following should be provided: Construction Contract, document proving the quality completion of the Contract for the already realized facilities or document proving the quality completion of the facility if the facility is under construction, as well as photographs of the construction itself).

Guarantee of the bid: 1 % of the value of the bid (must be submitted in the second phase of the procedure).

Guarantee for quality realization of the contract: 10 % of the value of the contract (must be submitted after signing the contract).
