In order to prove the capability of practicing professional activity, the economic operator shall submit a document for registered activity - DRD form, as a proof to have been registered as legal entity for performing the activity related to the subject of the public procurement contract or a proof of belonging to an adequate professional corporation in accordance with the regulations of the country of its registration. In the Republic of Macedonia, a competent body to issue this document (DRD form) is the Central Register of the Republic of Macedonia.

The economic operator should be registered for practicing activity - wholesale of drugs, medical devices and supplemental medical agents and should submit a Decision thereof. In the Republic of Macedonia, a competent body to issue this document is the Ministry of Health.

Економска и финансиска состојба:

Total annual sales of at least 60 (sixty) million denars or 1(one) million euros for the last three years regarding the activity related to the registration for exercising of activity specified in point 1.7.1.

Минимално ниво(а) на стандарди:

report for the balance sheet and data of profit and loss account notarized by a competent body, that is audited balance sheet, or excerpts of the report for the balance sheet in case when balance sheet publication is regulated by law in the country where the economic operator has been registered; statement of the complete sales of the company (data of profit and loss account issued by a competent body, that is audited profit and loss account) and where appropriate, statement of the sales in the field covered by the public procurement contract for the last three financial years at most; audit report, which should be positive and issued by foreign renowned audit institution registered for auditing. The audit report shall contain economic data of the foreign candidate for the last three years.

Техничка и професионална способност:

1. at least three realised procurement contracts regarding the activity related to the registration for exercising of activity specified in point 1.7.1, each of 18(eighteen) million denars or 300(three hundred)thousand euros in total, in the last three years. The economic operator needs to have executed the procurement as independent supplier;

2. at least 10(ten) employees, of whom at least 3(three) graduate pharmacists should have passed the vocational exam - working licence, who should be in charge for the phases of the procurement(receipt, keeping and prescription of the vaccines);

3. the bidders need to provide conditions for safe keeping, placement, transportation and handling with vaccines for cold chain maintenance. These conditions need to be in accordance with the prescriptions, principles and standards of good production and wholesale practice in the regions covered by the Law on Drugs and Medical Aids ("Official Gazette of the Republic of Macedonia" No.106/07), the Rulebook on conditions regarding space, equipment and personnel that need to be met by the legal entities performing wholesale (“Official Gazette of the Republic of Macedonia” No.64/2002), as well as the prescriptions of the World Health Organization;

4. own refrigerated warehouse for placement and keeping with an automatic thermometer with temperature reader which needs to be maintained constantly from 2-8оС. The size of the warehouse shall be adequate to the quantity of the vaccines offered;

5. provided audio and visual signalization of the warehouse to the person in charge of cold chain surveillance;

6. spare aggregate for electrical power supply, which is activated in case of electrical power outage;

7. a person responsible for cold chain regularity surveillance, as well as surveillance over vaccine placement, keeping and prescription;

8. a person in charge of twenty-four-hour cold chain monitoring and alarming when necessary;

9. adequate proper vehicle for vaccine placement and transportation with temperature regime of vaccine keeping from 2-8оС;

10. a refrigerator with temperature of -20 оС, if POLIO vaccine is offered.

Минимално ниво(а) на стандарди:

1. copies of at least three realised procurement contracts regarding the activity related to the registration for exercising of activity specified in point 1.7.1, each of 18(eighteen) million denars or 300 (three hundred) thousand Euros in total, in the last three years;

2. at least three certificates (references) for quality and timely procurement by the purchasers;

3. diplomas and working licences of the employed pharmacists;

4. M1/M2 forms for all employees;

5. document for the number of employees which should be issued by a competent body from the country of registration of the economic operator. In the Republic of Macedonia, a competent body to issue this document is the Employment Agency;

6. statement of providing safe conditions for keeping, accommodation, transport and handling with the vaccines specified in subsidiary point 2.5.1, indent 3, 4, 5, 6, 7, 8, 9 and 10.

Извршување на договорот
Потребни депозити и гаранции:

As part of the tender, the economic operator is bound to provide participation guarantee (tender guarantee) in the amount of 1 % of the total tender value excluding VAT.

The guarantee shall be in bank guarantee form, issued by a renowned bank institution selected by the economic operator. All banks shall be eligible for the procuring entity.

The guarantee should be submitted in the original form. Copies shall not be accepted. The guarantee must have validity period of minimum 14 days from the expiry day of tender validity. Any tender not containing participation guarantee or containing a participation guarantee which is not in accordance with the tender documentation criteria shall be discarded as unacceptable by the procuring entity.
