— Within the last 5 years has had a legally effective judgment pronounced against him/her for participation in a criminal organization, corruption, fraud or money laundering;
— Has been pronounced a secondary sentence for prohibition of participation in public bidding procedures or awarding public procurement or public private partnership contracts;
— Has been sentenced with provisional or permanent prohibition to execute a specific business activity;
— Is subject to a bankruptcy procedure or a liquidation procedure;
— Has unpaid taxes, contributions or other public dues;
— That has a misdemeanour sanction - prohibition to perform a profession, activity or duty, or prohibition to perform a specific activity and
— Gives false information or fails to submit the data requested by the Contracting Authority.
Економска и финансиска состојба:
— Company registration documents issued by the competent authority,
— Minimum average turnover in the amount of MKD 60.000.000 for the last year for economic operators who have worked less than 3 years,
— Statement of the overall turnover (data from the income statement issued by the competent authority, ie audited balance sheet) and, where appropriate, of turnover in the area covered by the public procurement contract and the last three financial years for which such data is available, depending on the date on which the company was founded or started to work and depending on the availability of such information.

Минимално ниво(а) на стандарди:
— To have positive financial results in the last years,
— To perform the activity for a period of not less than three years, or have a minimum average turnover for the years he worked in the amount of MKD 60.000.000.
2.4.2 If the economic operator performs the activity for a period of less than three years, the minimum requirement to determine the economic and financial circumstances of the economic operator shall be the turnover stipulated in sub-point 2.4.1 for the years with available data.

List of the principal deliveries of medicines that the bidders has provided in the last three years, with the sums, dates and customers, by providing confirmation of deliveries issued by the recipients or if such certificates can not be provided due to reasons beyond the economic's operator control, in such case by his statement on deliveries;

— statement of technical staff and technical authorities regardless of whether they belong to the economic operator;
— statement with a list of persons in charge for quality control;
— authorization from the manufacturer or authorized agent for the medicines that are offered for participation on the Open procedure;
— the bidder for the offered medicines should submit a Statement in which it will be declared that he/she is capable to provide the required quantities of medicines stated in the tender documents.
— Complete documents (Solutions) with all attachments, that the medicines are approved for sale in the territory of the Republic of Macedonia in accordance with the Law on medicinal products and medical devices or confirmation from the Office for medicines that the registration process is in progress and will be completed in period of up to 30 days from the date of issuаnce of the certificate.

— Statement by the economic operator that the medicines that will be delivered will have shelf life of at least 12 months from the date of delivery of the medicine
Минимално ниво(а) на стандарди:
— The bidder should have executed deliveries of medicines in the last 3 years;
— The economic operator should be technically equipped and trained to undertake measures to ensure quality and to be equipped and trained to examining and research;
— The bidder should have technical staff and technical authorities regardless of whether they belong directly to the economic operator;
— The bidder should have persons in charge for quality control;
— The bidder should provide authorization from the manufacturer or from the authorized representative for participation on this Open procedure for the medicines he offeres;
— The bidder for the offered medicines should give a Statement in which it will be declared that he/she is capable to provide the required quantities of medicines as stated in tender documents.
— For the offered medicines the bidder should provide valid authorization for placing on the market the finished medicines, issued by the Ministry of Health of the Republic of Macedonia - Bureau of medicines in accordance with the Law on medicines and medical devices or confirmation that the registration is in progress.
