In order to prove its personal condition, the economic operator shall submit the following documents:
— Statement of economic operator that in the last 5 years it was not a subject of rendered final judgment for participation in a criminal organization, corruption, fraud or money laundering,
— Certificate that no bankruptcy procedure was initiated by a competent authority,
— Certificate that no liquidation procedure was initiated by a competent authority,
— Certificate for paid taxes and other taxes issued by a competent authority of the country where the economic operator is registered,
— Certificate from the Register of Fines for…
… perpetrated criminal offenses of legal entities, that a ban is not imposed on it for participation in public tender procedures or in awarding of contracts for public procurement contracts and contracts for private - public partnership,
… criminal offenses of legal entities that there is not a penalty imposed on it, for temporary or permanent ban on performing certain activities and,
— Confirmation that there is no final verdict rendered with misdemeanor sanction - a ban on performing profession, activity or duty, i.e. temporary prohibition for performing certain activities.
In order to demonstrate the ability to perform professional activity, the economic operator should submit a document for registered activity as a proof that it is registered as a natural or legal person performing the activity related to the subject of the public procurement contract, or an evidence that it is a member of a professional association, in accordance with regulations of the country where it is registered.

The economic operator must also possess and submit a valid License A for constructing of buildings from the first category, issued by a competent authority under applicable regulations in the Republic of Macedonia.

— Statement of overall turnover of the company (data from the balance sheet issued by the competent authority, i.e. audited balance sheet) and, where appropriate, of turnover in the area covered by the contract and mostly for the last 3 financial years for which such data are available, depending on the date the company was founded and started to work and depending on the availability of such information.

Минимално ниво(а) на стандарди:
— To have an income of at least 5 000 000,00 EUR in MKD equivalent, for each of the last 3 years, in particular for those that there is data.
Техничка и професионална способност:
— M1/M2 forms for the employees or other appropriate evidence if the bidder is from abroad,
— Contract for construction, certificate for quality performance of the facilities built in the past, or certification for quality implementation of construction if the building is under construction, as well as enclosed photographs of the building,
— Authorization A for construction of buildings under the applicable regulations of the Republic of Macedonia or other appropriate evidence if the bidder is abroad requirement of the second minimal requirements,
— List of completed works of same or similar type of building facilities of high quality, in the last five years, with an indication of works, investors (a reference list), dates and amounts,
— A certified statement of the authorized person of the bidder, regarding the number, qualification structure and working experience of technical staff and other experts who will be responsible for implementation of agreed activities,
— Statement of the authorized person of the bidder, regarding persons (number, qualification structure, work experience, professional competence) in charge of quality control in accordance with applicable standards for that type of work,
— A form regarding the team members (engineers), with attached CV –s for all of them,
— Statement of an authorized person of the bidder, regarding the management team (number, qualification structure, experience, professional and managerial competence) in charge of the procurement,
— List of the minimum amount of machinery, technical and transport vehicles available to the bidder, which will be engaged in the realization of the contract for construction,
— A written statement of the authorized person of the bidder, which allows the supplier or other person authorized by him, if necessary, to carry out tests on production and construction capabilities of the bidder.
Минимално ниво(а) на стандарди:
— The economic operator should have at least 50 employees, at least 10 of them - engineers, from the profile of construction, electrical and / or mechanical engineer,
— At least 5 of the engineers should have construction profiles, electrical and / or machine profiles, from line 1, from this sub-item, and should have competence A, to construct buildings,
— Minimum 5 contracts, realized during the last 5 years or in the stage of implementation/realization of works or reconstruction of buildings related to the subject of the contract, their total value not less than 9 000 000,00 EUR in MKD equivalent.

Потребни депозити и гаранции:
As part of the offer, the economic operator must provide a bid guarantee (a guarantee of participation in form of a bank guarantee) in the amount of at least 3 % of the total bid value, excluding VAT.
Правна форма што треба да ја преземе групата економски оператори на која ќе се додели договорот:
The contracting authority will require the group of bidders to join in a special legal form if they are chosen as the carrier of the contract in a form of a separate legal entity registered for the activity.
