In order to prove the personal status, the economic operator should deliver the following documents:
— statement of the economic operator that within the past five years they were not issued with an effective decision for participation in a criminal organization, corruption, fraud or money laundering,
— certificate for not initiated procedure for…
… bankruptcy by an authorized body,
… liquidity by an authorized body,
— certificate for paid taxes, contributions and other public taxes by an authorized body in the country where the economic operator is registered,
— assessment of the Registry for fines for crimes f the legal entities that they were not issued with a minor penalty - prohibition for participation in procedures for public bidding, awarding contracts for public procurement and contracts for public-private partnerships,

— certificate of the Registry for fines for crimes of the legal entities that they were not issued with a minor penalty - temporary or permanent prohibition for performance of certain activity,
— certificate that there is no effective court decision for crime sanction - prohibition on performance of profession, activity or duty respectively temporary prohibition for performance of a certain activity.
Capability of performance of professional activity of the economic operator:
— Document for registered activity.

Necessary documents for validation of the economic condition of the economic operator:
— Report on the balance sheet certified by an authorized body respectively revised balance sheet or excerpts of the balance sheet in cases when the publication of the balance sheet is foreseen in the country where the economic operator was registered for the last three years 2009, 2010 and 2011,

— Report of the overall profit of the company (data of the profit and loss account issued by an authorized body i.e. revised profit and loss account) for the past three years 2009, 2010 and 2011 and where appropriate, from the commerce in the area that is covered with the agreement on public procurement and mostly for the past three financial years for which the data is available depending on the date on which the company was established or has begun with work and depending of the availiability of such information.

If the economic operator proves their economic and financial capability calling upon the support of another subject, they are obliged to prove the support with a valid proof that the subject in question will put at disposal to the economic operator the appropriate financial funds, but no more than 49 % of the required minimal total income of assets for the last 3 (three) years, referred to in 2.4.1 of the tender documentation.

The minimal criteria for assessment of the economic and financial condition of the economic operator:
— Minimal overall income for the past three (3) years, no less than 25 000 000,00 EUR in the area of construction (converted in MK denars 1 537 500 000,00).
If the economic operator uses economic and financial support given by another subject, this support cannot be beyond 49 % of the terms foreseen for economic and financial capability.
— Minimal overall income for the past three (3) years, no less than 25 000 000,00 EUR in the area of construction (converted in MK denars 1.537.500.000,00).

Necessary documents for validation of the technical or professional capability of the economic operator:
— list of works - built object of building contractions of first and/or second category that were built in the past 5 years with the stated: category, floors, built net area, value, period of construction, location of construction and investor,
— minimum five realized agreements for construction of objects of first and/or second category - building contraction in the past 5 years of the list, with a total constructed net area of at least 40 000,00 m2,
— minimum 5 (five) certificates (recommendations) for quality and timely performed work of building of first and/or second category - building contractions within the last 5 years, of the list, issued by former investors for the contracts submitted,
— statement for engagement of the current contracts in the country and abroad with the overall value and deadline of completion,
— statements for educated and professional qualifications of the economic operator or their management staff and especially the people who are responsible for the performance of the stated work,
— statement of the economic operator for the average annual number of employees and for the number of the technical personnel within the past three years,
— statement of the economic operator certified at the notary public for at least 100 (one hundred) employees in the area of construction at the moment of the submission of the bid, and qualified for the activity related to the subject of the agreement for public procurement (construction) given on a list with their name, surname and professional qualification, as well as M1 and M2 form for everyone,

— statement of the economic operator for the professional personnel that will be engaged for realization of the subject of procurement, at least 8 (eight) BAs in Engineering with A or B authorizations for construction (out of which at least three construction engineers - construction department and minimum 3 graduated architects), stated with their name and surname. For these employees, the bidder needs to submit:

—— form M1/M2 for the professional staff that will be engaged for the realization of the subject of procurement,
—— referent list of realized objects (with the time and place of realization) within the past five years of the professional staff that will be engaged in the realization of the subject of procurement,

— statement for the elements of the agreement which the economic operator intends to give to a subcontractor/s, with a list and data for the same (company, address, unique tax number, etc.), and which meet the terms for completion of the works, foreseen with the Law on construction,

Standards for quality systems:
An obligatory application of the Macedonian standards MKS EN which are in accordance with the European standards, the European technical approvals (European technical A-tests), mutual technical specifications which are used in the European Union, the international standards and other technical references, established by the European bodies for standardization.

The economic operator should submit a statement that they will deliver samples with A-tests for quality of the materials and construction elements that they implement, prospect material, samples with A-tests for the elements and equipment which they install and that they will respond to the foreseen Macedonian standards that are in accordance with the European standards.

The economic operator should deliver a statement that if they are awarded with the contract for realization of the procurement, they will engage appropriate technical bodies for continuous quality control (quality of the concrete, reinforcement etc) with a preparation, revision and delivery of periodical and final reports for the controls performed to the main surveillance engineer.

— depending on the use, it needs to fulfill the fundamental requirements for construction and other terms foreseen with the Law on construction and separate laws, as well as the parameters foreseen in the Urban planning,
— refer to the mechanical resilience, stability and seismic protection, fire protection, hygiene, health, protection of the working and living environment, safety in use, noise protection, efficient use of the energy and heat protection, free access and movement to and fro the building and the technical properties of the construction products which are used,
