— A statement of the economic operator that in the last 5 years a final court decision hasn’t been pronounced to him for participation in a felonious organization, corruption, fraud or money laundering,

— Confirmation that a procedure of bankruptcy is not opened by the relevant authority,

— Confirmation that liquidation procedure is not opened by the relevant authority,

— Confirmation of paid taxes, contributions and other public expenditures by an relevant authority from the country where the economic operator is registered,

— Confirmation by the Register of penalties for perpetrated criminal deeds…

… regarding the legal entities that a minor penalty of prohibition for participation in public call procedures was not pronounced, awarding contracts for public procurements and contracts of public-private partnership,

… of the legal entities that a minor penalty, temporary or permanent prohibition was not pronounced for performing a particular business/activity,

— A document for registered business/activity as an evidence that the registration of a physical or legal entity was made for performing of the business related to the subject of the contract for public procurement or an evidence that it belongs to an appropriate professional association in accordance with the rules of the country where it is registered,

— The license for performing of wholesale energy trade in oil and oil derivatives, in accordance with the Law on energetics, issued by the Regulatory Commission for energetics of the Republic of Macedonia.

Економска и финансиска состојба:

— Report for the balance sheet with data on balance on progress certified by a competent authority, (Central Registry Office of the RM), i.e. a revised balance sheet, or excerpts from the Report on the balance sheet in cases when the annunciation of the balance sheet is prescribed by law in the country where the economic operator has been registered.

Минимално ниво(а) на стандарди:

Minimum 200 000 000,00 MKD a total of annual incomes in each of the past 3 years.

Техничка и професионална способност:

— A inventory of shipments to the bidder performed in the last 2 (two) years, with values, dates, buyers, provision of certificates for realized shipments issued by the recipient party,

— Description of the technical equipment of the economic operator and for the other capacities available for certain procurement, enclosed with an inventory on the number and capacity of the following: vehicle centre (tankers for transport of liquid fuels with proof of ownership / rent and ADR certificates); tanks for storage of the fuel (with ownership certificate and excise license to manufacture and storage the required fuel),

— Statement for the number and qualification structure of the employees which the economic operator possesses, and who shall be engaged in realization of the concerned procurement, especially for the persons in charge of quality control and the technical staff,

— Fuel quality certificate, issued by an independent institution for quality control, not older than 3 months,

— Statement by the economic operator that in accordance wit the Rules of Procedure on the liquid fuels quality, a conformity statement shall be provided together with each separate delivery of liquid fuel (template TNG-1) of the fuel quality,

— Notification on the elements of the agreement which the economic operator has intention to cede to the sub-contractor.

Минимално ниво(а) на стандарди:

— 2 realized agreements for shipment of liquid fuels in the last 2 years, with a separate value of 20 000 000,00 MKD, with a confirmation for timely and qualitative delivery,

— 3 (three) personal reservoirs - excise warehouses, for storage of the fuel with a capacity of minimum 20 000 liters, on the territory of the Republic of Macedonia,

— At least 5 (five) personal or rented tankers for transportation of liquid fuels, equipped with a meter for determination of precisely offload quantity of fuel, which possess ADR certificates,

— 2 (two) persons in charge of the fuel quality control and shipment of the fuel,

— 5 (five) technicians (drivers) in charge of shipment of the fuel who possess ADR certificate for driving,

— Quality of the fuel in accordance with the requirements from the technical specification.

Bank guarantee of the offer in an amount of 1 % from the bid, with no VAT included, in a currency value of the bid.
