Способност за вршење на стручната дејност:

— statement by the economic operator that it has not been announced, in the last 5 years, effective court decision for participation in criminal organization, corruption, fraud or money laundering,

— certificate that it is not subject to bankruptcy procedure issued by competent authority,

— certificate that it is not subject to liquidation procedure issued by competent authority,

— certificate for paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established,

— certificate from the Register of penalties for committed criminal acts of legal entities that a minor penalty…

… ban on participation in procedures for public announcements, awarding of public procurement contracts and contracts for public private partnership has not been imposed,

… temporary or permanent ban on performing certain activity has not been imposed,

— certificate that it is being announced sanction for misdemeanor with an effective court decision, resulting in prohibition for pursuing professional activity or duty, i.e. temporary prohibition for performing professional activity.

For the purpose of proving the suitability for pursing professional activity, the economic operator shall present relevant document for registered activity in order to prove it is registered as natural or legal person to carry out the activity related to the subject-matter of the public contract or evidence that the it is affiliated in professional association in accordance with the regulations of the country where it is established.

Економска и финансиска состојба:

— balance sheet report certified by a competent authority i.e. audited balance sheets; (for the last 3 years),

— statement regarding the overall turnover of the company (information from the profit and loss account issued by a competent authority i.e. audited profit and loss account) (for the last 3 years),

— auditors reports for the Foreign Tenderer, which shall be positive and shall be issued by foreign well known institution, registered for performing audit. Auditor reports should contain data for the overall economic operation of the Foreign Tenderer; (for the last 3 years).

Минимално ниво(а) на стандарди:

Total revenue of 3 000 000,00 EUR in the last three years (cumulative for 2009, 2010, 2011).

Minimum criteria for determination of economic and financial situation are eliminatory in evaluation phase.

Техничка и професионална способност:

— tenderers list of main services executed in the last three (3) years with certification assurance for the executed services issued by the recipients and as enclosure to the certificate, a copy of the Agreement as evidence for the value of the performed service and evidence that the projects are completed (according to the requirements in the Tender Documentation) to be submitted,

— educational and professional qualification of the economic operator or to its expert personnel and especially of the persons in charge for providing particular service (according to the requirements in the Tender Documentation),

— statement for engaged technical personnel and technical bodies regardless if they directly belong to the economic operator (according to the requirements in the Tender Documentation),

— statement of the economic operator for the average annual number of employees and the number of the leading personnel for the last three (3) years,

— information for contract elements that the economic operator intends to give to a subcontractor,

— copy of License A for designing of structures from first category in accordance with the Law on construction in force (Official Gazette of Republic of Macedonia, fair copy – no. 59/2011 and no. 13/2012) and is applicable for each of the members of the group if they submit a Tender as group of economic operators (JV),

— copies of the Authorizations issued by appropriate competent authority in the country,

— for foreign natural and legal persons, article 42 from the Law on Construction (“Official Gazette of Republic of Macedonia, fair copy no. 59/2011 and 13/2012) will be applicable.

Минимално ниво(а) на стандарди:

— license A for designing of structures from first category.

a) Experience:

— minimum 3 (three) years working experience in the area of designing of roads,

— minimum 150 km prepared, revised and accepted preliminary and/or Basics designs for construction of national roads and /or motorway (in the last 3 years).(evidence to be submitted that the projects are completed),

— minimum 4km prepared, revised and accepted projects for bridges and/or viaducts and/or interchanges and/or overpasses and/or underpasses (in the past 3 years). (evidence to be submitted that the projects are completed),

— minimum 20 (twenty) employees (to enclose M1/M2 forms as evidence),

— minimum 4 (four) graduated civil engineers with Authorization A for designing of structures as responsible designer in the civil engineering (the authorizations to be enclosed as evidence).

Specific conditions for qualification:

— main designer: minimum one graduated civil engineer with authorization A for designing of structures as responsible designer in the civil engineering, with at least 15 years working experience as designer of roads (experience at similar position),

— designer of road alignment: minimum one graduated civil engineer with authorization A for designing of structures as responsible designer in the civil engineering, with at least 10 years working experience as road designer (experience at similar position),

— designer of structures: (bridges, underpasses, overpasses, retaining walls and viaducts: minimum one graduated civil engineer with at least 5 years working experience as designer (experience at similar position),

— hydro technical Designer: minimum one graduated civil engineer with Authorization A for designing of structures as responsible designer in the civil engineering, with at least 5 years working experience as designer (experience at similar position),

— one traffic engineer: with authorization A for designing of structures from traffic engineering,

— surveying engineers: Minimum three with authorization from geodesy with at least 5 years working experience in the civil engineering area in roads. (surveying works on roads from first category).

The minimum criteria’s for determination of technical and professional capability are eliminatory in the evaluation phase.
