Purchase and installation of bus stops at 226 locations, including a type 63, a1 type 115, a double 48. A detailed description of the subject of the public procurement contract shall be provided in the technical specifications.
Dynamics of Bus Stop Installation.
The Contracting Authority shall require the realization (delivery of equipment and installation with construction) of the installation of 226 bus stops on locations defined upon technical specification, in accordance with the realization plan submitted by the Contracting Authority, including:
— 50 (fifty) bus stops from the day of contract conclusion till the end of March 2013,
— the remaining 176 bus stops by the end of December 2013.

To prove his/her personal circumstance, the economic operator mandatory shall submit the following documents:

— statement of the economic operator that, within the last 5 years, he/she has not had any legally effective judgment for participation in a criminal organization, corruption, fraud or money laundering, pronounced against him/her,

— confirmation that he/she is not subject to a…

… bankruptcy procedure opened by a competent authority,

… liquidation procedure opened by a competent authority,

— confirmation of paid taxes, contributions and other public dues issued by a competent authority in the country where the economic operator is registered,

— confirmation from the Registry of Offences for Committed Crimes by Legal…

… Persons that a secondary sentence for prohibition of participation on public bidding procedures or awarding of public procurement or public private partnerships contracts has not been issued against him/her,

… Persons, that a secondary sentence for provisional or permanent prohibition to execute a specific business activity has not been issued against him/her,

— confirmation that there is no legally effective judgment imposing a misdemeanour sanction involving prohibition to perform a profession, activity or duty, or prohibition to perform a specific activity, imposed against him/her,

— in order to prove the capability for performing a professional activity, the economic operator will have to submit a document for registered activity as proof that the operator is registered as natural or legal person for performing an activity related to the subject of the public procurement contract or proof of membership in an adequate professional association in accordance with the regulations of the country where the operator is registered,

— the documents may not be older than 6 (six) months, counted backwards from the final deadline for submission of the bids.

Минимално ниво(а) на стандарди:

— over the last 3 (three) business years (2009, 2010 and 2011) has shown no losses in the business operation and has made a total revenue of at least 3 000 000,00 EUR and profit upon final balance of at least 150 000,00 EUR.

The economic operator shall prove the fulfilment of the minimum requirements by submitting the following:

— report on the Balance Sheet and Income Statement notarized by the competent authority, or audited Balance Sheet, or excerpts from the Report on the Balance Sheet in cases when the disclosure of the Balance Sheet is prescribed by the law in the country where the economic operator is registered.

In case the economic operator has been executing the business activity in a period shorter than three years, the minimum condition to determine the economic and financial circumstances of the economic operator is not to have declared in its business operation and to have made revenue of at least 1 000 000,00 EUR and profit upon final balance of at least 50 000,00 EUR, during the period of business operation for which data can be provided.

2.4.5 The financial and professional capability of the economic operator may be supported by another entity, irrespective of the legal relations between the economic operator and said entity. If the economic operator proves its economic and financial capability by referring to the support from another entity, the operator shall have an obligation to prove this support by providing valid proof that the other entity shall make available the appropriate financial resources to the economic operator. The entity providing the financial support must not have a legally effective judgment related to participation in a criminal organization, corruption, fraud, or money laundering, pronounced against it.

2.4.6 If economic operators submit a bid as a group of economic operators, the economic and financial circumstances shall be proven by taking into account the resources of all members of the group. If the group of economic operators acts with financial support from a third entity, the economic and financial circumstances shall be established as stated before.

2.4.7 Report on the Balance Sheet and Income Statement shall be issued by the competent authority in the country where the economic operator is registered.

— to have professional experience and capability to deliver and carry out the goods and works same or similar to the subject of the procurement,

— to have technical equipment and capability, and also measures to ensure the quality of the realisation of the procurement,

— to have technical and expert personnel or technical bodies which guarantee the successful and quality realization of the procurement, regardless of whether they belong directly to the economic operator.

— list of main deliveries by the economic operators carried out in the last three years, including the values, dates, buyers (contracting authorities), and providing thereof at least 3 (three) confirmations of satisfactory execution of the deliveries issued by the buyers or, in case such confirmations cannot be provided due to reasons out of the control of the economic operator, his personal statement for the execution of the deliveries.

The proof (list of main deliveries) shall be completed and submitted by the economic operator in a form and contents given in the Form no. 4 annexed to this tender documentation, signed and notarized by the responsible person of the economic operator.

The proof shall be completed and submitted by the economic operator in a form and contents given in the Form no. 6 annexed to this tender documentation, signed and notarized by the responsible person of the economic operator.

— Statement for the employed technical and expert personnel and technical bodies regardless of whether they belong to the economic operator directly.

The proof shall be completed and submitted by the economic operator in a form and contents given in the Form no. 5 annexed to this tender documentation, signed and notarized by the responsible person of the economic operator.

2.5.3 The technical and professional capability of the economic operator may be supported by another entity, irrespective of the legal relations between the economic operator and the other entity. If the economic operator proves its technical and professional capability by referring to the support from another entity, the operator shall have an obligation to prove this support by providing valid proof that the other entity shall make available the appropriate technical and professional resources to the economic operator. The entity providing the technical and professional support must not have a legally effective judgment related to participation in a criminal organization, corruption, fraud, or money laundering, pronounced against it.

2.5.5 If economic operators submit a bid as a group of economic operators, the technical and professional capability shall be proven by taking into account the resources of all members of the group. If the group of economic operators decides to proceed with the technical and professional support from a third entity or third entities, the technical and professional capability shall be determined in accordance to the subitem 2.5.3.

2.5.6 If the economic operators has a subcontractor he shall be obliged thereof to submit a notification of the contract elements which the economic operator intends to transfer to the subcontractor.

Потребни депозити и гаранции:

The economic operators shall mandatorily provide:

— bid guarantee in the amount of 2 % (two per cent) of the total bid value excluding VAT.

Before the signing the contract elected Economic Operator mandatory shall submit.

— contract guarantee 10 % of the value of the total price offered excluding VAT.

… March 2013, upon verification of interim situation for procured and installed 50 (fifty) bus stops and upon receipt of the invoice,

… February 2014, upon verification of final situation for procured and installed 226 (two-hundred-twenty-six) bus stops and upon receipt of the invoice,

— 34 % (thirty-four per cent) of the total price by the end of February 2015, upon receipt of invoice.

The method and deadline for payment shall be specified in the Contract subject to the procurement.
