Procurement of consulting services in the field of mining

Government of the Republic of Macedonia - General Secretariat

The Government of the Republic of Macedonia - General Secretariat aims to implement the best-practices from other countries in the field of mining in the Republic of Macedonia, with the following objectives:
— Rational exploitation of mineral resources in accordance with the Major mining projects,
— Maintenance of the stability of the mine facilities and operation of plant and equipment for their maintenance and operation,
— Maintenance of high safety and working conditions in the mines,
— Improvement of existing legislation in the field of mining.
For this purpose it is necessary to engage internationally established consultants with appropriate proven experience in conducting field inspection and assessment of the procedures and working conditions in the mines during the execution of underground and surface mining, in revision of existing legislation, and experience in occupational safety OS (protection at work).

Statement submitted by the Bidder that in the last 5 years effective court decision for participation in criminal organization, corruption, fraud or money laundering was not pronounced against it;

Certificate that no bankruptcy procedure was opened by a competent authority;

Certificate that no liquidation procedure was opened by a competent authority;

Certificate for paid taxes, contributions and other public duties issued by a competent authority of the country where the economic operator is registered;

Certificate from the Register of penalties for criminal offences committed by legal persons that auxiliary penalty for…

… prohibition to participate in procedures of public invitation, awarding public procurement contracts and contracts for public-private partnership was not imposed against it;

… temporary or permanent prohibition to perform certain activity was not imposed against it;

Certificate that a sanction for misdemeanour resulting in prohibition for pursuing a profession, activity or duty, i.e. temporary prohibition for performing certain activity was not pronounced against it with an effective court decision.

If the country in which the economic operator is registered does not issue the documents or if they do not cover all the above mentioned cases, the economic operator may submit a statement, certified by a competent authority.

— Balance sheet statement certified by a competent authority,

— Statement on the overall turnover of the company (data from the income statement issued by competent authority).

Техничка и професионална способност:

— Reference list,

— Receipts for services provided by the Bidder of same or similar nature to the subject procurement issued by the service recepients,

— Educational professional qualifications of the economic operator or its professional staff.

Минимално ниво(а) на стандарди:

Minimum eligibility criteria for technical ability of the Bidder:

— A minimum of 10 years experience in the provision of services of same or similar nature to the subject procurement,

— A minimum of 20 certificates for provided services of same or similar nature by the recipients of the services.

Minimum criteria for proving the professional competence of the Consultants:

— Consultant, Mining Engineer with minimum 10 years work experience in…

… underground mines,

… above-ground mines,

— Consultant, Engineer with minimum 10 years work experience in maintenance of machines and plants/facilities used by the mines,

— Consultant with a minimum of 10 years work experience in field of occupational safety and protection at work,

— At least one recommendation for service of the same or similar nature provided for a recipient of the service outside of the Republic of Macedonia.
