— Statement of economic operator that in the last 5 years he was`t rendered a final judgment for participation in a criminal organization, corruption, fraud or money laundering,
— Certificate that no bankruptcy procedure by the competent authority,
— Certificate that no liquidation procedure by the competent authority,
— Certificate for paid taxes and other taxes by the competent authority of the country where the economic operator is established,
— Certificate from the Register of penalties for criminal offenses of legal persons that is not…
… imposed under the ban on participation in public tender procedures, awarding contracts and contracts for public-private partnership,
… a penalty imposed under temporary or permanent ban on performing certain activities and,
— Confirmation that the final verdict did not include misdemeanor sanction - ban on performing profession, activity or duty, ie temporary prohibition for performing certain activities,
— To demonstrate the ability to perform professional activity, the economic operator should submit a document for registered activity as proof it is registered as a natural or legal person performing the activity related to the subject of the contract or evidence that the economic operator belongs to appropriate professional association in accordance with regulations of the country where it is registered.

Економска и финансиска состојба:
— Report of the balance sheet and information of the income statement for the last 3 (three) years (2009, 2010 and 2011).
Минимално ниво(а) на стандарди:
— To have realized an average annual turnover at least 120 million MKD for the last 3 (three) years (2009, 2010 and 2011).
Техничка и професионална способност:
Minimum 3 (three) receipts for successfully realized contract from the same types issued by the recipients of goods / services;
Standards for quality systems:
— Report on examination and declaration of quality with which the manufacturer confirms the technical characteristics of the lights,
— Report on testing by competent laboratory, and against.
IEC or EN requirements for the degree of packing (IP);
— Report on testing by competent laboratory, and according IEC requirements for the degree of impact resistance of a protectorate (IK),
— Statement that has technical equipment for the execution of the subject of the contract,
— Statement that has a professional staff who will be engaged in the execution of the subject of the contract,
— Catalog with technical description of the lights that are the subject of this notice. (The contracting authority reserves the right to require the economic operator to verify the authenticity of the submitted catalog with further submission of certificates from authorized institutes or agencies for quality control with recognized competence.).

Минимално ниво(а) на стандарди:
— To have realized at least 3 (three) contracts with subject of the same type as the procurement,
— The economic operator should be equipped with technical equipment for realization of subject matter of the contract,
— The economic operator shall have adequate professional staff for the successful realization of the subject contract,
— To provide evidence of the technical characteristics of the goods.
Standards for quality systems:
— Declaration of quality that the manufacturer confirms the technical characteristics of the lights,
— Degree of packing (IP), and according to IEC and EN requirements for the degree of packing (IP),
— Level of impact resistance Protector (IK) against the requirements of IEC.
Извршување на договорот
Потребни депозити и гаранции:
1. In addition to the bid, the bidder shall submit a signed statement of the seriousness of the bid, which should use the form of the statement given in Appendix to the tender documentation,
2. The condition for signing a contract with the most favorable economic operator is ensuring a bank guarantee by the contractor for execution of the procurement in amount of 10 % of contract value.

The contracting authority has an obligation of economic operator to pay a monthly fee (annuities), divided into 60 equal monthly installments.
The contracting authority will begin paying the monthly fee after complete installation of new light bulbs and after completed controls-inspection measurements of brightness.
Monthly fee contracting authority shall pay within 30 days after invoice sent by the economic operator.
Invoice and additional documents will need to submit to the address of the Municipality of Stip.
