— Within the last 5 years has had a legally effective judgment pronounced against him/her for participation in a criminal organization, corruption, fraud or money laundering,

— has been pronounced with an additional judgment…

… prohibiting the participation in public procedures, public procurement contract awarding and public private partnership contracts,

… for temporary or permanent prohibition for performing of a certain activity,

— is subject to a bankruptcy procedure or a liquidation procedure,

— has unpaid taxes, contributions or other public dues, except in case the economic operator was granted with deferred payment of taxes, contributions or other public dues in accordance with the special regulations, and the one pays them on a regular basis,

— has a misdemeanor sanction involving prohibition to perform a profession, activity or duty, or temporary prohibition to perform a specific activity, and,

— gives false information or fails to submit the data requested by the contracting authority,

— statement of the economic operator that, within the last 5 years, he/she has not had any legally effective judgment for participation in a criminal organization, corruption, fraud or money laundering, pronounced against him/her,

— confirmation that he/she is not subject to an…

… open bankruptcy procedure by a competent authority,

… opened liquidation procedure by a competent authority,

— confirmation for paid taxes, contributions and other public dues issued by a competent authority in the country where the economic operator is registered,

— confirmation from the Registry of penalties for committed criminal acts of the legal entities that he/she was not pronounced with a second penalty…

… prohibiting the participation in the public procedures, the public procurement contract procedures and the public private partnership procedures,

… for temporary or permanent prohibiting for performing certain activity,

— confirmation that there is no legally effective judgment imposing a misdemeanor sanction involving prohibition to perform a profession, activity or duty, or prohibition to perform a specific activity, imposed against him/her.

Економска и финансиска состојба:

— Report on the balance sheet verified with a competent authority, that is, audited balance sheet, or excerpts from the balance sheet in cases when the disclosure of the balance sheet is prescribed by law in the country of registration of the respective economic operator; or,

— excerpt from the entire turnover of the company (data on the balance sheet issued with a competent authority, that is, audited income statement) and where applicable, excerpt from the turnover in the area covered by the public procurement contract, maximally for the last three fiscal years for which such data is available, depending on the date of establishment of the company or the date of commencement of operational activities and depending on the degree of availability of such information.

Минимално ниво(а) на стандарди:

— As minimal requirement required to establish the economical and the financial circumstances, the economic operators should have annual turnover of more than 30 000 000 MKD in the last three years (2009, 2010, 2011).

Техничка и професионална способност:

M1/M2 forms for each individual employee;

Document issued by a competent authority on the number of employees in the company; In the Republic of Macedonia, the authority competent for issuing such documents is the Employment Services Agency of the Republic of Macedonia or a document issued of the country of origin, that is, the country of registration of economic operators;

15 references by world renowned universities confirming the cooperation on similar projects;

Resumes of at least 10 consultants, experts in the area of education;

Copies of contracts of the economic operators proving at least 5 years of working experience in the area of upbringing and educational implementation of this type of projects in India/the United Kingdom/Canada/the United States of America/Europe, etc.;

List of projects submitted by the economic operators proving the planning and the conceptualization of projects of this type/size, which include several educational institutions and universities;

Notification on the elements of the contract that economic operators plan to grant to external experts, that shall be hired by the economic operators for the specific public procurement.

Letter of Intent for construction of an international secondary school.

Минимално ниво(а) на стандарди:

— To regularly employ at least 50 (fifty) persons,

— The economic operator should have at least one multipurpose commercial company in Macedonia, as well as offices and teams located in India, Great Britain, Canada and the United States of America, so they can be able to mobilize the educational institutions on global level,

— The economic operator should have at least five years of working experience in the area of upbringing and educational implementation of this type of projects in India/the United Kingdom/Canada/the United States of America/Europe, etc,

— The economic operators must possess relevant global experience in the area of educational infrastructure, that is, planning and building of expertise in order to be capable of working within the educational system in Macedonia with at least 2 years of working experience with educational institutions in the United States of America, Great Britain and India,

— The economic operator must have adequate past experience in the area of planning and conceptualization of projects of this type/size that include several educational institutions, universities, etc. They should also have professional expertise in the area of international education supported by proven relations/associations with Universities, notably universities from Great Britain,

— The economic operators should possess experience in the area of implementation of market research and research of educational projects with corporations and Universities from India, Great Britain and the United States of America. The economic operators should be skilful in the area of promoting and advertising of educational institutions, with special emphasis on the structuring, planning and organising of the global community.

Извршување на договорот
Потребни депозити и гаранции:

4.6.1 As part of the tender, the economic operators shall obligatory provide participation guarantee (tender guarantee) amounting 3 % of the total value of the respective tender, VAT excluded.

4.6.2 Tender participation guarantees shall be in the form of a bank guarantee, issued with a reputable banking institution freely chosen by economic operators. All banks shall be considered acceptable for the contracting authority.

4.6.3 Guarantees should be submitted in original form. Copies shall not be accepted. Guarantee validity shall be at least 14 days as of the date of expiry of tender validity. Each tender which shall fail to contain a participation guarantee or shall contain a participation guarantee which is not in line with the requirements referred to in the tender documentation shall be rejected by the contracting authority as unacceptable.

4.6.4 The guarantee for tender participation of the economic operators that have not been selected as economically most advantageous tenderer shall be returned within 7 days as of the date of the conclusion of the contract with the economically most advantageous tenderer.

4.6.5 The tender participation guarantee can be invoked if the respective tenderer shall withdraw its tender before the expiration of its validity, if it shall fail to accept the correction of possible arithmetic errors made by the Commission, if it shall fail to sign the public procurement contract or if it shall fail to provide a guarantee for quality realisation of the contract.

5.1.1 Any interested person can attend the public tender opening.

5.1.2 Only the authorised representatives of the tenderers can participate in the procedure of the public tender opening by providing their comments in the minutes of the tender opening.

5.1.3 The authorised representatives of the economic operators must bring with them an authorisation signed by a responsible person of the economic operator to the public opening. All authorised representatives of the economic operators, present at the public opening, should sign an attendance list.

5.1.4 The public opening will be held on 16.7.2012 at 10:00 hours, in Ministry of Education and Science VIII - floor.
