Place of delivery of the equipment shall be the warehouse PE MB in Skopje. PE MB shall subsequently notify the contractor for the delivery place – PE MB's headquarters or the warehouse Madzari.

2.2 Personal Status

2.2.1. The Contracting Authority shall exclude from the proceedings for awarding a public contract each bidder who:

— In the last 5 years has been rendered a verdict for participation in a criminal organization, corruption, fraud or money laundering;

— Is evidenced with minor penalty imposed ban on participation in public tender procedures, awarding public contracts and contracts for public-private partnership;

— Was evidenced with a minor penalty for temporary or permanent prohibition for performing professional activity;

— Is in bankruptcy or liquidation proceedings;

— Has unpaid taxes and other taxes;

—- has an imposed sanction - prohibition of professional activities or duty, i.e. temporary prohibition for performing professional activities, and

— Who provides false information or fails to provide information requested by the Contracting Authority.

2.2.2. For the purpose of proving the personal status, the bidder shall submit the following documents:

— Statement of the bidder that in the last 5 years he was not rendered a verdict for participation in a criminal organization, corruption, fraud or money laundering;

— Certificate that no bankruptcy proceedings has been initiated by the competent authority;

— Confirmation that no liquidation procedure has been initiated by the competent authority;

— Certificate for paid taxes, contributions and other public duties by the competent authority of the country where the supplier is established;

— Certificate from the Registry of penalties for crimes committed by legal entities that have been imposed a minor penalty…

… prohibiting participation in public tender procedures, awarding contracts and contracts for public-private partnership;

… for temporary or permanent prohibition of professional activities;

— Certificate that by a final judgment has not been rendered sanction - prohibition of performing professional activities or duties, i.e. temporary prohibition for performing professional activities.

2.2.3 Statement of paragraph 1, sub-item 2.2.2 shall be prepared and signed by the bidder and it does not have to be certified by a competent authority.

2.2.4 Certificates that no bankruptcy proceedings and liquidation procedures have not been initiated, as well as the certificates from the Register of penalties for commited criminal acts in lines 5 and 6 of item 2.2.2, issued by competent authorities in the country where the supplier is established. In Macedonia, the body responsible for issuing these certificates is the Central Registry of the Republic of Macedonia.

2.2.5 Certificate of paid taxes, contributions and other charges shall be issued by a competent authority of the country where the supplier is established. In Macedonia, the body responsible for issuing such certificates is the Public Revenue Office.

2.2.6 Certificate of paragraph 7 in item 2.2.2 shall be issued by the relevant authority in the country where the bidder is established. In Macedonia, the body responsible for issuing this certificate is the Central Register of the Republic of Macedonia.

2.2.7 Documents in item 2.2.2 must not be older than six (6) months from the deadline for submission of bids in back.

2.2.8 If the country in which the bidder is registered, does not issue the documents referred to in item 2.2.2 or if they do not cover all the above mentioned cases, the bidder may submit a statement, certified by a competent authority. The Contracting Authority reserves the right to verify whether such a document is really not issued in the country and whether the statement is credible.

2.2.9 In case the Contracting Authority doubts the veracity of any of the documents proving the personal status of the bidder, he may request information directly from the competent authority that issued the document.

2.3 Ability to Perform Professional Activities.

2.3.1 In order to demonstrate the ability to perform professional activities, the bidder must submit a document for registered activity as proof that it is registered as a legal entity to perform activities related to the subject of the contract or proof that it belongs to association in accordance with the regulations of the country where it is registered.

2.3.2 The authorized representatives and representatives of manufacturers submit a copy of contracts notary certified concluded with manufacturers.

Економска и финансиска состојба:

In order to be qualified as capable of performing the subject of the public procurement agreement, the bidder must meet the following minimum financial and economic conditions, and to submit the following documents:

Evidence of a minimum annual turnover in the last year (2012).

1. Part (lot) 1 Transmitting Equipment 4 200 000 EUR.

2. Part (lot) 2 Microwave Equipment 1 300 000 EUR.

3. Part (lot) 3 Antenna Equipment 400 000 EUR.

4. Part (lot) 4 Measuring Equipment 250 000 EUR.

Минимално ниво(а) на стандарди:

The economic operator proves the fulfillment of the minimum requirements of subsection 2.4.1 by submitting:

— Balance sheet certified by a competent authority, i.e. audited balance sheets or extracts from balance sheets for the last three years

— Statement of the overall turnover of the company (information from the income statement issued by the competent authority, i.e. audited balance sheet) and, where appropriate, of turnover in the area covered by the contract and for the last three years ( 2010, 2011 and 2012).

Техничка и професионална способност:

The bidder shall prove the fulfillment of minimum technical requirements by submitting:

— References and implementation - a list of the principal deliveries of bidders for the procurement and implementation of the requirements under the conditions specified in the technical specifications for each part (LOT) separately, with the sums, dates and buyers (contracting authorities), a certificate of the deliveries issued by recipients. If such statements can not be provided for reasons beyond the control of the bidder, the bidder shall submit only statement, signed and verified. In case the bidder is not the manufacturer of the procurement and he is authorized agent or representative of the manufacturer, then it will take into account the list of principal deliveries of the manufacturer. The bidder must submit a copy of the agreement and an authorization from the manufacturer, which establishes his relationship with the manufacturer.

— Description of technical equipment and capacity of the bidder (Form 13 MRD - Form for equipment, plants and warehouse or manufacturing facilities and vehicles).

— A statement for engaged technical staff and technical bodies regardless of whether they directly belong to the bidder (Form MRD 11 and 12 - Form for engaged technical staff, authorities and technical experts and CVs).

— PE MB reserves the right to visit the production facilities of the bidder.

— Samples, descriptions and / or photographs of products subject to delivery, the authenticity bidder is obliged to confirm if the contracting authority requires that.

— Certificates issued by official institutions or agencies for quality control with reputable competence attesting the conformity of products clearly identified by references to specifications or standards.

—- Information about the parts of the agreement which the tenderer intends to subcontract to third parties.

— PE MB reserves the right to visit the production facilities of the bidder.

— Samples, descriptions and / or photographs of products subject to delivery, the authenticity bidder is obliged to confirm if the contracting authority requires that.

— Information about the parts of the agreement which the tenderer intends to subcontract to third parties.

Извршување на договорот
Потребни депозити и гаранции:

As part of the bid, the bidder must provide a bid guarantee (guarantee of participation) in amount of 3% of the total bid value, excluding VAT.

The payment shall be done through PE Macedonian Broadcasting as Contracting Authority, in accordance with defined transfer dynamics, after transfer of funds from the budget of the Republic of Macedonia, as follows:

— 50 % in 2014.

— 50 % in 2015.

Tender documents only in Macedonian language (for local economic operators) shall be paid 100EUR by account payment at no. 300000000247580, Komercijalna Banka AD Skopje in MKD by the average exchange rate of the National Bank of Republic of Macedonia at the date of payment.

Tender documents in Macedonian and English language (for international economic operators) shall be paid 150EUR by payment on the exchange account of the contracting authority: Swift - KOBS MK 2X Acc. no. 9362302 of Komercijalna banka AD Skopje Macedonia, in favour of “ Makedonska Radiodifuzija “ Skopje Macedonia Acc. no. 02-701-00-153618)
