— Statement by the economic operator that it has not been announced, in the last 5 years, effective court decision for participation in criminal organization, corruption, fraud or money laundering;

— Certificate that it is not subject to bankruptcy procedure issued by competent authority;

— Certificate that it is not subject to liquidation procedure issued by competent authority;

— Certificate for paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established;

— Certificate from the Register of penalties for committed criminal acts of legal entities that a minor penalty…

— Certificate that it is being announced sanction for misdemeanor with an effective court decision, resulting in prohibition for pursuing professional activity or duty, i.e. temporary prohibition for performing professional activity.

— For the purpose of proving the suitability for pursing professional activity, the economic operator shall present relevant document for registered activity in order to prove it is registered as natural or legal person to carry out the activity related to the subject-matter of the public contract.

Економска и финансиска состојба:

— Balance sheet report and data on 2010, 2011 and 2012 income statements, certified by a competent authority, i.e. audited balance sheets or abstracts of the balance sheets where balance sheet publication is required under the law of the country where the economic operator is registered.

— Auditors reports of the Foreign Tenderer, which shall be positive and shall be issued by a reputable foreign institution, registered to provide audit services. Auditor reports should contain data about the overall economic operation of the Foreign Tenderer; (for the years 2010, 2011, and 2012).

— Total revenue of EUR 2,000,000 in the last three years (aggregate amount for 2010, 2011 and 2012).

Техничка и професионална способност:

— Educational and professional qualification of the economic operator or of its expert personnel, and especially of the individuals in charge of providing a particular service (according to the requirements in the Tender Documentation);

— Statement for engaged technical personnel and technical bodies regardless if they directly belong to the economic operator (according to the requirements in the Tender Documentation)

— Notification on contract elements that the economic operator intends to subcontract to third parties.

— License A for designing structures of first category (proof – copy of License A for designing structures of first category as per the Construction Law in force (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12 and 144/12).

— License for urban plan designing in accordance with the Law on Spatial and Urban Planning (proof – copy of License for urban plan designing in accordance with the Law on Spatial and Urban Planning, Official Gazette of Republic of Macedonia no. 51/05, 137/07, 91/09, 124/10, 18/11 and 53/11)

Experience:

— Minimum 3 (three) years of work experience in the area of road designing (proof – Lists of major services performed by the Tenderer in the last 3 (three) years, and confirmations about the performed services issued by the beneficiaries, and proofs that projects are completed;

— Minimum 20 km prepared, revised and accepted: Preliminary and/or Infrastructure and/or Basics designs for construction of regional and/or national and/or express roads and/or motorway (in the last 3 years). (evidence to be submitted that the projects are completed)

— Minimum 200 meters prepared, revised and accepted projects for bridges and/or viaducts and/or interchanges and/or overpasses and/or underpasses (in the last 3 years). (evidence to be submitted that the projects are completed);

— Minimum 20 (twenty) employees (to enclose M1/M2 employment forms as evidence);

Minimum 10 (ten) graduated civil engineers employed (to enclose M1/M2 employment forms and copies of diplomas as evidence);

— Minimum 4 (four) graduated civil engineers employed who possess Authorization A for structures designing as responsible designer in the civil engineering (proofs - M1/M2 employment forms, copies of diplomas, and the Authorizations).

Key Personnel:

— Main Designer: minimum one graduated civil engineer with authorization A for structures designing as responsible designer in the civil engineering, with at least 15 years of work experience as road designer (experience in similar position); (proof – copies of the diploma and of Authorization issued by competent authorities, as per the Construction Law in force (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12 and 144/12), and completed short biography forms for the proposed experts).

— Road Alignment Designer: minimum one graduated civil engineer with authorization A for structures designing as responsible designer in the civil engineering, with at least 10 years of work experience as road designer (experience in similar position); (proof – copies of the diploma and of Authorization issued by competent authorities, as per the Construction Law in force (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12 and 144/12), and completed short biography forms for the proposed experts);

— Designer of Structures (bridges, underpasses, overpasses, retaining walls and viaducts): minimum one graduated civil engineer with authorization A for structures designing as responsible designer in the civil engineering, with at least 5 years of work experience as designer (experience in similar position); (proof – copies of the diploma and of Authorization issued by competent authorities, as per the Construction Law in force (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12 and 144/12), and completed short biography forms for the proposed experts);

— Geotechnics Designer: minimum one graduated civil engineer with authorization A for structures designing as responsible designer in geotechnics, with at least 5 years of work experience as designer (experience in similar position); (proof – copies of the diploma and of Authorization issued by competent authorities, as per the Construction Law in force (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12 and 144/12), and completed short biography forms for the proposed experts);

— Hydro-Technical Designer: minimum one graduated civil engineer with Authorization A for designing of structures as responsible designer in the civil engineering, with at least 5 years of work experience as designer (experience in similar position); (proof – copies of the diploma and of Authorization issued by competent authorities, as per the Construction Law in force (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12 and 144/12), and completed short biography forms for the proposed experts);

— One Traffic Engineer: with authorization A for designing of structures in traffic engineering; (proof – copy of Authorization A for designing of structures in traffic engineering);

— Surveying (Geodetic) Engineers: Minimum 2 (two) with Authorizations in geodesy with at least 5 years of work experience in the civil engineering area (experience in similar position); (proof – copies of Authorizations in geodesy and a completed short biography forms of the proposed experts).

For foreign natural and legal persons, article 42 from the Law on Construction (“Official Gazette of Republic of Macedonia” no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12 and 144/12) shall apply.

Equipment:

Appropriate technical equipment with hardware and software that are necessary for preparing the design documentation in electronic version (proof – statement of technical equipment).

Geodetic instruments and equipment (appropriate equipment for surveying, total station, off-road vehicle); (proof - statement of technical equipment).

Quality System Standards:

— Quality System Standards ISO 9001:2008 (proof – copy of Quality System Standards ISO 9001:2008 Certificate).

Environmental Management Standards.

— Environmental Management Standards ISO 14001:2004 (proof – copy of Environmental Management ISO 14001:2004 Certificate).
