2.4.1.1 Reference list of main deliveries of same type carried out in the last three years, including the values, dates, buyers (contracting authorities), and providing thereof at least 3 confirmations of satisfactory execution of the deliveries issued by the buyers or, in case such confirmations cannot be provided due to reasons out of the control of the economic operator, its personal statement for the execution of the deliveries;

2.4.1.2 License for trading oil and oil products;
2.4.1.3 License for storage of oil and oil products;
2.4.1.4 Is technically equipped, that is, it possesses:
a) Diesel fuel depot, describing the premises and equipment at the disposal of the Bidder and measures undertaken to ensure the fuel quality;
b) At least 5 fuel stations where it dispenses diesel fuel in the City of Skopje and its surrounding areas.
2.4.1.5 The transport of the diesel fuel – Eurodiesel BS (D-EV) from the storage facility to the Contracting Authority shall be carried out by contemporary cistern trucks, min. load capacity 10-30 tonnes, min. standard Euro 4, and built-in electronic gauge.

The quantity of the fuel will be measured by an electronic gauge validated and calibrated by the Bureau of Metrology, which will provide measurement notes of the dispensed quantity from the cistern, normalised at 150C.
2.4.1.6 Maintenance of the fuel dispenser devices of the Contracting Authority.
2.4.1.7 Installation and maintenance of the software and equipment for monitoring the fuel consumption from the fuel dispensers and the fuel stations of the Contracting Authority.
2.4.1.8 Human resources; to have at its disposal professional and qualified personal to execute the procurement.
2.4.1.9 Certificates or letter of confirmation issued by authorized institutions for quality control with recognized competences, which are testing the quality of the diesel fuel referred to in the specification and the standards.
2.4.1.10 Written notification of the contract elements that the economic operator is planning to subcontract.
Минимално ниво(а) на стандарди:
- Proof of at least 3 certificates for same type deliveries conducted in the last three years issued by buyers, for timely and quality performance of the procurement contract;
- License for trading oil and oil products and license for storage of oil and oil products, copies certified by Notary Public;
- Property list(s) issued by a competent authority confirming the ownership of the premises referred to in sub-item 2.4.1.1, indent a), and b), certified by Notary Public;
- Permits for at least 3 vehicles cistern trucks, copies certified by Notary Public;
- Valid document for calibrated electronic gauge, issued by the Bureau of Metrology, for each vehicle, copies certified by Notary Public;
- Statements of the expert staff in charge of:
a) Quality control of the fuel subject matter of the contract;
b) Maintenance of the fuel dispensers;
c) Installation, maintenance of the software and equipment of the fuel stations.
