Subject of the e-Auction shall be the total price of the subject matter of the public contract, i.e. the lowest price from the acceptable bids, submitted in the first stage of the procedure. The call for participation in the auction shall be delivered in electronic form through ESPP to all economic operators that submitted acceptable bids within the first stage of the procedure after the complete evaluation of the bids has been carried out. Capacity for performance of a professional activity of the economic operator: — The bidder shall be registered as physical or legal person for performance of the activity related to the subject matter of the public contract or shall be a member of an appropriate professional association in accordance with the regulations of the country where it has been registered. — The economic operator shall have License A for design according to the Building Law (Official Gazette of RM, No. 130/09, 124/14, 18/11, 36/11 and 54/11). IV.2.3) Economic and financial standing of the economic operator: Necessary documents to prove the financial standing of the economic operator: — Balance sheet of the economic operator for the last three years, and — Statement of the overall turnover of the economic operator for the last three years. Minimum criteria for ascertaining the economic and financial standing of the economic operator: — Positive financial report; and — Minimum total annual income of 300.000.000, 00 MKD in each of the last three years. IV.2.4) Technical and professional capacity of the economic operator: Necessary documents to prove the technical and professional capacity of the economic operator: — List of equal or similar services provided in the last three years; — Educational and vocational qualifications of the professional staff that are responsible for the provision of the stated services; — Engaged technical staff regardless of whether or not they are directly employed by the bidder; and — Technical equipment and capability of the bidder, as well as other possibilities it has for the provision of the specific services. Minimum criteria for ascertaining the technical and professional capacity of the economic operator: — The bidder shall have prepared at least 5 studies for gasification with similar content and scope, prepared in the last 5 years (at least 2 of which include international experience). The bidder shall submit a Statement for the existing and completed studies that have similar content and scope as the study that is subject of this contract, stating the correct name of the study, year of completion and name of the Ordering Party, as well as Certificates of the provided services from the Ordering Party with a short description of the content of the study; — The bidder of the Study shall have experience in designing gas installations in the last five years (low-pressure gas pipelines and gas installations in industry), i.e. at least 10 projects for which he shall submit certificates issued by the ordering party as proof of the satisfactory completion of the services; — The bidder shall provide M1/M2 forms for at least 10 (ten) employees of which at least 4 are mechanical engineers having licence A for designing in the field of “mechanical engineering”, 4 (four) civil engineers (architects) having licence A for designing in the field of “civil engineering”, 1 (one) geodetic engineer having licence A for designing in the field of geodesy and 1 (one) engineer having authorization A for fire protection. IV.2.5) Standards for Quality Management Systems: — The Quality Management System should be according to EN ISO 9001:2008 for provision of scientific and professional services in the field of energetics.
