Економска и финансиска состојба:
— Total revenue of EUR 1 000 000 in the last three years (aggregate amount for 2010, 2011 and 2012) (proof: Balance sheet report and data on 2010, 2011 and 2012 income statements, certified by a competent authority, i.e. audited balance sheets or abstracts of the report on balance sheets, where balance sheet publication is required under the law of the country where the economic operator is registered).

— Auditors reports of the Foreign Tenderer, which shall be positive and shall be issued by a reputable foreign institution registered to provide audit services. Auditor reports should contain data about the overall economic operation of the Foreign Tenderer (for the years 2010, 2011, and 2012).

Техничка и професионална способност:
— The legal entity shall have minimum 3 (three) years of work experience in supervision of construction or maintenance of state roads (proof – Lists of services performed by the Tenderer by providing written confirmations issued by the beneficiaries about the performed services);

— Educational and professional qualifications of the economic operator or of its expert personnel, and especially of the individuals in charge of providing a particular service (according to the requirements in the Tender Documentation);
— Statement about engaged technical personnel and technical bodies regardless if they directly belong to the economic operator (according to the requirements in the Tender Documentation)
— Notification on contract items that the economic operator intends to subcontract to third parties.
— The company shall hold License A for performing supervision of works on constructions of first category, issued by the competent authority in the country as per the Law on Construction (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12 and 144/12) (proof – copy of License A for performing supervision of works on constructions of first category).

The above stated shall apply for each member of the group in cases when the Tenderer submitting the bid shall be a group of economic operators (Joint Venture).
— Minimum 20 (twenty) graduated civil engineers (VII/1) employed (proof: enclose copies of M1/M2 employment forms and copies of diplomas as evidence);
— Minimum two completed contracts for performing supervision of works on constructions, reconstruction or rehabilitation or maintenance of state roads, according to FIDIC or other similar or close contracting terms (in case the contract is according to other similar or close contracting terms, the Tenderer shall submit a written statement that shall clarify according to which similar or close contracting terms), in the last five (5) years, with an amount of minimum 20,000,000.00 denars (MKD) each. (Proof – certificate of high quality contract completion, verified by the contracting authority, and a copy of the contract).

— For foreign natural and legal persons, article 42 from the Law on Construction (“Official Gazette of Republic of Macedonia” no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12 and 144/12) shall apply.
Key Personnel:
Chief Supervising Engineer – Team Leader (1 graduated civil engineer)
— Authorized with Authorization A for performing supervision of works on constructions in the area of civil engineering, and who shall meet the following requirements:
— University Diploma in Civil Engineering.
— Work experience in civil engineering of minimum 15 (fifteen) years.
— Reading, writing and speaking knowledge of English language (proof – written statement).
— Skilled in working on a computer and using computer programs (Word, Excel, AutoCAD and Microsoft Project) (proof – written statement).
— Performed supervision of minimum 1 (one) project as a Chief Supervising Engineer or Key Personnel member, on construction or reconstruction or rehabilitation or maintenance of state roads.
— Minimum 3 (three) years of working experience in performing supervision of construction or reconstruction or rehabilitation or maintenance of state roads.
Proof – Copies of Authorization A for performing supervision of works on constructions of first category, copies of the diplomas, completed short biography forms for the proposed experts, and copies of M1/M2 employment forms.
Chief Supervising Engineer (7 graduated civil engineers) –individually for each one-
— Authorized with Authorization A for performing supervision of works on constructions, and who shall meet the following requirements:
— Work experience in civil engineering of minimum 10 (ten) years.
Chief Supervising Engineer (2 graduated electrical engineers).
— Authorized with Authorization A for performing supervision of electro technical works on constructions, and who shall meet the following requirements:
— University Diploma in Electrical Engineering.
— Work experience in electrical engineering of minimum 10 (ten) years.
— Minimum 3 (three) years of working experience in performing supervision of construction or reconstruction or rehabilitation or maintenance of electric energy facilities on state roads.
Proof – Copies of Authorization A for performing supervision of electro-technical works on constructions, copies of the diplomas, completed short biography forms for the proposed experts, and copies of M1/M2 employment forms.
— Graduated Civil Engineer (one) with Authorization A for structures designing as the responsible design engineer in civil engineering, with at least 10 years of work experience as a design engineer, and 5 years of work experience as design engineer for roads and on-road facilities; (proof – copies of the diploma and of Authorization issued by competent authorities in the country, as per the Construction Law in force (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12 and 144/12), copies of M1/M2 employment forms, and completed short biography forms for the proposed experts).
