— Certificate for paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established;

— Certificate from the Register of penalties for committed criminal acts of legal entities that a minor penalty…

… ban on participation in procedures for public announcements, awarding of public procurement contracts and contracts for public private partnership has not been imposed;

… temporary or permanent ban on performing certain activity has not been imposed;

— Certificate that it is being announced sanction for misdemeanor with an effective court decision, resulting in prohibition for pursuing professional activity or duty, i.e. temporary prohibition for performing professional activity.

— Document for registered professional activity.

— The bidder shall hold License A for performing supervision of works on first category constructions, issued by the competent authority in the country as per the Law on Construction (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12 and 25/13) (applies to each member of the group in case the bid is submitted by a group of economic operators – JV). (proof — copy of License A for performing supervision of works on constructions of first category, issued by the competent authority in the country as per the Law on Construction (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12 and 25/13).

Економска и финансиска состојба:

— Minimum annual revenues of Euro 2,000,000 per year in the last three years (i.e. for 2010, 2011 and 2012 each). (proof: Balance sheet report and data on 2010, 2011 and 2012 income statements, certified by a competent authority, i.e. audited balance sheets or abstracts of the report on balance sheets, where balance sheet publication is required under the law of the country where the economic operator is registered).

— Auditor's reports of the Foreign Bidder, which shall be positive and shall be issued by a reputable foreign institution registered to provide audit services. Auditor's reports should contain data about the overall economic operations of the Foreign Bidder (for the years 2010, 2011, and 2012).

Техничка и професионална способност:

— The legal entity shall have minimum 3 (three) years of work experience in supervision of construction or reconstruction of motorways, expressways or national (trunk) roads, railways or airports (proof – Lists of services performed by the Bidder, with attached written confirmations from the Bidder's service users about the performed services);

— Educational and professional qualifications of the economic operator or of its expert personnel, and especially of the individuals in charge of providing a particular service (according to the requirements in the Tender Documentation);

— Statement of the economic operator about the average annual number of employees and the number of management personnel in the last 3 (three) years.

— Notification on contract items that the economic operator intends to subcontract to third parties.

— Minimum 30 (thirty) Bachelors of Civil Engineering – BS CE (VII/1) employed; if two economic operators submit the bid as a group of economic operators (JV), the leading JV party shall have minimum 20 (twenty) Bachelors of Civil Engineering – BS CE (VII/1) employed, and the other party shall have minimum 10 (ten) Bachelors of Civil Engineering – BS CE (VII/1) employed; if three economic operators submit the bid as a group of economic operators (JV), the leading JV party shall have minimum 20 (twenty) Bachelors of Civil Engineering – BS CE (VII/1) employed, and the other two parties shall each have minimum 5 (five) Bachelors of Civil Engineering – BS CE (VII/1) employed; (proof: enclose copies of diplomas and copies of M1/M2 employment forms, or of an appropriate record of employment from the home country);

— One completed contract for performing supervision of works on construction or reconstruction of motorways, expressways or national (trunk) roads, railways or airports, according to FIDIC contracting terms for construction works in the last three (3) years on an amount of minimum 10,000,000.00 denars (MKD). (Proof – certificate of high quality contract completion, verified by the contracting authority, and a copy of the contract).

For foreign natural and legal persons, article 42 of the Law on Construction (“Official Gazette of Republic of Macedonia” no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12 and 25/13) shall apply.

— ISO/IEC 17025 accredited laboratory (proof – copy of a valid accreditation certificate ISO/IEC 17025).

А. Long-Term Key Experts

А1 – Engineer's Representative (Resident Engineer / Team Leader) - Bachelor of Civil Engineering (BSc CEng) (proof – copy of the university diploma)

— With 15 (fifteen) years of work experience in the specified field (profession) with the required education. (proof – filled out form of biography of proposed experts and filled out and signed Statement),

— With 8 (eight) years of experience as an Engineer's Representative (Resident Engineer/Team Leader) or Key Expert of the Supervision Team of construction or reconstruction of motorways, expressways or national (trunk) roads, railways or airports,

— Or 12 (twelve) years of experience as Project Manager on construction or reconstruction of motorways, expressways or national (trunk) roads, railways or airports,

— Or 10 (ten) years in total of experience as an Engineer's Representative (Team Leader) or Key Expert of the Supervision Team or Project Manager on construction or reconstruction of motorways, expressways or national (trunk) roads, railways or airports.

(Proof – filled out form of biography of proposed experts and filled out and signed Statement).

— Experience as an Engineer's Representative (Resident Engineer/Team Leader) or a Project Manager on construction of at least 1 (one) completed project for construction of a section of a motorway, expressway, or national road in the last 7 years, implemented under FIDIC (Red Book) terms and conditions of the Contract on Works. (proofs – written confirmation of the Employer about the project implemented under FIDIC (Red Book) contracting conditions for construction works, and filled out biography form of proposed experts, and filled out and signed Statement).

— English language knowledge (writing, reading, speaking). (proof – Statement)

— Basic computer knowledge (MS Office, Word, Excel). (proof – Statement)

— Permanently employed with the legal entity on supervising construction works. (proof – copy of the M1/M2 employment form, or of an appropriate record of employment from the home country)

— Having minimum 7 (seven) years of service remaining before retirement. (proof – written confirmation of the Economic operator that the proposed expert has minimum 7 years of service left before being retired).

— Signed written statement and consent for participating in the Project. (proof – Filled out and signed Statement, attachment no.1)

А2 – Assistant Engineer for Geotechnics and Materials - Bachelor of Civil Engineering (BSc CEng) (proof – copy of the university diploma)

— With 10 (ten) years of work experience in the specified field (profession) with the required education. (proof – filled out form of biography of proposed experts and filled out and signed Statement),

— With 7 (seven) years of experience as an Engineer's Representative (Resident Engineer/Team Leader) or Key Expert of the Supervision Team of construction or reconstruction of motorways, expressways or national (trunk) roads, railways or airports,

— Or 10 (ten) years of experience as Project Manager on construction or reconstruction of motorways, expressways or national (trunk) roads, railways or airports,

— Or 8 (eight) years in total of experience as an Engineer's Representative (Team Leader) or a Key Expert of the Supervision Team or Project Manager on construction or reconstruction of motorways, expressways or national (trunk) roads, railways or airports.

(Proof – filled out biography form of proposed experts and filled out and signed Statement).

— Experience as an Engineer's Representative (Resident Engineer/Team Leader) or a Key Expert, or a Project Manager on construction of at least 1 (one) completed project for construction of a section of a motorway, expressway, or national road in the last 7 (seven) years, implemented under FIDIC (Red Book) conditions of the Contract on Works. (proofs – written confirmation of the Employer about the project implemented under FIDIC (Red Book) contracting conditions for construction works, and filled out biography form of proposed experts, and filled out and signed Statement).

— With 5 (five) years of experience as an Engineer's Representative (Resident Engineer/Team Leader) or a Key Expert of the Supervision Team, or a Project Manager on construction or reconstruction of motorways, expressways, national roads, railways or airports (road bed). (Proof – filled out biography form of proposed experts and filled out and signed Statement).

— Having minimum 6 (six) years of service remaining before retirement. (proof – written confirmation of the economic operator that the proposed expert has minimum 6 years of service left before being retired).

— Signed written statement and consent for participating in the Project. (proof – Filled out and signed Statement, attachment no. 1)

А3 – Assistant Engineer (First) for Structures and Objects - Bachelor of Civil Engineering (BSc CEng) (proof – copy of the university diploma).

— With 10 (ten) years of work experience in the specified field (profession) with the required education. (Proof – filled out biography form of proposed experts and filled out and signed Statement).

— With 7 years of experience as an Engineer's Representative (Resident Engineer/Team Leader) or a Key Expert of the Supervision Team on construction or reconstruction of motorways, expressways, national roads, railways or airports,

— With 5 years of experience as an Engineer's Representative (Resident Engineer/Team Leader) or a Key Expert of the Supervision Team or Project Manager on construction of reinforced concrete objects and structures (bridges, interchanges, overpasses, underpasses). (Proof – filled out biography form of proposed experts and filled out and signed Statement).

— Permanently employed with the legal entity on supervising construction works. (proof – copy of the M1/M2 employment form, or of an appropriate record of employment from the home country))

— Signed written statement and consent for participating in the Project. (proof – filled out and signed Statement, attachment no. 1)

А4 – Assistant Engineer (Second) for Structures and Objects - Bachelor of Civil Engineering (BSc CEng) (proof – copy of the university diploma).

— With 7 (seven) years of experience as an Engineer's Representative (Resident Engineer/Team Leader) or a Key Expert of the Supervision Team on construction or reconstruction of motorways, expressways, national roads, railways or airports,

— With 5 (five) years of experience as an Engineer's Representative (Resident Engineer/Team Leader) or a Key Expert of the Supervision Team or Project Manager on construction of reinforced concrete objects and structures (bridges, interchanges, overpasses, underpasses). (Proof – filled out biography form of proposed experts and filled out and signed Statement).

— Permanently or temporarily employed with the legal entity on supervising construction works, engaged on the Project through another company, or engaged as an independent expert/consultant. (proof – copy of the M1/M2 employment form, or of an appropriate record of employment from the home country)

— Having minimum 6 (six) years of service remaining before retirement. (proof – written confirmation of the Economic operator that the proposed expert has minimum 6 years of service left before being retired).

А5 – Assistant Engineer for Tunnels - Bachelor of Civil Engineering (BSc CEng) (proof – copy of the university diploma).

— With 5 (five) years of experience as an Engineer's Representative (Resident Engineer/Team Leader) or a Key Expert of the Supervision Team or Project Manager on construction of tunnels (road and rail tunnels). (Proof – filled out biography form of proposed experts and filled out and signed Statement).

A6 – Assistant Engineer for Geodetic Works – Geodetic Engineer, BSc (proof – copy of the university diploma).

— With 7 (seven) years of work experience in the specified field (profession) with the required education. (Proof – filled out biography form of proposed experts and filled out and signed Statement).

— With 4 (four) years of experience as an Engineer's Representative (Resident Engineer/Team Leader) or a Key Expert of the Supervision Team on construction or reconstruction of motorways, expressways, national roads, railways or airports (years). (Proof – filled out biography form of proposed experts and filled out and signed Statement).

Or 5 (five) years of experience as an Engineer's Representative (Resident Engineer/Team Leader) or a Key Expert of the Supervision Team, or Contractor's Key Surveying Expert on construction or reconstruction of motorways, expressways, national roads, railways or airports (in the field of Geodesy). (Proof – filled out biography form of proposed experts and filled out and signed Statement).

— Experience in projects under FIDIC (Red Book) contracting conditions for construction works (participation in at least one implemented contract for infrastructural project). (proof – written confirmation of the Employer about the project implemented under FIDIC (Red Book) contracting conditions for construction works).

— Theoretical and practical knowledge and usage of modern special geodetic equipment, instruments and software. (Proof – Statement)

А7 – Assistant Engineer for Asphalt Works - Bachelor of Civil Engineering (BSc CEng) (proof – copy of the university diploma).

— Or 8 (eight) years in total of experience as an Engineer's Representative (Resident Engineer/Team Leader) or a Key Expert of the Supervision Team or Project Manager on construction or reconstruction of motorways, expressways or national (trunk) roads, railways or airports.

— With 5 (five) years of experience as an Engineer's Representative (Resident Engineer/Team Leader) or a Key Expert of the Supervision Team, or Project Manager on construction or rehabilitation of asphalt carriageways. (Proof – filled out biography form of proposed experts and filled out and signed Statement).

В. Short-Term Key Experts

B1 – Assistant Engineer for Environment Protection

— With university degree in environment protection engineering, ecology or natural sciences related to environment protection. (Proof – copy of the university diploma).

— With 7 (seven) years of work experience in the specified field (profession) with the required education (Proof – filled out biography form of proposed experts and filled out and signed Statement).

— With 3 (three) years of experience in development of environmental reports and Environmental Impact Assessment (EIA) studies (Proof – filled out biography form of proposed experts and filled out and signed Statement).

— Experience in minimum one completed project for construction or reconstruction of state roads in the last 5 (five) years carrying out supervision activities in the field of environment protection. (Proof – filled out biography form of proposed experts and filled out and signed Statement).

B2 – Assistant Engineer for Electrical Installations and Plants – Bachelor of Science in Electrical Engineering (BS EE) (Proof – copy of the university diploma).

— With 7 (seven) years of work experience in the specified field (profession) with the required education, 4 (four) years of experience in design, implementation, or supervision of electrical installations and plants on infrastructural projects. (Proof – filled out biography form of proposed experts and filled out and signed Statement).

B3 – Assistant Engineer for Traffic (Transportation) Engineering – Bachelor of Science in Traffic (Transportation) Engineering (Proof – copy of the university diploma).

— With 3 (three) years of experience as an Engineer's Representative (Resident Engineer/Team Leader) or a Key Expert of the Supervision Team on construction or reconstruction of motorways, expressways, national roads, railways or airports (Proof – filled out biography form of proposed experts and filled out and signed Statement).

— 4 (four) years of experience in design, implementation, or supervision on road projects in the traffic engineering field. (Proof – filled out biography form of proposed experts and filled out and signed Statement).

C. Support Technical and Other Staff

C1 – Surveyor (for land acquisition + alignment) – High (secondary) school degree in geodesy field (Proof – Diploma or Certificate of completed education)

— With 7 (seven) years of work experience in the specified field (profession) with the required education, 5 (five) years of work experience in civil engineering construction and infrastructural structures, 3 (three) years of work experience in road projects. (Proof – filled out biography form of proposed experts and filled out and signed Statement).

C2 – Technical person (first) for Documentation and Correspondence - High (secondary) school degree in civil engineering field. (Proof – Diploma or Certificate of completed education)

C3 – Technical person (second) for Documentation and Correspondence- High (secondary) school degree in civil engineering field. (Proof – Diploma or Certificate of completed education)

C4 – Technician for Laboratory and Site Surveys (Geotechnics) - High (secondary) school degree in civil engineering field. (Proof – Diploma or Certificate of completed education)

— With 7 (seven) years of work experience in the specified field (profession) with the required education, 5 (five) years of work experience in civil engineering construction and infrastructural structures, 3 (three) years of work experience in road projects, 3 (three) years of work experience in site and lab surveys on similar projects. (Proof – filled out biography form of proposed experts and filled out and signed Statement).

C5 – Technician for Laboratory, Lab and Site Surveys (Concrete) - High (secondary) school degree in civil engineering field. (Proof – Diploma or Certificate of completed education)

C6 – Technician for Laboratory and Site Surveys (Asphalt) - High (secondary) school degree in an appropriate civil engineering field. (Proof – Diploma or Certificate of completed education)

C7 – CAD Technician - High (secondary) school degree in civil engineering field. (Proof – Diploma or Certificate of completed education)

— Experience in using specific computer software for designing and developing graphic documents (AutoCAD or other specialized software programs for designing civil engineering structures.) (proof – Statement)

C8 – Technical person for Correspondence – University, College or High School degree in an appropriate civil engineering, technical or other field (profession) according to the Project needs (civil engineering, IT, or languages). (Proof – Diploma or Certificate of completed education)

Quality System Standards required:

Quality System Standards ISO 9001:2008 (proof – copy of Quality System Standards ISO 9001:2008 Certificate)

Standard for Occupational Health and Safety OHSAS 18001:2007 (proof – copy of Certificate for Occupational Health and Safety OHSAS 18001:2007).

The above stated shall apply for each member of the group in cases when the Tenderer submitting the bid shall be a group of economic operators (Joint Venture).

Environmental Management Standards required:
