Sustainable Employment Generation in Macedonia

The selected implementer should offer a concept for a Sustainable Employment Generation programme that will be implemented in Macedonia. The Programme Goal is more working age women and men, in particular young, are engaged in sustainable, decent employment or self-employment and/or are earning higher incomes.
In order to ensure a lasting impact on many women and men, the programme will apply the Making Markets Work (M4P) approach, which aims at addressing market underperformance through facilitating systemic change. For this programme, four market systems have been selected that show good potential for job and income growth, especially for the young:
— Three sub-sectoral markets: Green Economy, Creative Industries and Tourism and Hospitality.
— The cross-cutting education/skills training and job matching market.
In addition, the programme is aiming at improving job opportunities and conditions to work for women/work-life balance for women in the three selected sectors.
The mandate is divided into two phases:
— Inception Phase with a duration of 12 months, and budget that will not exceed CHF 1 250 000, during which the Programme Document is to be produced, and piloting of activities is to be done;
— Main Phase with a duration of four years, and a budget that will not exceed CHF 6 000 000, which will start once/if the Programme Document is approved.
The programme is expected to be implemented by an international organization that will subcontract a Macedonian partner organization.
