- statement of the economic operator that no effective verdict has been pronounced against the economic operator within the past 5 years for participation in crime organization, corruption, fraud or money laundering;

- certificate stating that no bankruptcy procedure has been initiated by a competent authority;

- certificate stating that no liquidation procedure has been initiated by a competent authority;

- certificate of paid taxes, benefits and other public duties, issued by the competent authority in the country where the economic operator is registered;

- certificate from the Register of penalties for committed acts of crime by legal entities stating that

no secondary penalty - ban on participating in open call procedures, procedures for awarding public procurement contracts and public-private partnership contracts has been issued to the economic operator;

no secondary penalty - temporary or permanent ban on performing a particular activity has been issued to the economic operator;

- certificate stating that an effective verdict has not been issued to the economic operator imposing misdemeanour sanction – banning the economic operator from conducting a business, activity or duty, i.e. a temporary ban on performing a particular activity

- Document for registered activity DRD - Form

- balance sheet verified by a competent authority, i.e. an audited balance sheet, or extracts from the balance sheet, in cases where the disclosure of the balance sheet is regulated by law in the country where the economic operator is registered;

- extract from the overall turnover of the enterprise (datum from the profit and loss account issued by a competent authority, i.e. an audited profit and loss account) and, where appropriate, from the turnover in the area covered by the public procurement contract, and maximum for the last three financial years for which such information is available depending on the date when

the enterprise was established or commenced with operation, and depending on the availability of such information

Минимално ниво(а) на стандарди:

positive financial operation of the economic operator in the last 3 (three) business years

Техничка и професионална способност:

- List of employed technical personnel related to the number of persons, their qualifications for performing the relevant service (form M1/M2 or a signed contract for temporary employment of a person for performing the relevant service - subject of the contract);

- Statement by which the economic operator certifies that it shall provide at least 2 (two) persons for handling one specialized winter service vehicle, for working in shifts

- Reference list of performed services of the same or similar type with the subject procurement during the last 3 (three) years, with data on the purchasers, contract value and dates, with submitting at least 2 (two) copies of contracts and 2 (two) certificates for timely and qualitatively performance of services, issued by purchasers stated in the reference list, which refer to the enclosed contracts;

- list of offered vehicles with technical data (characteristics) which are compliant with the minimum requirements defined by the Contracting authority, with an enclosure – evidence for the ownership of the vehicles (purchase agreements, vehicle licenses, inventory list of fixed assets or other documentation which proves the ownership of vehicles), i.e. evidence for the vehicles which are given at disposal (contract for business – technical support etc.) and

- a statement by which the Economic operator certifies that all vehicles have functional odometers and copies of valid vehicle licenses for all specialized service vehicles.

Минимално ниво(а) на стандарди:

- The economic operator should have at least 32 (thirty two) employed persons, of which 2 (two) with high degree (university) education and 30 (thirty) persons for handling of specialized vehicles;

- The economic operator should have at least 2 (two) persons for handling of one specialized vehicle, for working in shifts/on standby;

- The economic operator should have performed at least 2 (two) contracts for maintenance of streets in winter conditions, during the last 3 (three) years;

- The economic operator must own or have at disposal 15 (fifteen) utility vehicles – special winter service vehicles with a gritter (salt spreader) and a snowplough (with 3 or 4 axis), of which one should have a reservoir for soaked spreading

- The vehicles should be registered and have functional odometers for the control of passed kilometres
