Information and formalities necessary for evaluating if the requirements are met: The contracting authority shall exclude any economic operator from the contract award procedure, provided that it:

— is a under a bankruptcy or liquidation procedure;

— has unpaid taxes, contributions or other public duties, unless the economic operator is approved delayed payment of taxes, contributions or other public duties, in accordance with the special regulations and pays them on regular basis;

— has been imposed a secondary sentence prohibition on participation in open call procedures, awarding public procurement contracts and contracts for public private partnership;

— has been imposed a secondary sentence temporary or permanent prohibition on performing a certain activity;

— is being pronounced a misdemeanor sanction prohibition on practicing profession, performing activity or duty,i.e. temporary prohibition for performing a particular activity, or

— presents false information or does not submit the information required by the contracting authority.

The economic operator shall submit the following documents for the purpose of proving its personal standing:

— a statement by the economic operator that it has not been imposed a legally valid court decision for participation in criminal organization, corruption, fraud or money laundering in the last 5 years;

— certificate by a competent authority that a…

… bankruptcy procedure has not been initiated;

… liquidation procedure has not been initiated;

— certificate by a competent authority from the country where that economic operator is registered for paidt axes, contributions and other public duties;

— certificate by the Register of sentences for committed crimes of legal entities that a secondary sentence…

… prohibition on participation in open call procedures, awarding public procurement contracts and contracts for public private partnership, has not been imposed,

… temporary or permanent prohibition on performing a certain activity, has not been imposed

— certificate that a misdemean or sanction resulting in prohibition for practicing profession, performing activity or duty, i.e. temporary prohibition for performing a particular activity has not been imposed by a legally valid court decision.

Економска и финансиска состојба:

— Balance sheets certified bya competent authority, i.e. audited balance sheets or extracts from the balance sheets, when the announcement of the balance sheet is prescribed by law in the country wherein the economic operator is registered.

— Statement regarding the overall turnover of the enterprise (data on the profit and loss account issued by acompetent authority, i.e. audited profit and loss account) for the last three financial years.

*Foreign tenderer must submit positive audit report issued by foreign renowned institution registrated for performing the audit. The audit report shall contain data on the economic performance of the Foreign tendererfor the last three years and should be obligatory translated into Macedonian.

Минимално ниво(а) на стандарди: Average total income in the last 3(three) years above 12.000.000,00 MKD.
Техничка и професионална способност:

A list of the principal services as Supervisior of the tenderers or the candidates conducted in the past three years containing values, dates, buyers (contracting authorities or economic operators), by providing a statement for the conducted services issued by the recipients, or if such statements cannot be provided due to reasons beyond the control of the economic operator, only with its statement regarding the conducted services.

A statement by the economic operator on the average annual number of employees in the past three years.

A statement on the professional qualifications of the economic operator or of its expert staff, and especially of the persons responsible for providing the respective service

A statement on hired technical staff and technical authorities, regardless of whether they directly belong to the economic operator

A statement by the economic operator that the specified Supervision team shall be available throughout the duration of the contract.

Quality assurance standards: ISO 9001:2008

Each economic operator shall deliver a document for registered activity in order to prove it is registered as a natural person or legal entity to pursue the activity related to the subject matter of the public procurement contract or a proof that it belongs to a professional association in accordance with the regulations of the country where registered.

Each economic operator shall deliver Licence A for Supervision of category one works in accordance with the Law on Construction.

Минимално ниво(а) на стандарди:

The economic operator shall have contracted/realized at least 7 contracts as Supervisor on projects of same or similar works(categoruy I works) in the past 3 years, copiеs of contracts and/or statments for 9 contracts to be enclosed as proof.

Minimum value of 4 contracted/realized contracts as Supervisor on projects of same or similar works(category I works) in the past 3 years shall amount 2.000.000,00 denars including VAT for each contract.

Minimum value of 1 contracted/realized contract as Supervisor on projects of same or similar works(category I works) in the past 3 years shall amount 4.000.000,00 denars including VAT for each contract.

The economic operator shall have contracted/realized at least 2 contracts as Supervisor on projects of same or similar works(category I works) in the past 3 years. Each project for constraction of same or smilar works(category I works) shall ammount 60.000.000,00 denars including VAT. Copiеs of contracts and/or statments for 2 contracts to be enclosed as proof.

The economic operator shall have an average number of technical personnel(engineers and technicians) employed in full-time employment in the last three (3) years minimum of 15 Persons (to be submitted in addition M1/M2 forms or confirmation of authorized institution and authorization for Supervisors).

Suprevision team in charge for Supervison(to be submitted in addition CV and authorizations for each member of the team):

A) Engineer (supervisor) for hydro technical works, needs to fulfill following criteria:

— BSc hydro technical engineering diploma,

— Minimum 10 years work experience,

— Particular experience:

— Minimum 7.5 years work experience as Engineer at site (supervisor) on hydro technical works,

— Minimum 5 same /similar projects, category I, that he/she was Engineer at,

— Experience in working under FIDIC conditions of Contract,

— Authorization A for supervision, issued by Competent Authority (Authority responsible for construction).

B) Engineer (supervisor) for structural works, needs to fulfill following criteria:

— BSc structural engineering diploma,

— Minimum 7.5 years work experience as Engineer at site (supervisor) on structural works,

C) Engineer (supervisor) for civil works, needs to fulfill following criteria:

— BSc civil engineering diploma,

— Minimum 7.5 years work experience as Engineer at site (supervisor) on civil works,

— Authorization A for supervision, issued by Competent Authority (Authority responsible for construction),

D) Engineer (supervisor) for electrical works, needs to fulfill following criteria:

— BSc electrical engineering diploma,

— Minimum 7.5 years work experience as Engineer at site (supervisor) on electrical works,

E) Surveyer

— Minimum 10 years work experience.

F) Technician for laboratory/at site materials testing

The specified Supervision team has to be available throughout the duration of the contract.

Tender guarantee in the form of bank guarantee [3 %].

Guarantee for implementation of the contract in a quality manner in the form of a bank guarantee [10 %].

Contracting authority will not require from the group of economic operators to associate in a specific legal form, for the purpose of executing the contract.
