Услови за учество
Способност за вршење на стручната дејност:

— Document for registered professional activity (DRA form) as a proof for registration as a physical person or legal entity for performance of the activity related to the subject of the contract on public procurement or a proof of belonging to a related professional association in accordance with the regulations of the country of registration; and

— Relevant 'B' Licence for audit of project documentation, issued by the Ministry of Transport and Communications, and if the economic operator is foreign bidder, a confirmation is submitted of his capability of performing the required services, issued by a competent authority of the state administration responsible for spatial planning of RM, in accordance with the Law on Construction, as proof of meeting the special criteria for performing professional activity prescribed by law, in reference to the subject of the contract.

Notice:

— If the economic operator submits an independent bid, he needs to possess and deliver together with the bid a 'B' Licence for audit of project documentation

— If the economic operator submits a group bid (bid made by a consortium of bidders), each member of the group performing the services needs to possess a 'B' Licence for audit of project documentation and to deliver it to together with the bid.

Економска и финансиска состојба:

— Report on the balance sheet certified by a competent authority, i.e. audited balance sheet, or statements from the balance sheet in case the publication of the balance sheet is required by law in the country where the economic operator is registered;

— Statement of the overall turnover of the enterprise (data from the income statement issued by a competent authority, i.e. audited balance sheet), mostly for the last three financial years for which such information is available depending on the date on which the enterprise was established or started to work and depending on the availability of such information.

Минимално ниво(а) на стандарди:

The economic operator to have a positive financial operation in the last 3 financial years (2011, 2012 and 2013).

Техничка и професионална способност:

1) Reference list of services performed of the same or similar nature with the subject procurement in the last three years, including data on suppliers, value of the contracts and dates, and submitting at least 1 (one) contract together with 1 (one) confirmation of timely and quality performed services related to the submitted contracts, issued by the suppliers stated in the reference list and

2) For the minimum of 5 employees or persons hired:

— M1 and M2 forms or a hiring contract;

— Authorizations issued by the Chamber of Authorized Architects and Engineers of RM, in accordance with the Law on Construction.

Минимално ниво(а) на стандарди:

1) At least 1 realized contract of the same or similar nature with the subject procurement (consulting services or audit) — in the last 3 years.

2) Minimum of 5 employees or hired persons, of which at least:

— 1 person with B authorization for audit in the field of…

… architecture,

… construction,

— 1 (person with B authorization for audit in the field of electrical engineering and

— 1 person with B authorization for audit in the field of mechanical engineering.
