Chemical analysis of filters for PM 10

The selected laboratory shall conduct chemical analysis of samples of PM 10 taken with 50 filters + 1 filter for one blind sample for the purpose of identifying the composition of the filter itself.
Sampling was made by EN 12341 standard on daily basis by a reference device with a flow of 2,3 m³/h. Filters glass fibre filter type MGG 47mm diameter), country of origin: Germany. Chemical analysis should be made of the following heavy metals Pb/Cd/Ni/As according to the standard EN 14902, or the laboratory should be accredited for this standard. The laboratory should also prepare and deliver report on the conducted chemical analysis of the filters.

The bidder shall be registered as natural or legal person for performance of the activity related to the subject of the Contract for public procurement or belong to appropriate professional association in accordance with the regulations of the country in which it is registered.

Personal status
— during the last 5 years, no effective sentence has been passed against the bidder for participation in criminal organization, corruption, fraud or money laundry;
— no secondary sentence — prohibition to participate in procedures for public calls, awarding contracts for public procurement and contracts for public private partnership — has been passed against bidder;
— no secondary sentence — temporary or permanent prohibition to perform given activity — has been passed against bidder;
— the bidder is not in bankruptcy or liquidation procedure;
— the bidder has not unpaid taxes, contributions or other public duties;
— no misdemeanor sanction — prohibition to perform profession, activity or duty, i.e. temporary prohibition to perform given activity — has been passed against bidder; and
— the bidder shall present accurate data and submit data requested by the Contracting Authority.
Documents referred, shall not be older than 6 months and shall be submitted in original or copy certified by the bidder at the request of the Commission. In case the Competent Authority is not certain in the documents to determine the personal status of the bidder, it shall reserve the right to request information directly from the competent authorities that have issued the documents for establishment of the personal status.

Based on Article 102 paragraph 4 of the Law on Public Procurement, the bidder is not obliged to submit with its bid the above listed documents stipulated in the law as evidence of its personal status. Instead, the bidder shall submit statement that it fulfils the criteria specified for establishment of the personal status attached to this tender documentation. The Commission will request only the bidder whose bid is evaluated as the most favourable to submit the required documents for establishment of its personal status.

The Commission shall accept documents for establishment of personal status issued after the day of the public opening of bids, but not later than the day of taking decision on the selection of the most favorable bid.
Техничка и професионална способност:
— Accredited laboratory shall fulfil the general criteria under the standard EN 17025 — General requirements for laboratory competence in testing and calibration;
— ability of the laboratory to conduct chemical analysis to determine concentration of heavy metals in PM10, determined by the standard EN 14902 — standard method for determination of the fraction of Pb/Cd/As/Ni in suspended particulate matters of 10 micrometers (PM10) in size.

The appeal shall be filed within a time period of three days for the simplified competitive procedure as of the day of:
— publication of the contract notice regarding the data, actions or omissions to undertake actions referred to in the contract notice;
— opening of tenders, regarding the actions or omissions to undertake actions related to the tender documentation, i.e. the tender opening procedure;
