— Bidder is required to possess License A for construction of structures of first (I) category, issued by the competent institution in the country as per the Construction Law in force (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14 and 115/14). (In case of tenderers bidding as a group of economic operators (Joint Venture), this condition shall apply to each of the companies (members) comprising the group (JV)).

— Minimum annual income of EUR 250,000 in the last 3 years;

The economic operator shall prove that he meets the requirements for Economic and financial status by furnishing the following:

For PART 1: Repair of deformations on state road A1, section Veles — Gradsko

— Copy of balance sheet report and data on income statements for 2011, 2012 and 2013, certified by a competent authority, i.e. audited balance sheets or abstracts of the report on balance sheets, where balance sheet publication is required under the law of the country where the economic operator is registered;

— Copies of auditors' reports of the Foreign Tenderer, which shall be positive and shall be issued by a reputable foreign institution registered to provide audit services. Auditor reports should contain data about the overall economic operation of the Foreign Tenderer (for the last 3 years).

Техничка и професионална способност:

For Part 1: Repair of deformations on state road A1, section Veles — Gradsko

— Notification on contract items that the economic operator intends to subcontract to third parties.

— Required number of completed similar contracts: Successful experience in minimum one (1) contract for construction, reconstruction, or repair (remediation) of a state road in the last five (5) years of minimum value of EUR 200 000.

Personnel: The key personnel for construction works must meet the following minimum requirements (with specified structures):

(i) Project Manager — Chief Engineer (1 Bachelor of Civil Engineering — BS CE) possessing an Authorization A for construction in civil engineering, with at least 10 (ten) years of work experience in construction activities, 7 years of work experience in similar projects (construction, reconstruction, or repair (remediation) of state roads), 5 years of experience as a Project Manager;

(ii) Assistant for asphalt works — (1 Bachelor of Civil Engineering — BS CE) possessing an Authorization A for construction in civil engineering, with at least 7 (seven) years of work experience in civil engineering, 3 years of work experience in similar projects (construction, reconstruction, or repair (remediation) of state roads);

(iii) Surveyor — (1 surveyor with high school diploma) with minimum 5 years work experience in civil engineering.

Equipment: The bidder should either possess or secure an access (by renting, leasing, procurement contract, etc.) to the below specified equipment that is fully operational, and should demonstrate that, based on the known commitments, it shall be available during the realization of the proposed contract. The bidder should also indicate the remaining equipment (in case he uses additional equipment that is not anticipated) he intends to use for the realization of the contract. For the equipment which is not in his ownership, the Tenderer will submit valid evidence as per the article 154 of the Public Procurement Law that this equipment and capacities are at his availability throughout the duration of the Contract.

Bid form (9) Equipment and Facilities, which is an integral part of the Tender Documents, to be filled in for the following:

(i) Asphalt plant with total production capacity not less than 80 t/hour. It is required to submit A — Integrated Pollution Prevention and Control (IPPC) Licence or A — Licence for reconciliation with an operational plan issued by a competent authority.

(ii) One paver for asphalt build-in;

(iii) Asphalt scrapping machine;

(iv) One tank for emulsion spraying;

(v) Transport means, minimum two;

(vi) Rollers (two rubber ones and two steel ones);

(vii) Grader and loader.

For Part 2: Renewal of and additions to the traffic signage for improved traffic solutions, with traffic light solution on the state road R1301, section Ohrid — Sveti Stefan, and electrical lighting on a section of A1 motorway at junction Kumanovo

a) Personnel

— Minimum 3 (three) employees with high-school degree in electrical engineering (electrical mechanic, electrical fitter, or electrical technician);

— Minimum 1 (one) B.Sc. in Electrical Engineering, who possesses Authorization A for construction in the field of electrotechnics;

— Minimum 1 (one) B.Sc. in Civil Engineering, who possesses Authorization A for construction in the field of civil engineering;

— Minimum 1 (one) B.Sc. in Traffic Engineering, who possesses Authorization A for construction in the field of traffic engineering.

b) Equipment

— 1 (one) light freight vehicle – pick-up truck or transporter (closed type);

— 1 (one) aerial work platform (AWP) with elevating height over 13 m, to be used for mounting and connecting lights on street lamps, etc.;

— 1 (one) truck with special spool for cable unrolling and placing;

— 1 (one) freight vehicle with minimum 4t carrying capacity, for transport of 12 m tall lampposts;

— 1 (one) earth excavating machine – trencher;

— 1 (one) machine for boring/drilling holes underneath the road, with radius up to Ø 300 mm;

— 1 (one) machine for compacting roadbase and soil into trench by vibration (vibro rammer);

— 1 (one) concrete mixer for transport of concrete.

The economic operator shall prove that he meets the requirements of Technical and professional competence by submitting the following:

For Part 1: Repair of deformations on state road A1, section Veles – Gradsko

— Copy of a Contract and testimonial of satisfactory works completion.

Personnel:

— For Project Manager: copies of the diploma and of the Authorization issued by competent national authorities, as per the Construction Law in force (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14 and 115/14), copies of M1/M2 employment form, and a completed Bidding Form (8) Candidate's Short Biography, provided as an integral part of the tender documents.

— For Assistant for asphalt works: copies of the diploma and of the Authorization issued by competent national authorities, as per the Construction Law in force (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14 and 115/14), copies of M1/M2 employment form, and a completed Bidding Form (8) Candidate's Short Biography, provided as an integral part of the tender documents.

— For Surveyor: copies of the diploma for completed secondary education – Surveyor, copies of M1/M2 employment form, and a completed Bidding Form (8) Candidate's Short Biography.

Equipment:

— For the Asphalt plant: proof of ownership or of secured access to one as per the article 154 of the Public Procurement Law, and evidence that the plant is in use, issued by a competent national authority. Copy of IPPC license and copy of A — Licence for reconciliation with an operational plan.

If the asphalt plant is outside the territory of the Republic of Macedonia, the economic operator should submit a valid proof for environment protection, if so regulated with the legislation in the country where the asphalt plant is located, otherwise submit a written statement to verify that such a document is not issued in the country referred to above.

— For the paver for asphalt build-in: proof of ownership or of secured access to one as per the article 154 of the Public Procurement Law, and statement that the machine is in use.

— For asphalt scrapping machine: proof of ownership or of secured access to one as per the article 154 of the Public Procurement Law, and statement that the machine is in use.

— For emulsion spraying tank: proof of ownership or of secured access to one as per the article 154 of the Public Procurement Law, and statement that the tank is in use.

— For freight transport vehicles: proof of ownership or of secured access to ones as per the article 154 of the Public Procurement Law, and copies of registration certificates proving they are registered.

— For rollers (2 rubber ones and 2 steel ones): proof of ownership or of secured access to one as per the article 154 of the Public Procurement Law, and statement that they are in use.

— For grader and loader: proof of ownership or of secured access to one as per the article 154 of the Public Procurement Law, and statement that they are in use.

For Part 2: Renewal and additions to the traffic signage for improved traffic solutions, with traffic light solution on the state road R1301, section Ohrid – Sveti Stefan, and electrical lighting on a section of A1 motorway at junction Kumanovo

— copies of the diploma for completed secondary education (or proof of completed additional education as per the requirements);
