The Financial Bids shall be opened in accordance with the Public Procurement Law as follows: one by one, by reading the name of the Economic Operator, asserting whether the Bids have been submitted in accordance with item 4.10 of the Tender Documentation. Afterwards, the bid price will be read, including any discounts, then the existence of a Statement on submitting a Performance Guarantee. Only the discounts read during the public Bid opening will be considered during the evaluation of the Financial Bids.

In order to prove the capability for performing a professional activity, the Economic Operator will have to submit a document for registered activity as proof that the operator is registered as natural or legal person for performing an activity related to the subject of the Public Procurement Contract or proof of membership in an adequate professional association in accordance with the regulations of the country where the operator is registered.

— A Statement by the Economic Operator that within the last 5 years it has not had a legally effective judgement pronounced against him/her for participation in a criminal organization, corruption, fraud or money laundering;

— Confirmation that it is not subject to a…

… bankruptcy procedure opened by a competent authority;

… liquidation procedure opened by a competent authority;

— Confirmation of paid taxes, contributions and other public dues issued by a competent authority in the country where the Economic Operator is registered;

— Confirmation from the Registry of Offences for Committed Crimes by Legal…

… Persons that a secondary sentence for prohibition of participation on public bidding procedures or awarding of public procurement or public private partnerships contracts has not been issued against him/her;

… Persons, that a secondary sentence for provisional or permanent prohibition to execute a specific business activity has not been issued against him/her;

— Confirmation that there is no legally effective judgement imposing a misdemeanour sanction involving prohibition to perform a profession, activity or duty, or temporary prohibition to perform a specific activity.

Економска и финансиска состојба:

— An adequate bank statements not older than 30 days from the day of Bid submission;

— Report on the Balance Sheet notarized by the competent authority, or Audited Balance Sheet, or excerpts from the Report on the Balance Sheet in cases when the disclosure of the Balance Sheet is prescribed by the law in the country where the Economic Operator is registered.

— Excerpt from the total turnover by the company (information from the Income Statement issued by the competent authority, or the Audited Income Statement) and where applicable, from the turnover in the area covered by this Public Procurement Contract for the last three financial years (2011, 2012, and 2013) for which such data is available, depending on the date when the company has been established or commenced operations and also depending on the availability of such information.

Minimum annual revenue of 60 000 000,00 MKD during the last 3 years, for each year individually (2011, 2012 and 2013).

Техничка и професионална способност:

In order to qualify as being capable to execute the concerned public procurement agreement from the point of view of its technical or professional capabilities, the Economic Operator shall fulfil the minimum requirements given in tender documentation

The public opening of the Financial Bids shall take place after the opening of the Technical Bids, and the Economic Operators that have met the criteria for the Technical Bid will be notified in writing of the date, time, and place of the public opening.
