The way of organization of the public lighting system in Municipality of Resen, in this moment it's on the standard level with possibilities of its upgrading. The current system its based on mercury light bulbs which are energy non efficient.
According the feasibility study for modernization, maintenance and upgrade of the current system carried by the municipality council num. 07-3915/12 from 25.12.2013 which gives a proposition for changing the current light system with LED lights. Beside the energy savings and the necessary funds for maintaining the new light system will provide better lighting according to the standards with much better level of usage.
According the current data from the program for public lightning 2013/2014 on the territory of Municipality of Resen 2104 light bulbs are installed. Its estimated that over 90 % of them are mercury lights. With the new solution according the elaborate for reconstruction, modernization and maintenance issued by accredited electro engineer with certificate B.4 which is part of the feasibility study its necessary to replace the current Hg lights and increase the number to 2 400 which will give a total of 60 % savings on electrical energy for public lightening.
According the decision issued by the municipality council 07-1872 from 30.6.2014 the project for reconstruction, modernization, upgrading and maintenance of the system for lighting will be performed with public private partnership.

— That in the last 5 years he has an effective sentence for participation in a criminal organization, corruption, fraud or money laundering;

— Who has been stated a ban on participation in public bidding procedures, award of contracts and agreements for public-private partnerships;

— Who has been announced with a minor penalty temporary or permanent prohibition of professional activity;

— Which is in bankruptcy or liquidation proceedings;

— Who has unpaid taxes and other public charges, unless the economic operator has been granted deferred payment of taxes, contributions or other taxes in accordance with special regulations and the same are paid regularly;

— Was pronounced sanction prohibition of profession, activity or duty, or prohibition on specific activity and

— Provided false information or fails to submit the information requested by the public partner.

To prove his personal situation, the economic operator shall submit the following documents:

— Statement by the economic operator that in the last 5 years he hasn't had an effective sentence for participation in a criminal organization, corruption, fraud or money laundering;

— Confirmation that there is no bankruptcy procedure by the competent authority;

— Confirmation that it is not subject to liquidation proceedings by a competent authority;

— Confirmation of paid taxes and other public duties by the competent authority of the country in which the economic operator is registered;

— Confirmation from the Register of penalties for crimes committed by legal persons that have…

… not been stated on participation in public bidding procedures, awarding contracts and contracts for public-private partnerships;

… been imposed on minor penalty temporary or permanent prohibition of professional activity;

— Confirmation that a final decision has not been imposed sanction banned on performing profession, activity or duty, or prohibition to perform certain activities.

The statement from line 1 of subsection prepared and signed by the private partner does not have to be certified by a competent authority.

Confirmation that there is no bankruptcy and liquidation procedure, as well as certificates of registry of penalties for criminal acts in lines 5 and 6 are issued by competent authorities in the country where the economic operator is established. In Macedonia, the body responsible for issuing such certificates is the Central Registry of the Republic of Macedonia.

Confirmation of paid taxes and other charges issued by a competent authority of the country where the economic operator is registered. In Macedonia, the body responsible for issuing this certificate is the public revenue.

The confirmation of item 7 of subsection issued by the competent authority in the country where the economic operator is registered. In Macedonia, the body responsible for issuing this certificate is the Central register of Republic of Macedonia.

The documents must not be older than six (6) months from the deadline for submission of bids.

Evidence parameters and their values in order to determine the capacity (if provided):

— Report from the balance sheet and the data from the income statement for the last 3 years with appropriate statements from banks;

— Statement of overall turnover (data from the income statement issued by a competent authority, i.e. audited income statement) and, where appropriate, of turnover in the area covered by the contract and the last three financial years for which such data is available, depending on the date on which the undertaking was set up or started work and depending on the availability of such information.

— Evidence of relevant insurance for professional risk (insurance policy from an insurance company with a limit of at least 5 000 EUR).

Минимално ниво(а) на стандарди:

— Income statement for the last 3 years.

— Total annual turnover for the last 3 financial years of at least 5 000 000 MKD separately for each year.

— Valid insurance compensation of professional risk to be able to provide services.

Техничка и професионална способност:

Evidence parameters and their values in order to determine the capacity (if provided): Evidence and their valuable indicators in order to determine the capacity of:

— Statement of the technical equipment which the economic operator is available to perform specific job with specification for the type and number of technical equipment. Proof of ownership of a specialized vehicle or contract with another entity that he will make available relevant technical and professional resources.

— Statement of the economic operator for the average annual number of employees and the number of managerial staff for the last 3years.

— List of staff - professional staff who will be engaged in the implementation of the agreement by submitting - M1 / M2 forms of employed professional staff who will be engaged in the implementation of the contract to the private partner,

— Authorization issued by the Chamber of authorized architects and engineers of the Republic of Macedonia.

— Statement on the technical staff and technical authorities, particularly those responsible for quality, whether or not they belong directly to the economic operator.

— List of major services providers made in the last three years, with the values, dates, contracting authorities or economic operators by providing confirmation of the services issued by the recipients or declaration by the economic operator for services rendered.

— Elements of the contract which the economic operator intends to subcontract to third parties.

Минимално ниво(а) на стандарди:

— Appropriate technical equipment, specialized vehicle with crane (bucket) with all necessary equipment for the installation of new lighting fixtures and maintenance of public lighting system.

— An appropriate number of staff and managerial staff.

— Educational and professional qualifications of the economic operator or its management staff, especially those responsible for carrying out specific works.

— Availability of technical personnel who will be involved in the implementation of the agreement

— Experience of relevant services previously performed successfully implemented.
