To participate in the procedure you must have to register on the Electronic procurement system https://e-nabavki.gov.mk/Help.aspx. After registering you will receive invoice for an annual subscription for use of the system. The annual fee is 200 EUR for foreign economic operator (selected for three categories of purchases). Every additional category for tender info costs 30 EUR + VAT. The additional categories can be chosen only during the initial registration. As an attachment to the e-mail, the system will automatically deliver a Pro-invoice for paying of the annual subscription fee for the services provided by EPPS. The economic operator has to pay the invoice in period of 10 days. If that period is due, and the EO doesn't pay his duty, the system will automatically block his profile. After the realization of the payment (recording of the payment on account of PPB), the profile of the EO will be active again. The profile is active in the period of one year from the day of payment of the proforma invoice (recording of the payment). With the chosen username and the generated password, the user can log-in the system by entering them in the fields “Login” and by clicking on the button – Login, after which Terms and conditions of service for registered user will appear. By clicking of the “I agree” button you confirm that you have read, you understand and accept the terms and conditions. Economic operator which agrees with the terms and conditions can use the functionalities offered by EPPS, thus can search through the list of published announcements, download tender documentation for announcement number 03-574/11/2014 published 22-07-2014, ask questions and make answers, participate in e-auction and to update his personal information. … - temporary or permanent prohibition to perform certain professional activity,

— certificate that it is not being sanctioned for misdemeanor with an effective court decision, resulting in prohibition for pursuing professional activity or duty, i.e. temporary prohibition for performing professional activity.

Техничка и професионална способност:

To prove the technical and professional ability for each part of the object of purchase, the economic operator by submitting his bid compulsorily submit:

— Certificate / declaration by the economic operator / original / for having a free special vehicles for transport of passengers distributed in relation to the bidder who submits a bid (a free vehicle for special transportation line engaged in a relation),

— Copy of valid driving license for each free vehicle of free bus lines in the inner road of the relation of the bidder submits a bid,

— Statement of the actual vehicle license issued by the Ministry of Transport and Communications of the Republic of Macedonia for public transport in the inner road-transport-type-Free passenger transportand special line transport-free for each vehicle will be engaged for transportation a particular relation). / Valid / delivered a copy signed and stamped by the bidder marked "True to the original";

— Confirmation of accomplishment the particular technical and exploitation conditions and technical characteristics of the vehicle (for each free vehicle for special line transport) issued by an authorized station to perform a technical inspection of vehicles for registration in accordance with safety regulations in the traffic, submitted a copy signed and stamped by the bidder marked "True to the original";

— A copy of Form M1/M2 employee driver

(a driver for a route / number of drivers should be equal to the number of relationships that the bidder intends to submit a bid)

— Copy of form M1/M2 for employee driver

(one driver for one relation/number of the drivers should be equal to the number of relations that the bidder intends to submit a bid)

— Statement by the economic operator for thoroughness and responsibility for implementation of the agreement (form of declaration is attached to the tender documents), that will be responsible for regular maintenance of the line in relation established pursuant technical specification, and is committed to timely and starts returns with his place, stopping at way stations established to comply with the established relations and timetable at any time to dispose of a spare vehicle in case of breakdown of vehicle, dispose of reserve driver in the absence of driver who need to maintain the relationship, perform transport exclusively for students of the school "Goso Vikentiev"-Kocani, and not to other people and other places that are not covered by this service.

Documents proving the technical and professional capacity shall be submitted for each individual for which the bidder submits a bid .

Минимално ниво(а) на стандарди:

Minimum qualification requirements on the technical and professional ability of the economic operator:

1. To qualify as capable of performing the contract for procurement in terms of its technical and professional capability, the economic operator to the date of bid submission must accomplish the following conditions:

1.1. Economic operator or group of economic operators may submit a tender procedure for awarding agreement for public service for the carriage of passengers for as long as relations holds free vehicles for special bus lines,

1.2. All free vehicles for special bus lines, which the economic operator intends to engage to deliver the subject must meet minimum technical exploitation standards prescribed for certain types of transportation,

1.3. Subcontractor must meet the same criteria for determining the capability provided to the bidder,

1.4. The economic operator should have at least one driver per vehicle for a route for which it intends to submit a bid,

1.5. Seriousness and responsibility of the contractor during the execution of the subject of procurement.

Subcontractor must meet the same criteria for verification of its capability provided to the bidder.

Bank guarantee do not need. As part of the bid, the economic operator must submit a statement of seriousness of the bid.
