As described in the tender document: 3. Mandate, 3.1. Terms of reference. The aim of the tender is to identify an organization which will offer a concept for the design of the programme "Empowering Municipal Councils", located in the Republic of Macedonia. The programme will be addressing the needs of the municipal council members in terms of advice and training on the issues of monitoring the work of the mayor and the municipal administration and their role in the budgeting process of the municipalities. The objective is that this will increase the transparency of the mayors towards the municipal councils and in the end also will increase the transparency and the accountability of the municipal councils towards the citizens.
The mandate is divided in 2 parts: Part 1 will start in the beginning of 2015 and will be dedicated to the preparation and design of the project document. Part 2 will be the implementation of the programme and will start in the second half of 2015 and will end in August 2019. The contract for Part 2 is subject to SDC approval of the project.
SDC will assign the mandate for the project design, implementation and coordination of the programme ideally to an international organization including a locally subcontracted organization.
