Establishing Public-Private Partnership for granting a service contract for: 'Revitalization, Modernization and Maintenance of Public Lighting on the Territory of Municipality Bitola

Subject for establishment of a Contract for Public Private Partnership for granting a contract for Public Procurement of a service is:
— 'Revitalization, modernization and maintenance of public lighting on the territory of the Municipality of Bitola and the areas of the former municipalities: Capari, Bistrica and Kukurechani':
— Replacement of the existing bulbs with LED energy efficient bulbs ( dismantling of the existing bulbs and installation of new LED bulbs) (obligation of the private partner);
— Purchase and installation of equipment for automating and monitoring of the system in each measuring panel and installation of minimum two control points (wireless communication with each panel WiFi or GPRS) to control the accuracy of the system and dispatching points with telephone connection for alerting defects (one in the premises of the Municipality of Bitola) . There should be a possibility to adjust the entire equipment for connecting with an optical communication network that would be established in the future. The complete equipment will be funded by the private partner;
— The relocation of the electricity meters, the metering and protective equipment outside the substation of EVN into special standard panels together with the monitoring equipment and all connections (is responsibility of the private partner);
— Maintenance of the system ( the light fixtures, the installation of candelabras from the opening to the light fixture, the measuring command and monitoring equipment), is responsibility of the private partner, and
— The transmission of the equipment and the new light bulbs will pass over in property of the Municipality of Bitola in a manner and under the conditions that will be specified in the Contract for PPP.

Statement that in the past 5 years they have not been rendered a final verdict for participation in a criminal organization, corruption, fraud or money laundering; they have been rendered a penalty - ban for participation in the procedure of Public Calls, granting of Contracts for public procurement and contracts for public private partnership; they have been rendered a penalty - temporary or permanent ban for performance of a certain activity; if they are in a bankruptcy procedure or in a liquidation procedure; if they have not paid taxes, contributions and other public duties, except if the economic operator has been approved deferred payment of the taxes, contributions or other public duties in compliance with the specific regulations and pays the respective regularly; they have been rendered a misdemeanor sanction – ban for performance of a profession, activity or duty, i.e. temporary ban for performance of a certain activity and they give false data or do not submit the data that was required by the Contracting authority.

Економска и финансиска состојба:

Positive report of the Balance sheet and data from the income statement for the past three years.

Minimum financial income for the past three financial years 2011,2012 and 2013 cumulative of minimum 9.000.000,00 EUR in denars counter value.

Statement that he shall provide a minimum of 5.000.000,00 EUR in case he submits the most advantageous tender for implementation of the whole project. The same must be verified at a Public Notary or adequate institution competent for verification (if he is a foreign tenderer).

Минимално ниво(а) на стандарди:

— A positive Balance sheet and data from the income statement for the last three years.

— A report of the Balance sheet verified by a competent authority, i.e. revised Balance sheet, or extracts from the balance sheet report in cases when the publication of the balance sheet is instructed under the law of the country where the economic operator is registered;

— Minimum financial income for the last three financial years 2011, 2012, 2013 cumulative of a minimum of 9.000.000,00 EUR in denars counter value.

— Statement that he will provide a minimum of 5.000.000,00 EUR in case if he submits a most advantageous tender for implementation of the whole project. The same will be verified by a Public Notary or institution accordingly competent for verification (in case of foreign tenderer).

Техничка и професионална способност:

1. License B to execute construction works pursuant to the Law on construction works issued by the Ministry of Transport and Communications of the Republic of Macedonia, or if it is a foreign candidate, he submits a certificate that he can execute constructions of second category issued by an appropriate authority of the state administration responsible for performance of works of spatial development of the Republic of Macedonia, pursuant to Article 42 of the Law on Construction.

2. List of employees – professional staff who will be engaged for realization of the contract by submitting the following evidence:

— Authorization issued by the Chamber of authorized architects and engineers of the Republic of Macedonia pursuant to Article 42 and Article 104 of the Law on construction, i.e. if it is a foreign candidate he should submit a certificate of authenticity of the authorization from an appropriate authority (Chamber of authorized architects and authorized engineers of the Republic of Macedonia, certified engineers RM or competent national chambers, according to Article 42 of the Law on Construction.

— CV of the engineers in charge with attachment (confirmation/statement) of the necessary working experience.

3. Reference list – minimum one contract of the same type and value and the subject of the contract, or more contracts of the same type with total estimated value as the estimated value of the contract.

4. Statement for origin of the goods/producer of the goods.

5. The private partner to be a producer of LED bulbs or to have concluded a contract with a producer of LED bulbs with an enclosed statement that in case of being selected and a contract is concluded, he must provide a minimum of 10.000 – 20.000 LED bulbs with the necessary quality given in part III. Technical specification.

1. Minimum three Electrical engineers in capacity of Engineers in charge for execution with authorization B Category for execution in the scope of electrical engineering with minimum 3 years working experience and minimum one project successfully implemented for establishing public lighting.

2. Minimum one electrical engineer in the scope of electronics with minimum 3 years working experience in the profession.

— for line 2 of item 1-2, the engineers in charge must submit a CV and Form M1/M2 enclosed as evidence of employment and necessary experience.

3. Reference list – minimum one contract of the same type and value as the subject of the contract, or more contracts of the same type with total estimated value as the estimated value of the contract by submitting of a certificate and statement from the recipient of the services for a successful realized contract.

4. Statement for origin of the goods/producer of the goods.

5. The private partner to be a producer of LED bulbs or to have concluded a contract with a producer of LED bulbs with an enclosed statement that in case of being selected and a contract is concluded he must provide a minimum of 10.000 – 20.000 LED bulbs with the necessary quality given in part III. Извршување на договорот
Потребни депозити и гаранции:

The economic operator must provide as part of the tender a guarantee to the application in the amount of at least 1 % of the total contract value (5.000.000,00 EUR) excluding VAT in the amount of at least 50.000,00 EUR excluding VAT in MKD equivalent denar value by the middle exchange rate of the National Bank of the Republic of Macedonia at date of payment. The guarantee is in a form of a bank guarantee. For the Contracting authority all banks are acceptable, or the guarantee is in a form of deposited financial resources (for physical entities) that the tenderer shall deposit as follows: payment/cash-desk of the Municipality of Bitola.
