The contracting authority Bitola Municipality need to purchase: Execution of technical supervision of building construction in the Municipality of Bitola and procedure for awarding a public service with an open procedure in accordance with Article 21 of the Law on Public Procurement (‘Official Gazette’ no. 24.12, 15/13, 148/13, 43/14), with the signing of a framework agreement as a special way of awarding public procurement more economic operators in accordance with Article 115, Article 119, paragraph 1, paragraph 2, item 2, paragraph 3, paragraph 4 and paragraph 5, and Article 120 of the Law on Public procurement (Fig. 185/1124/12 Gazette of RM, 15/13, 148/13, 43 / 14).
Public contract will be awarded through an open procedure, which will end with the electronic auction as the last stage in the proceedings.
This procedure will be conducted by electronic means through the Electronic Procurement System (EPPS) (https://www.e-nabavki.gov.mk).

— Which has unpaid taxes and other public charges, unless the economic operator has been granted deferred payment of taxes, contributions and other public duties in accordance with relevant regulations and are regularly paid;
who was imposed a prohibition on performing a profession, activity or duty, i.e. temporary prohibition for performing professional activity and
— Giving false information or fails to submit the information requested by the contracting authority. To demonstrate the ability to perform professional activity, the economic operator should submit a document for registered activity as evidence that it is registered as a legal entity performing activities related to the subject of the contract or proof that they belong to a relevant professional association accordance with the regulations of the country where it is registered.

— Authorization B, according to the applicable laws for any individual will be involved in the project, according to the categorization of existing building. (from the Chamber of OAOI RM)
— Statement of technical facilities to be used in the realization of the supply — a list of persons to be engaged in economic operator employed full-time — proof M1 / M2.
— Reference list of services of its kind in the last 3 years (minimum ten contracts).
— Statement confirming that the economic operator in the event of choice will submit a contract with an insurance company in the Republic M. The liability of an annual sum of 500 000 EUR in MKD.
— Statement confirming that staff hired to execute the contract will keep the same level for the whole time.

— Authorization B (Chamber of OAOI RM), according to the applicable laws for any individual will be involved in the project, according to the current categorization of construction including:
For part 1 7 — supervisory powers of Architecture/Construction.
For part 2, 3, 6, 8. — Authority for supervision of construction.
In section 4, — supervisory powers of Electrical Engineering.
For part 5: — supervisory powers of mechanical.
— Statement of technical facilities to be used in the realization of the procurement contract list of persons to be engaged in economic operator employed full-time — proof M1/M2.
— Reference list of services of its kind in the last 3 years (minimum 10 contracts).
Proof: 4.1— list of the principal deliveries or candidates, values, dates, buyers (contracting authorities and economic operators), providing service delivery issued by the receiver or, if such certificates can be provided for reasons beyond of control, only with a statement of deliveries.

The right to submit a bid has a group of bidders without liability association in a legal form. The contracting authority will require the group of bidders to join a legal form if it is selected as contractor procurement.
An integral part of the group's contract offer to submit a joint tender to which members of the group of economic operators to each other and to the contracting authority is obliged to perform the contract. This agreement needs to contain the following information: group members who will lead the group, or to submit the bid and will represent the group, which group members on behalf of the group of economic operators to sign the contract, group members to issue the invoice and account to which payments will be made, a brief description of the responsibilities of each member of the group of economic operators to perform the contract.

Any bidder who has a legal interest in obtaining the contract and who has suffered or could suffer damage from possible violations of the provisions of this Act, may require legal protection against decisions, actions or failure to act by the contracting authority in the procedure for awarding a public contract, in accordance with the conditions and procedure provided by the Law on Public Procurement. The right of appeal procedure ends with an electronic auction in terms of determining the capability of bidders and full evaluation of the initial offer is realized by making the decision to choose the best bidder, or cancelling the procedure. The contracting authority shall not sign the contract and for its execution within 12 days from receipt of the decision to decide on an individual right in the procedure for awarding the contract.
