To have a system for detecting a pH change, redox, enzymatic activity and CO2, to be capable of fitting the above mentioned parameters at least every 6 minutes.To be able to make analysis out of 0,1-5 ml samples, as well as membrane filters, swabs and sampling sponges, without any pre-preparation of the samples. To give results at appropriate time. The maximum length of the detection of specific pathogenic bacteria should be 6-18 hours, as long as for yeasts and molds within 30 hours.To be able to run at least 128 analysis at the same time on 4 different temperatures. The used reagents should be stored at a room temperature, to be stable for at least 6 months and to come up with CoA with no need for GQ.To be able to detect, differentiate and quantify TVC, Enterobacteriaceae, E.coli, Coliforms, Staphylococcus, Pseudomonas, Lactic acid bacteria, Yeast, Yest and mold, Alucyclobacillus and other.To have an option for UHT/ESL testing. To have a system that voids the impact of the matrix on the analysis. To possess a PC with installed software that allows detecting and supplementing of new samples at any time, to be able to prepare the calibration curves and set the different modules depending on the interpretation of the matrix and the allowed limit. In order to demonstrate their status, the economic operator should submit the following documents:

— certificate from the Registry of penalties for crimes committed by legal entities that it has not been imposed a minor penalty ban on participation in public bidding procedures, granting contracts and agreements for public-private partnership,

— Certificate from the Registry of penalties for crimes committed by legal entities that it has not been imposed a minor penalty- temporary or permanent prohibition for performing professional activity,

— Confirmation that it has not imposed a sanction by verdict — prohibition on performing a profession, activity or duty, i.e. temporary prohibition for performing professional activity.

In order to prove the ability for performing professional activity, the economic operator should submit the following documents:

— Document for registered activity, as an evidence that it is registered as a legal entity for performing the activity related to the subject of the Public procurement contract, or evidence that it belongs to an appropriate professional association in compliance with the regulations of the country it is registered in.

No documents are required to prove the economic situation of the economic operator.

Техничка и професионална способност:

— each of the offered entries of the technical specifications should be marked with a mandatory submission of a catalogue with sharply delineated pages for the offered catalogue,

— the economical operator should conduct a training for staff who will work with the appliance,

— the product offered should have a warranty of minimum 1 one year, a secure post warranty period of 5 years, which will provide servicing for the appliance and its spare parts.

Минимално ниво(а) на стандарди:

— Mandatory submission of samples for the offered products and a catalogue with sharply delineated pages for the offered catalogue issue,

— Statement for conducting a training for the staff that is going to work with the appliance,

— a minimum 1 year warranty for functionality of the offered product and a post warranty period of 5 years.

Warrantee for quality performance of the contract in the amount of 10,00 % of the Contract value.

The appeals procedure shall be initiated by filing a complaint or a request for cancellation of the award of a public contract for failure documentation to the State Commission in accordance with Article 222. Appeal will be filed within eight days of:

— The announcement of the award of a public contract in terms of information, actions or failure to take action by the announcement,

— Opening of the bids in respect to actions or failures to undertake actions related to the tender documentation, ie the bid opening,

— The deadline for a decision on selection or cancellation of the procedure in accordance with Article 162 paragraph (2) of this Act in relation to the failure to adopt a decision on selection or cancellation of the procedure in the relevant period,

— The receipt of the decision that determines the individual right of the procedure for awarding a public contract, in terms of determining the ability of applications for participation or evaluation of bids or,

— Knowledge of illegal procedure for awarding a public contract, no later than one year from the date of completion of the procedure.

When the procedure ends with an electronic auction, the deadline for filing the appeal against the determination of the capability of bidders and full evaluation of initial bids are counted from the date of receipt of the decision that determines the individual right of the procedure for awarding a public procurement after the electronic auction.

Economic operator failing to appeal to the provisions of paragraph (2) of this Article, no right of appeal at a later stage of the procedure for the same legal basis.
