Modernization, extension and adjustment of the Interoperability System

The subject of this procurement is the modernization, extension and adjustment of the existing integrated information platform for data exchange among institutions. The solution (modernization, extension and adjustment of the existing system) shall contain the necessary hardware, communication and other equipment, software and services in accordance with the requirements in the technical specification, integrating the central location with all the distributed locations.

In the public procurement contract award procedure, the contracting authority shall reject as ineligible any economic operator:

— that has been sentenced with an effective court decision for participation in a criminal organization, act of corruption, fraud or money laundering stated against it in the last 5 years;

— that has had minor penalty, temporary or permanent prohibition…

… in public announcement procedures, public procurement contract awards and public-private partnership contracts stated against it;

… to pursue certain activities stated against it;

— which is subject of liquidation or bankruptcy procedures;

— that has unpaid taxes, benefits and other public fees; unless deferred payment of taxes, benefits and other public fees has been approved to the economic operator in accordance with the special regulations, and they are duly paid;

— that has had misdemeanor — prohibition to pursue professional activity, or duty, i.e. temporary prohibition to pursue certain activity stated against it;

— that has presented false information or has failed to submit the data required by the contracting authority.

Економска и финансиска состојба:

In order to qualify as capable of performing the subject of public procurement contract from the aspect of its economic and financial standing, the economic operator shall fulfil the following minimum requirements:

— Reports on the balance sheet and the profit and loss account for the last three years, certified by a competent authority;

— SPD (revenue structure per activity) Reports for the past 3 financial years;

— The total revenues for the past three years must cumulatively be at least half of the amount of the procurement.

Техничка и професионална способност:

In order to qualify as capable of performing the subject of the public procurement contract from the aspect of technical or professional capacity, the economic operator shall meet the following minimum terms:

— Posses an ISO9001 certificate for the bidder and the equipment manufacturer;

— Possess authorization document by the manufacturer of the offered equipment, that the bidder is authorized to sell it;

— To have certified personnel, from the area of the subject of procurement, permanently employed with:

— No less than 3 regular employees holding a certificate for setting up and configuring the offered equipment;

— No less than 10 permanently employed developers, at least 5 of whom are developers possessing a certificate for work in the offered program language;

— No less than 1 permanently employed project manager with no less than 3 years of working experience in the area of IT project management.

— No less than 2 permanent employees with a certificate for connection and configuring of the network equipment.

— Statement from the bidder that the hired personnel the certificates for whom have been attached, shall be at disposal within the entire duration of the project (implementation and maintenance),

— Statement for the hired personnel regardless of whether they directly belong to the economic operator,

— Statement from the bidder that they accept all the elements stated in the technical specification,

— List of no less than 2 main deliveries of the bidders or candidates carried out in the last 3 years, with each contract amount separately worth not less than 1 000 000 MKD from the area of information technology, by providing a certificate of deliveries issued by the recipients, or, in case such certificates cannot be obtained for reasons outside the control of the economic operator, a statement of performed deliveries, and copies of the signed Contracts.
