In the public procurement contract award procedure, the contracting authority shall reject as ineligible any economic operator:

— that has been sentenced with an effective court decision for participation in a criminal organization, act of corruption, fraud or money laundering stated against it in the last 5 years;

— that has had minor penalty, temporary or permanent prohibition…

… in public announcement procedures, public procurement contract awards and public-private partnership contracts stated against it;

… to pursue certain activities stated against it;

— which is subject of liquidation or bankruptcy procedures;

— that has unpaid taxes, benefits and other public fees; unless deferred payment of taxes, benefits and other public fees has been approved to the economic operator in accordance with the special regulations, and they are duly paid;

— that has had misdemeanour's — prohibition to pursue professional activity, or duty, i.e. temporary prohibition to pursue certain activity stated against it;

— that has presented false information or has failed to submit the data required by the contracting authority.

Економска и финансиска состојба:

In order to qualify as capable of performing the subject of the public procurement contract from the aspect of its economic and financial standing, the economic operator shall fulfil the following minimum requirements:

— Reports on the balance sheet and the profit and loss account for the last 3 financial years, certified by a competent authority;

— SPD (revenue structure per activity) Reports for the past 3 financial years.

Техничка и професионална способност:

In order to qualify as capable of performing the subject of the public procurement contract from the aspect of technical or professional capacity, the economic operator shall meet the following minimum terms:

— Proof that the bidder has operated not less than 5 years, accompanied with the bidder's company profile and the Registration act;

— Statement by the bidder that it has at least 25 employees, out of which at least 10 IT specialists, 10 licensed psychologists and 5 sociologists and/or holders of diploma in the area of Human Resources Management, including their CVs, licences (for the psychologists) and certificates for at least 5 IT specialists for the technologies used in the proposed solution;

— Statement by the bidder that at least 3 employees (by stating their names and surnames) shall be available for work on the project within the implementation and support period;

— Reference list of at least 7 customers of the bidder — state or public institutions in the the Republic of Macedonia or in the EU member countries, to whom the bidder has delivered the same or similar solution for on-line testing with personality, abstract and logical reasoning tests, including customers' recommendations;

— Proof that the bidder possesses the ISO 27001 certificate of information security;

— Statement of acceptance of the terms of the tender;

— Statement of confidentiality of the documents;

— Statement by which the selected best economic operator shall undertake the obligation to provide a bank guarantee in the amount of 10 % of the contract value to guarantee for the quality and timely performance of the procurement i.e. service, certified and signed by the hear person of the economic operator.

Извршување на договорот
Потребни депозити и гаранции:

As part of the offer, the economic operator shall provide a guarantee for the offer (participation guarantee) in the amount of at least 3 % of the total value of the offer, VAT not included.

Главни услови за финансирање и аранжмани за плаќање и/или упатување на релевантните одредби што ги уредуваат: The following manner of annual payment has been envisaged:

— 50 % of the total amount of the offer in…

… 2015, upon previously submitted invoice by the contractor;

… 2016, upon previously submitted invoice by the contractor.

The contracting authority is bound to pay the invoice within 60 days as of its receipt in the archive.

The manner of payment shall be mandatory. Each offer containing manner of payment different to the one stipulated in this item shall be considered ineligible and shall be rejected by the public procurement commission as such.
