In order to prove its personal status, the economical operator should submit the following documents:

— statement of the economic operator stating that no effective verdict has been pronounced in the past 5 years for participation in criminal organization, corruption, fraud or money laundering;

— confirmation that no bankruptcy procedure has been initiated by a competent authority;

— confirmation that no liquidation procedure has been initiated by a competent authority;

— confirmation for paid taxes, contributions and other public fees from the authority competent in the country where the economic operator has been registered;

— confirmation from the Registry for penalties for committed criminal acts of the legal entities stating that no secondary penalty,…

… ban on participation in open call procedures, on awarding of contracts for public procurement and contracts on public-private partnership has been pronounced;

… temporary penalty or permanent ban on the performance of particular activity has been pronounced;

— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or obligation, i.e. temporary ban on the performance of a particular activity has been pronounced with the effective verdict;

Capability for performing professional activity of the economical operator:

— Document for registered professional activity.

— Document for registered professional activity (DRA form) as a proof for registration as a physical person or legal entity for performance of the activity related to the subject of the contract on public procurement or a proof of belonging to a related professional association in accordance with the regulations of the country of registration; and

— ‘B’ Licence for auditing of project documentation for second category constructions, in accordance with the Law on Construction, issued by the Ministry of Transport and Communications, and if the economic operator is foreign bidder, a confirmation is submitted of his capability of performing auditing of project documentation for second category constructions, issued by a competent authority of the state administration responsible for spatial planning of RM, in accordance with article 42 of the Law on Construction, as proof of meeting the special criteria for performing professional activity prescribed by law, in reference to the subject of the contract; and

— ‘B’ Licence for designing 2

Економска и финансиска состојба:

The following documents are necessary in order to prove the economic capability of the economic operator:

— Statement of Balance Sheet certified by a competent authority, i.e. audited Income Statement or abstracts from the Balance Sheet in cases when the publishing of the Balance Sheet is prescribed by Law in the country where the economic operator has been registered; or

— Statement of the entire company's turnover (data from the Income Statement issued by a competent institution, i.e. audited Income Statement), and if appropriate, from the turnover in the field it covers with the public procurement contract over the last 3 fiscal years for which such data is available with regards to the date the company has been founded or started work, and depending on the availability of such information.

Minimum criteria for determining the economic and financial status of the economic operator:

— The economic operator must have achieved positive financial turnover in each of the last 3 years (2012, 2013 and 2014).

Техничка и професионална способност:

Documents necessary to prove the technical and professional capability of the economic operator:

— A list of employees or contracted persons with ‘B’ Authorization for…

… auditing project documentation for performing the subject of the procurement, submitting copies of M1/M2 forms for the employees or contracts for the contracted persons and copies of Authorizations to audit project documentation issued by the Chamber of Authorized Architects and Engineers of the Republic of Macedonia;

… preparation of project documentation for performing the subject of the procurement, submitting copies of M1/M2 forms for the employees or contracts for the contracted persons and copies of Authorizations to prepare project documentation issued by the Chamber of Authorized Architects and Engineers of the Republic of Macedonia;

— Reference list of contracts realized in the last 3 years for services performed of the same or similar nature (Auditing of projects), including data on suppliers, dates and value of the contracts, and submitting at least 1 (one) copy of the contract for services performed of the same or similar nature (Auditing of projects) and 1 (one) confirmation of timely and qualitative performance of the services relating to the submitted contract.

Minimum criteria needed for establishing the technical and professional condition of the economic operator:

— The economic operator must have at least 5 (five) employees or contracted persons with ‘B’ Authorization for auditing project documentation, of which at least 1 (one) person with ‘B’ Authorization for auditing in the field of architecture, at least 1 (one) person with ‘B’ Authorization for auditing in the field of civil engineering, at least 1 (one) person with ‘B’ Authorization for auditing in the field of electrical engineering and at least 1 (one) person with ‘B’ Authorization for auditing in the field of mechanical engineering;

— The economic operator must have at least 5 (five) employees or contracted persons with ‘B’ Authorization for preparation of project documentation, of which at least 1 (one) person with ‘B’ Authorization for preparation of project documentation in the field of architecture, at least 1 (one) person with ‘B’ Authorization for preparation of project documentation in the field of civil engineering, at least 1 (one) person with ‘B’ Authorization for preparation of project documentation in the field of electrical engineering and at least 1 (one) person with ‘B’ Authorization for preparation of project documentation in the field of mechanical engineering;

— The economic operator must have at least 1 (one) realized contract for services performed of the same or similar nature with the subject of the procurement (Auditing of projects) in the last 3 (three) years.
