In order to prove its personal status, the economic operator should submit the following documents:

— statement of the economic operator that no effective verdict has been issued against the economic operator within the past 5 years for participation in a crime organization, corruption, fraud or money laundering;

— confirmation stating that no bankruptcy procedure has been initiated by a competent body;

— confirmation stating that no liquidation procedure has been initiated by a competent body;

— certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered;

— confirmation from the Register of penalties for committed criminal offenses of legal entities proving that no secondary penalty — ban on participating in open call procedures, awarding public procurement contracts and contracts on public — private partnership has been pronounced;

— confirmation from the Register of penalties for committed criminal offenses of legal entities proving that no secondary penalty — temporary or permanent ban on performing particular activity has been pronounced;

— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict.

— Document for registered activity

In order to prove the capability for performing professional activity, the economic operator should submit a document for registered activity, as a proof that the economic operator is registered as a natural person or legal entity for performing the activity related to the subject of the public procurement contract on establishing public or private partnership or proof of membership in the relevant professional association in accordance with regulations in the country where the economic operator is registered.

Економска и финансиска состојба:

— appropriate proof from a bank and/or financial institution for access to financial funds. Should the economic operator use a credit line for the availability of liquidation means, as a proof the economic operator must present a confirmation and/or contract from the bank for using credit means;

— balance sheet verified by a competent body i.e. an audited balance sheet, or extracts from the balance sheet, in cases when the disclosure of the balance sheet is regulated by law in the country where the economic operator is registered for the last 3 fiscal years (2011, 2012 and 2013); and

— statement from the overall operation of the enterprise (datum from the profit and loss account issued by a competent body i.e. audited profit and loss account) and, where applicable, from the operation in the area covered with the public procurement contract, maximum for the last 3 financial years (2011, 2012 and 2013), for which such information is made available, depending on the date when the enterprise was established or commenced with operation and depending on the availability of such information.

Минимално ниво(а) на стандарди:

1. Provided access to the financial funds of EUR 10 000 000 or access to a credit line with lowest value of EUR 10 000 000.

2. The economic operator should provide at least 1 of the conditions as follows:

— The total annual revenue in the last 3 fiscal years (2011, 2012 and 2013) must not be lower than EUR 60 000 000 cumulatively. The total annual revenue includes all realized revenues from different sources; and/or

— The total capital for the last fiscal year (2013) must not be lower than EUR 20 000 000. The total capital includes: shareholders' equity, capital reserves, revaluation reserve, conversion reserve and/or retained earnings.

Техничка и професионална способност:

— Copy of contracts for realized projects and/or investments in a value not lower than EUR 15 000 000 per project/investment in the last 10 (ten) years with detailed explanation of the works and services for each project/investment, especially including description of the facility, surface, location, investors, commencement dates, realization, value.

Минимално ниво(а) на стандарди:

— Minimum 2 projects and/or investments in a value not lower than EUR 15 000 000 per project/investment in the last 10 (ten) years.
