Услови за учество
Способност за вршење на стручната дејност:

For proving the personal condition, the economic operator must submit the following documents:

— statement by the economic operator that in the last 5 years it was not sentenced with an effective verdict for participation in a criminal organization, corruption, fraud or money laundering;

— certificate that no insolvency procedure is open by an adequate authority;

— certificate that no liquidation procedure is open by an adequate authority;

— certificate for paid taxes, contributions and other public charges by an adequate authority from the country where the economic operator is registered;

— certificate from the Register of penalties for performed criminal acts of the legal entities, that it was not sentenced with a minor penalty for participation in procedures for open invitation, awarding agreements on public procurement and public-private partnership agreements; -

— certificate by the Register of penalties for performed criminal acts of the legal entities that it was not sentenced with a minor penalty — temporary or permanent prohibition for performance of a certain activity and

— certificate that with an effective verdict it was not sentenced with a sanctioned offence and– prohibition for performing profession, business activity or duty, that is, temporary prohibition for performing certain activity.

To possess license A for contractor of structures offirst category in accordance with the Law on Building;

Balance sheet statement and data on operating results for the last 3 years certified by competent authority.

— Certificate issued by bank by which the bank approves credit to the bidder of 900 000 EUR at minimum, for a duration equal to the period of full project implementation.

Минимално ниво(а) на стандарди:

The minimum overall revenue for the last 3 years shall amount not less than 1 000 000 000 MKD.

— The bidder should prove that they have at disposal or have access to a minimum 900 000 EUR financial resources required for works completion.

Техничка и професионална способност:

— Copies of authorizations A for civil engineers issued by the Chamber of authorized architects and engineers,

— Copies of authorizations A and B for engineers for performance in the domain of architecture, issued by the Chamber of authorized architects and engineers,

— Copy of authorization A for mechanical engineer, issued by the Chamber of authorized architects and engineers,

— Copy of authorization B for engineer for performance in the domain of electrical techniques,

— Copy of authorization in the area of safety at work for 1 person,

— Copies of the certificates for 10 persons with passed trainings in safety at work,

— Copies of М1/М2 forms for civil engineers, architects, mechanical, electric engineers, person with authorization in the area of safety at work, and for 10 persons with passed trainings in safety at work,

— List of professional technical personnel for the execution of the subject procurement,

— Copies of М1/М2 forms for the additional staff (at least 2 (two) plumbers, at least 2 (two) electricians, at least 5 (five) metal workers, at least 5 (five) bricklayers.

— List of additional staff for the execution of the subject procurement,

— Certificate by competent authority on the number of employees issued not less than 15 days before the date set as deadline for bids submission,

— Copies of the contracts for executed construction or 3 structures at minimum of the same or similar scale, at least one of which contract implemented during the last 3 years for value not lower than 180 000 000 MKD. The contracts should be accompanied by certificates of satisfactory execution of works.

— Certificates should contain value, time and location of works execution (in case they do not contain such data, copies of the relevant contracts or document for technical commission containing the required information or other appropriate document should be submitted).

— Evidence of possession or availability of the required equipment:

— mounting scaffold of 5 000 m²,

— at least 1 crane with a height to 10 m,

— at least 2 tipper trucks,

Минимално ниво(а) на стандарди:

— To have the following engineering staff at disposal:

— 2 civil engineers with authorization А,

— 3 architects, one of whom with authorization A and two with authorization B,

— 1 mechanical engineer with authorization A,

— 1 electric engineer with authorization B,

— 1 person with authorization in the area of safety at work, and

— At least 10 persons with passed trainings in safety at work.

To have the following additional staff at disposal:

— at least 2 (two) plumbers,

— at least 2 (two) electricians,

— at least 5 (five) metal workers, and

— at least 5 (five) bricklayers

— To have at least 120 (one hundred and twenty) fulltime employees.

— To have constructed or reconstructed three structures at minimum of the same or similar scale, at least one of which contract implemented during the last 3 years for value not lower than 180 000 000 MKD,

— To have the following equipment at disposal:

— mounting scaffold of 5 000 m²,

— at least 1 crane with a height to 10 m, and

— at least 2 trucks,

The appeal shall be filed within a time period of eight days for the open procedure as of the day of:

— publication of the contract notice regarding the data, actions or omissions to undertake actions referred to in the contract notice;

— opening of tenders, regarding the actions or omissions to undertake actions related to the tender documentation, i.e. the tender opening procedure;

— expiry of the time period for adoption of a decision for selection or cancellation of the procedure in accordance with Article 162 paragraph (2) of this Law in respect to the omission for adoption of decision for selection or cancellation of the procedure in the corresponding deadline;

— receipt of the decision for an individual right in the contract award procedure regarding the determination of the competence of the requests to participate or the evaluation of tenders and the decision; or

— acknowledgement of the illegal conduct of the contract award procedure, within a time period of 1 year at the latest as of the day of completing the conducted procedure.
