For the purpose of proving its personal situation, the economic operator shall submit the following documents:

— Statement by the economic operator that it has not been pronounced, in the last 5 years, effective court decision for participation in criminal organization, corruption, fraud or money laundering;

— Certificate that it is not subject to bankruptcy procedure issued by a competent authority;

— Certificate that it is not subject to liquidation procedure issued by a competent authority;

— Certificate on paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established;

— Certificate from the Register of penalties for criminal deeds done by legal entities that no sanction has been pronounced to the…

Economic and financial standing of the Economic Operator:

Necessary documents for proving the economic standing of the Economic Operator:

— Report on the Statement of Accounts certified by a competent authority, i.e., revised Statement of Accounts, or excerpts from the report on the Statement of Accounts in cases when announcement of the Statement of Accounts is prescribed by the law of the country where the economic operator is registered, for the last 3 years — 2012, 2013 and 2014.

— Excerpt from the total turnover of the enterprise (data from the Profit and Loss Account issued by a competent authority, i.e., revised Profit and Loss Account) for the last 3 years — 2012, 2013 and 2014 and where appropriate, from the turnover in the field covered with the public contract, for the last financial years at the most for which such data are available depending on the date on which the enterprise was founded or started to operate and depending on the availability of such data.

Minimal criteria for definition of the economic and financial standing of the Economic Operator:

— Minimal total income for the last 3 years amounting to 700 000 000 MKD in the field of construction.

Техничка и професионална способност:

Necessary documents for proving the technical and professional ability of the Economic Operator:

— List of works — constructed structures of the first and/or the second category — highrises done in the last 5 years with stated: category, number of storeys, built net area, value, time of construction, location of construction and investor;

— Contracts (minimum 5) for construction of structures of the 1

— Certificates/recommendations (minimum 5) about high quality and timely performed works on structures of the 1

— Declaration about engagement in present contracts in the country and abroad with values and deadlines;

— Declaration by the economic operator about average annual number of employees and number of technical staff in the last 3 years;

— List issued by the Employment Agency including employees qualified for the performance of the activity related to the subject of the public contract (construction) at the moment of the submittal of the bid;

— Declaration by the economic operator about minimum required professional staff to be engaged in the realization of the subject of the procurement, stated by name and surname. For these, the following should be submitted:

M1/M2 form for the professional staff to be engaged in the realization of the subject of procurement and Referent list of constructed structures (with time and place of construction) in the last 2 years by the professional staff to be engaged in the realization of the subject of procurement.

License A for construction for the professional staff that will be engaged in the realization of the subject of procurement.

Diploma on completed Structural Engineering major of the graduated civil engineers.

— Declaration about own mechanization and technical equipment that the economic operator has available for construction with a list of proposed construction mechanization and equipment and evidence of ownership (sales invoice, copy of driving license and alike) for the realization of the subject of procurement.

— Declaration about the elements of the contract that the economic operator intends to transfer to subcontractors and related data (firm, seat, unique tax number etc.). The subcontractors should fulfil the conditions for the performance of the works prescribed by the Law on Construction.

— Declaration certified by Notary Public that, if the public contract is awarded to the economic operator, the structure shall be constructed by the bidder to the phase of a shell structure (without transferring the works to subcontractors).

Минимално ниво(а) на стандарди:

Minimum criteria for definition of the technical and professional standing of the Economic Operator:

— Minimum 5 (five) realized contracts on construction of structures of the first and/or the second category — highrises, in the last 5 years, from the list, with a total built net area of minimum 20 000 m², whereat at least one of the contracts should be of a value of not less than 350 000 000 MKD.

— Minimum 5 (five) certificates (recommendations) for high quality and timely performed works on structures of the 1

— Minimum professional staff that will be engaged in the realization of the subject of the procurement, stated by names and surnames, as follows:

3 (three) graduated engineers — architects who possess License A for construction;

3 (three) graduated civil engineers who possess License A for construction out of whom 2 (two) graduated civil engineers — Structural Engineering major;

3 (three) graduated mechanical engineers who possess License A for construction;

3 (three) graduated electrical engineers who possess License A for construction.

— Minimum 80 (eighty) employees at the moment of submittal of the bid, qualified for the performance of the activity related to the subject of the public contract (construction).

— Minimum own mechanization and equipment available at the economic operator:

1 (one) crane with a camber greater than 4 m;

2 (two) excavators with a power greater than 100kW;

5 (five) trucks with a bearing capacity greater than 15 t.

— The structure should be constructed minimum to the phase of a shell structure by the bidder (it must not be transferred to a subcontractor).
