The scope of works is defined as construction, construction handicraft, handicraft, installation and other works on construction of the structure Toskalar A2, Unit 1 and Unit 2 in Gostivar, Construction lot no. 17/10.5 defined in the Bill of Quantities of the tendering documentation designed by “Prima Engineering” DOO (association of limited liability), Skopje.

For the purpose of proving its personal situation, the economic operator shall submit the following documents:

- Statement by the economic operator that it has not been pronounced, in the last 5 years, effective court decision for participation in criminal organization, corruption, fraud or money laundering;

- Certificate that it is not subject to bankruptcy procedure issued by a competent authority;

- Certificate that it is not subject to liquidation procedure issued by a competent authority;

- Certificate on paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established;

- Certificate from the Register of penalties for criminal deeds done by legal entities that no sanction has been pronounced to the…

… economic operator regarding prohibition of participation in public announcement procedures, award of public contracts and public-private partnership contracts;

… Economic Operator regarding temporary or permanent prohibition of performance of individual activity;

- Certificate that the Economic Operator has not been pronounced, by an effective court decision, a sanction for misdemeanor resulting in prohibition of pursuing professional activity or duty, i.e., temporary prohibition of performance of individual activity.

Ability of the Economic Operator to pursue the professional activity:

Registered activity related to the subject of procurement is necessary – construction and License A for Contractor, for construction of structures of the first category in compliance with the Law on Construction.

Економска и финансиска состојба:

The necessary documents for proving the economic standing of the Economic Operator are the following:

Financial Statement certified by a competent authority, i.e., revised Financial Statement, or excerpt from the Financial Statement in case when announcement of the Financial Statement is prescribed by law in the country where the Economic Operator is registered, for the last three years 2012, 2013 and 2014.

Certificate on the total turnover of the company (data from the Profit and Loss Account issued by a competent authority, i.e., revised Profit and Loss Account) for the last three years – 2012, 2013 and 2014, and where appropriate, certificate on the turnover related to the field covered with the public contract, for the last three fiscal years at the most for which such data is available depending on the date on which the company was founded or started with activities as well as the availability of such data.

Минимално ниво(а) на стандарди:

Minimum criteria for definition of the economic and financial status of the Economic Operator:

- Minimal total income of resources for the last three years to the amount of 4 654 000 EUR in the field of construction, i.e., 286 221 000 MKD in denar equivalent.

Техничка и професионална способност:

Necessary documents for proving the technical and professional ability of the Economic Operator:

- List of works – highrise structures belonging to the first and/or the second category constructed for the last 5 years with stated: category, number of storeys, built net area, value, time of construction, location of construction and investor;

- Minimum 3 contracts for construction of structures of the first and/or the second category – highrise construction, from the list, in the last 5 years (the contracts should refer to completely realized structures, not construction of individual phases of certain structures);

- Certificates (recommendations) on high quality and timely performed works on structures of the first and/or the second category – highrises, from the list, in the last 5 years, issued by former investors of the submitted contracts;

- Declaration of engagement in current contracts in the country and abroad with value and deadline for accomplishment;

- Declaration of the economic operator regarding the average annual number of employees and number of technical staff for the last three years;

- List issued by the Employment Agency regarding employed persons qualified for the performance of the activity related to the subject of the public contract (construction) at the moment of submittal of the tender;

- Declaration of the economic operator about the professional staff to be engaged in the realization of the subject of procurement, stated by names and surnames. For these persons the following is to be submitted:

- M1/M2 form for the professional staff to be engaged in the realization of the subject of procurement, and

- Referent list of constructed structures (with time and place of construction) in the last two years by the professional staff to be engaged in the realization of the subject of procurement;

- Diploma on completed Structural Engineering Major of the graduated civil engineer;

- Declaration about elements of the contract that the economic operator intends to give to a subcontractor and data on the subcontractors (firm, seat, unique tax number, etc.) that fulfill the conditions for the performance of the works prescribed by the Law on Construction;

- Declaration certified by a notary public that, should the public contract is awarded to the tenderer, the structure shall be constructed by the tenderer (without involvement of subcontractors) to the phase of a shell structure.

Минимално ниво(а) на стандарди:

Minimum criteria for definition of technical and professional ability of the Economic Operator:

- Minimum three realized contracts on construction of structures of the first and/or the second category – highrises for the last 5 years, from the list, with total constructed net area of minimum 9 000 m2.

- Minimum 3 (three) certificates (recommendations) on high quality and timely performed works on structures of the first and/or the second category – highrises, for the last 5 years, from the list, issued by former investors of the submitted contracts.

- Minimum professional staff that will be engaged in the realization of the subject of procurement: minimum (3) graduated engineers with A license for construction as follows: (2) graduated engineers – architects and (1) graduated civil engineer – structural engineering major, stated by names and surnames.

- Minimum 60 (sixty) employees at the moment of the submittal of the tender, qualified for the performance of the activity related to the subject of the public contract (construction).

- The tenderer must realize the structure to the minimum phase of a shell structure (the structure must not be constructed by subcontractors).
